Re: Oppose SB 208 and SB 209 Mandating County Clerks to Charge a New $4 Fee
for Birth Certificate Copies
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, Senate Bills 208 and 209, which are tie-barred, would
mandate county clerks to establish a new $4 fee for each copy or certified
copy of a birth certificate; and
WHEREAS, this proposed legislation would require the State
Treasurer to credit all revenue received from the new $4 fee to the
Children's Trust Fund; and
WHEREAS, the Children's Trust Fund is certainly a worthy cause that
needs adequate financial support but not through the piecemeal approach of
raising birth certificate fees in SB 208 and 209 and probably later raising
other service fees through new legislative mandates.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners opposes SB 208 and 209, which are now on the House calendar.
BE IT FURTHER RESOLVED that copies of this resolution be sent to
all Oakland County members of the House, the Michigan Association of Counties
and the County's Legislative Agent.
Mr. Chairperson, on behalf of the General Government Committee, I
move the adoption of the foregoing resolution.

Moved by Palmer supported by Serra the resolution be sent back to the General
Government Committee for further consideration.
A sufficient majority not having voted therefor, the motion failed.
