IN RE: AWARD OF CONTRACT ON PROJECT APW-MICH0-18G (SERVICE CENTER
UTILITIES)
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, pursuant to Supervisors Miscellaneous Resolution No. 4138 the County
of Oakland, a Michigan Constitutional Corporation, through its Board of Auditors, Ways
and Means Committee and Buildings and Grounds Committee, in joint session, received
bids for certain utilities to be constructed at the Oakland County Service Center as
described and approved under Federal Project APW-Mich.-18G, and
WHEREAS, said bids were received pursuant to advertisements published as provided
by the By-Laws of this Board as follows: The Pontiac Press on April 16 and 22, 1963; The
Detroit News on April 16, 1963; and the Michigan Contractor and Builder on April 20, 1963,
and
WHEREAS, at such meeting Mr. Owen Johnson, representative of the Housing and
Home Finance Agency, was likewise present to tabulate and review said bids, and
WHEREAS, bids as per the attached tabulation of bids were received and opened
by your Committees and Board of Auditors, and
WHEREAS, said bids were then reviewed by Hyde & Bobbio, Inc., project engineers;
the County Engineer and Mr. Johnson as representative of the Housing and Home Finance
Agency, who jointly recommended that the following were the low responsible bidders, in
which recommendation your Committees and Board of Auditors concur:
Phase I - George A. Odien, Inc., with a base bid of $68,443.00
on sanitary sewers.

Phase II - Eames and Brown, Inc., with a base bid on water
mains of $30,500.00 and a base bid on steam and
condensate mains and tunnels of $359,000.00 for
a total base bid on Phase II of $389,500.00.
and
WHEREAS, the base bids of the low responsible bidders are within the budget as
provided and approved for said federal project;
NOW THEREFORE BE IT RESOLVED as follows:
1. That a contract(s) for the work specified under Phase I of the above federal
project be awarded to George A. Odien, Inc., in the amount of $68,443.00, and the
Board of Auditors be and hereby are authorized to execute the same.
2. That a contract(s) for the work specified under Phase II of the above federal
project be awarded to Eames and Brown, Inc., in the total amount of $389,500.00 and
that the Board of Auditors be and hereby are authorized to execute the same.
3. Further, that these awards shall not be effective until the awardees have been
notified in writing by the Oakland County Board of Auditors of the award of the pertinent
contracts.
4. Further, that the following minor irregularities as found subsequent to the
opening of bids be and hereby are waived: (a) Omission of date of Power of Attorney in
the Bid Bond of Eames and Brown, Inc., and (b) Deviation of form in the Bid Bond of
George A. Odien, Inc.
5. Further, that the Board of Auditors be authorized to return the Bid Bonds to
the unsuccessful bidders.

GERTIFICATE
I, the uudigned, the duly- qualified and acting Clerk of the County
of Oakland and custodian of the records of the ,County of Oakland, a Michigan i
Constitutional. Corporation, including the journal of proceedings of the Board
of Supervisors or Oakland County, do hereby certify:
(1) That the attached resolution is a true and correct copy of a Resolution
as finally adopted at a meeting of the Board of Supervisors for Oakland
Cou ,•V held on the 30th day of April, 1963, and duly recorded in my Office;
(2) That the attached tabulation of bids attached to and forming a part of
this resOlution is a true copy of the bids as received and tabulated
at the bid opening on April 24, 1963, 2:00 P. M., No. I Lafayette Street,
Pontiac, Michigan;
(3) That said meeting was duly convened and held in all respects in accordance
ifith law and to the extent required by law due. and proper notice of such
meeting was given; that a legal quorum was present throughout the meeting
and a legal1 y. sufficient number of members of the Board of S'upervisors for
Oaklap ,1 connty .v9ted in the proper manner for the adoption of said resolution;
that all other requirements and proceedings under the law incident to the
proper adoption or passage of said resolution, including publication, have
been duly fulfilled, carried out, and otherwise observed; and that I am
authorized to execute this certificate,
(4) That the seal affixed below constitutes the official seal of the County
of Oakland and this certificate is hereby executed under such official
seal.
