We, the undersigned, constituting a majority of the Board of Canvassers for the City of
Pontiac, Oakland County, Michigan, do hereby certify that on Wednesday, November 9,
2005, we met and canvassed the returns of the Election Inspectors for the General
Election held in said City of Pontiac on Tuesday, November 8, 2005, and we do hereby
certify that the votes cast at said Election for candidates for the office of Mayor, City
Council and Proposals 05-1, 05-2, 05-3 of the City of Pontiac, Oakland County,
Michigan, were as follows.

Shall Section 3.102 of the Home Rule Charter of Pontiac, Michigan be amended to
provide that to be eligible for the office of Council member for a district, a person must
have been a resident of the district for one year immediately before the term commences?

Shall Section 4.104 of the Home Rule Charter of Pontiac, Michigan, be amended to
permit the Mayor and the Deputy Mayor to designate a city administrative officer to
attend meetings of the Council on their behalf when they are temporarily absent due to an
emergency or a disability?

Proposal 05-3
Shall Section 4.110 of the Home Rule Charter of Pontiac, Michigan be amended to
require a special election for the Mayor if a vacancy in the office of Mayor occurs more
than 1 year before the next city election (in lieu of the current provision giving the
Council the option of scheduling such an election), specify the circumstances under
which the Council President or Council Pro-Tern may succeed the Mayor, and provide
for the filling of those vacancies under certain circumstances by the Council?
