IN RE: DOCTORS' SERVICES AT MEDICAL CARE FACILITY
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
At the meeting of the Board on October 17, 1962, the matter of medical attention
for patients at the County Medical Care Facility was brought to the attention of the Board
by Supervisor Edwards of Madison Heights and referred to your Welfare Committee for
study and report back to the Board.
Since that date the County Social Welfare Board, with the assistance of the
Director of Social Welfare, has reviewed the medical services provided for the patients
and on January 10, 1963, submitted a report to your Committee. In brief, the report is
as follows:
Medical attention for patients at the Medical Care Facility is furnished by two (2)
physicians and surgeons on a part-time basis, assisted by additional medical practitioners
as required for specialized services or consultations on a fee basis;
Part of the budgeted $21,000.00 covers the salaries of the two staff physicians and
surgeons, the balance covers fees for specialist services and consultations;
The staff physicians and surgeons, when not at the Medical Care Facility, are on
call and do frequently attend patients outside those hours, or give telephone consultation to
Full-time nursing staff, thus giving effective 24-hour a day, 7-day a week medical attention
to the patients;
The patients at the Medical Care Facility generally require nursing care for chronic
illnesses or infirmities of age;
In the event an acute condition arises involving any patient, the patient is, if
necessary, transferred to a general hospital where the condition can be adequately and
humanely treated;

Full-time medical treatment at the Medical Care Facility to meet the infrequent
need to treat acute cases could increase the cost of medical services several times over the
present budgeted amount -- an informal estimate would be in the order of an increase from
about $19,000.00 to $60,000.00;
Any increase in cost would not result in a commensurate improvement in medical
attention because in most cases specialist treatment or consultation on a fee basis, or
transfer to a general hospital, would still be required;
The present medical attention afforded our citizens at the Medical Care Facility
meets, or exceeds, the standards established for such facility by Law.
From such report, your Welfare Committee concludes that:
1. The present system of furnishing medical attention to patients at the Medical
Care Facility is adequate and satisfactory in every respect;
2. The proposed change would greatly increase the cost of operation without
significant improvement in the medical care afforded the patients.
MR. CHAIRMAN, on behalf of the Welfare Committee, I move that the foregoing
report be received and placed on file.
