STATEMENT OF VOTES
The whole number of votes given for and against the:
REASONS AS STATED ON PETITIONS DEMANDING RECALL OF
WILLIE W. PAYNE
FROM THE OFFICE OF MAYOR
1. Failure to continue special trash pick up.
2. Agreeing to relocate the Pontiac Rescue Mission (Grace Center of Hope) at taxpayers' expense.
3. Failure to demolish condemned and/or abandoned properties.
MAYOR PAYNE'S JUSTIFICATION STATEMENT
1. When Mayor Payne took office, the City's Sanitation Fund Budget was $400,996.00 in the red. It
had been in the red for a number of years. To help fix the problem special pick-up services were
interrupted for a three-month period in 2002. Mayor Payne, with the support of City Council, has
now brought forward a comprehensive plan, which will be implemented in April of 2004. It could
save the City more than $1 million each year, and will stabilize the Sanitation Fund Budget for the
first time in almost 10 years.
2. Plainly said, this is a lie. There was never an agreement of any sort, or even any discussion to
relocate the Rescue Mission at taxpayers' expense.
3. The Payne administration inherited a backlog of over 500 condemned or abandoned buildings
upon taking office in 2002. Since that time, 59 buildings have been demolished, and128 have
been rehabilitated and returned to the tax rolls. As the economy strengthens and city income
increases, the pace of demolition/rehabilitation will pick up as well.
