I do hereby certify that at said Election, the vote upon said Charter Amerxdment was 7,212 votes cast in favor of, and 6,283 votes cast against said Charter Amendment. The City of Pontiac shall be divided into seven (7) districts which are contiguous and compact and as nearly of equal population as. Is practicable, but In no event shall the population of any district vary by more than one (1) percent from the ideal of absolute equal population, based upon the most recent official United States Decennial Census, or such other census conducted for this purpose as may be permissible by Law, not including resi- dents of federal, state or county institutions who cannot by law register in the city as electors, said districts to have their territorial boundaries determined pursuant to State law and established by ordinance which shall be adopted within ninety (50) days after the effective date of this Charter provision and, in subsequent years, at least six (6) months prior to the next general municipal election occurring not earlier than seven (7) months • following the date of the official release of the smallest unit designation suitable for re- districting purposes of the census figures of each United States Decennial Census or such • other census conducted for this purpose as may be permissible by law. The changes in territorial boundaries of districts, that from time to time may occur, shall apply to the procedures for nominating and electing City Commissioners at the next general City elections which lake place following the changes in territorial boundaries of districts, and the effective date of representation of the districts that have their boundaries changed, by • the City Commissioners elected from said districts, shall be the date and time provided for elected City commissioners to take office following the general City election. Ba.rkeley, City Clerk of the City of Pontiac, Michigan Language deleted AMENDMENT - CITY OF PONTIAC CHARTER Chapter III - Sections 3 and 5 amending Section 3 of Chapter III of the City Charter, by deleting the following quoted entire sentence as contained in Section 3: "The term of each Commissioner shall commence at twelve o'clock noon on the Monday following the election." • Notice is further given that said Section 3, Chapter III of the City Charter now reads as follows: The members of the Commission shall be elected on a non-partisan ticket and shall be sub- ject to recall as provided by law. Each district of the City shall be represented by one Commissioner. Candidates for Commissioner from each district shall be nominated by vote of the qualified electors of such district (the two candidates receiving the most votes in each district to be deemed nominated for Commissioner from such district) but the Commissioner from each district shall be elected by vote of the qualified electors of the City at large, and the candidate for Commissioner in each district receiving the highest number of votes shall be deemed elected. No person shall be eligible to hold the office of Commissioner who is not thirty years of age, a citizen of the United States, and a resident of the City of Pontiac for a period of five consecutive years, and of the district in the City which he represents for at least two consecutive years, immediately prior thereto. Each member of the Commission elected under this Charter shall serve for two years and until his successor shall have qualified. tile term of each Commissioner shall commence at twelve o'clock noon on the Monday following the election.1 The Commission shall be the sole judge of the election and qualifications of its members. Notice is further given that there shall be submitted to the electors of said City the question of amending Section 5 of Chapter III of the City Charter, said proposed amendment to read as follows: Section 5. The term of each elected Commissioner shall commence at twelve o'clock noon on the day of the first regular Commission meeting scheduled to be held in the month of January following the regular election of Commissioners. The first order of business of the first meeting in the month of January following the regular election of Commissioners shall be for organizational purposes, shall be held at the usual place for holding the meetings of the legislative body of the City, and shall be presided over by the City Clerk until the Mayor shall have been selected as herein provided. Thereafter, the Commission shall meet at such times as may be prescribed by ordinance or resolution, except that it shall meet re- gularly not less than once each week, The Mayor, any two members of the Commission, or the Manager, may call special meetings of the Commission, upon at least ten hours' written notice to each member, served personally or left at his usual place of residence, provided, however, any special meeting at which all members of the Commission are present shall be a legal meeting for all purposes, without such written notice. All meetings of the Commission shall be public and any citizen may have access to the minutes and records thereof at all reasonable times. The Commission shall determine its own rules and order of business • and shall keep a journal of its proceedings, in English.
