September 9, 1963 Miscellaneous Resolution

IN RE: NOTICE OF AMENDMENT TO BY-LAWS, RULE XII, SECTIONS 2, 4 AND 5
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
Your By-Laws Committee, at a meeting held on August 20, 1963, reviewed the
rules of the Board as contained in the By-Laws relating to Special Committees and also
considered the need for authority to appoint sub-committees for specific purposes.
The present Section 2 entitled "Special Committees" reads as follows:
"The Board of Supervisors may by resolution, create Special Committees
with a definite assignment and, when so created, such committees shall hold
over until their assigned project is completed unless sooner discharged by a
majority vote of the Board of Supervisors but the Chairman shall have the same
power of appointment of such Special Committees as he has in the case of
Standing Committees."
Your Committee recommends that a new sub-section "b" be added under this
heading as follows:
"Sec. 2, b. Between meetings of the Board of Supervisors such Special
Committees above described may be created and appointed by the Chairman
of the Board with the approval of the Ways and Means Committee. Committees
so created shall hold over until their assignments are completed, or until the
next regular meeting of the Board, whichever is sooner."
Your Committee also recommends that a new Section 4, to be entitled "Sub-
Committees", be added as follows:
"Section 4. Sub-Committees.
The Chairman of any Standing or Special Committee may, with the
approval of the Chairman of the Board of Supervisors, designate a sub-
committee of one or more members of that committee to carry out any
assignments within the scope of the basic function of that committee. The
member or members of such sub-committee shall report to members of the
full committee. For the purpose of compensation such sub-committee shall
be considered a committee of this Board."
If the new Section 4 is approved and adopted by this Board, your By-Laws Committee
further recommends that the present Section 4 be designated:
"Section 5. Basic Functions of Standing Committees."
