HomeMy WebLinkAboutResolutions - 1963.01.15 - 200274098 Miscellaneous Resolution BY: Mr. Calhoun IN RE: COMPENSATION FOR DRAIN COMMISSIONER AND HIS DEPUTY FROM SOUTHEASTERN OAKLAND COUNTY SEWAGE DISPOSAL SYSTEM To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Board of Supervisors on June 25, 1945, by the adoption of Miscellaneous Resolution 2173, established the policy of allowing the County Drain Commissioner additional compensation for duties imposed upon him for supervision and operation of the interceptor sewers constructed and operated under Act No. 342 of the Public Acts of 1939, as amended; and WHEREAS, this additional compensation was established by the Board pursuant to an opinion rendered by the State Attorney General (1945-46 No 03263) to the effect that when a County Board of Supervisors appoints the County Drain Commissioner as its agent in supervising an interceptor sewer the Drain Commissioner could be paid additional compensation for rendering such services; and WHEREAS, the amount of such additional compensation being paid the Drain Commissioner at the present time is $1200.00 per year, and the Deputy Drain Commissioner $600.00 per year; and WHEREAS, your Drain Committee recommends that the amount of additional compensation to be paid to the Drain Commissioner be increased from $1200.00 per year to $4000.00 per year and the amount paid to the Deputy Drain Commissioner be increased from $600.00 per year to $3000.00 per year from revenues of the Southeastern Oakland County Sewage Disposal System for services rendered the system; and "Le77,9715"c7n17 , e /2 7 JOiep David R. Calhoun, -CiCairman MayoriliOard #4098 WHEREAS, the Salaries portion of the Budget as adopted by this Board on September 17, 1962, contemplated that the "Drain Commissioner may also be reimbursed from the Southeastern Oakland County Sewage Disposal System"; THEREFORE BE IT RESOLVED that effective as of January 1, 1963, this Board authorizes the Drain Commissioner to be paid, in addition to the salary set by this Board, additional compensation of $4,000,00 per annum and the Deputy Drain Commissioner to be paid additional compensation of $3,000.00 per annum from the revenues of the Southeastern Oakland County Sewage Disposal System for the additional duties of supervising and operating the said system. Mr. Knowles requested that the communities involved be given an opportunity to consider this matter. Moved by Tiley supported by Beamer the resolution be tabled until we get the reaction of the communities involved. A sufficient majority having voted therefor, the motion carried. 1.1 RESOLUTIO At a regular meeting of the City Council of the City of Madison Heights, Oakland County, Michigan, held February 11, 1963, at 8:00 p.m., Eastern Standard Time, at the City Hall in said City: Present: Mayor Huffman, Councilmen Branoff, Eggart, Gast, Michrina, Nowacki and Nowicki. : Absent: None. Motion by Councilman Michrina, supported by Councilman Nowicki, that the : following resolution be adopted: WHEREAS, City Manager Marshall submitted a report, dated February 6, 1963, regarding an increase in compensation for the Oakland County Drain Commissioner and his Deputy from the Southeastern Oakland County Sewerage Disposal System; and WHEREAS, said report stated that at a meeting of the City Managers of the member communities it was unanimously agreed that any advise on a decision to pay the Drain Commissioner and Deputy Drain Commissioner additional salary from the funds of the Southeastern Oakland County Disposal System is a policy matter that can only be determined by the governing bodies of the communities I. making up the district; NOW, THEREFORE, BE IT RESOLVED; that after due consideration of the matter, the Madison Heights City Council desires to express their approval of addition- al compensation for the Oakland County Drain Commissioner, to the amount of $4,000.00 per annum, and for the Deputy Drain Commissioner, to the amount of $3,000.00 per annum, from the revenues of the Southeastern Oakland County Sewage Disposal System for the additional duties of supervising and operating said system; and BE IT FURTHER RESOLVED, that copies of this resolution be mailed to the Oakland County Clerk and the Oakland County Supervisors representing the City of : Madison Heights. Yeas: Mayor Huffman, Councilmen Gast, Michrina, Nowacki and Nowicki. Nays: Councilmen Branoff and Eggart. F. hress City Clerk c--7) UJ Lt" LL WHEREAS, the Drain Committee of the Oakland County Board of Supervisors has offered a resolution, which, if adopted, would increase the salary of the Drain Commissioner by $2,800, and the Deruty Dr ..n Commissioner by $2,400 from revenues of the Southeastern Oakland County Sewage Disposal System over and above the amounts currently paid as salaries to these two positions from the County's General Funds, and WHEREAS, the resolution, if adopted, would result in a total added compensation of $4,000 per year being paid the Drain Commissioner from revenues of the Southeastern Oakland County Sewage Disposal System and in a total added compensation of $3,000 per year being paid the Deputy Drain Commissioner from revenues of the Southeastern Oakland County Sewage Disposal System, and WHEREAS, the Oakland County Board of Supervisors tabled the proposed resolution until the member munici- palities could consider the proposed resolution, and WHEREAS, the City Council of the City of Clawson feels that the total salaries of the county officials should be considered by the Salaries Committee of the Oakland County Board of Supervisors and be a part of the County Budget, and WHEREAS, the City Council of the City of Clawson agrees that the Southeastern Oakland County Sewage Disposal System should pay to the Drain Commissioner's Office its fair share of the administrative expense of the Drain Commission's Office. THEREFORE, BE IT RESOLVED, that the City Clerk shall advise the County Clerk, the members of the Drain Committee and the governing bodies of the other members of the South- eastern Oakland County Sewage Disposal System that the proposed raises from the revenues of the Southeastern Oakland County Sewage Disposal System is not felt to be in the interest of good government, THEREFORE, BE IT FURTHER RESOLVED, that the proposed raises be considered by the Salaries Committee to determine their effect on other salaries and the General County Budget.
