(Proposal A). Please note that Proposal B to amend Section 8, Chapter IX of the Charter of the City of Pontiac was rejected at the election held October 2, 1972. OF 1909, AS AMENDED STATE OF MICHIGAN) COUNTY OF OAKLAND) SS CITY OF PONTIAC ) I, the undersigned, the duly acting and qualified Clerk of the City of Pontiac, Oakland County, Michigan, do hereby certify that the attached is a true and complete copy of Sections 1, 7, and 8, Chapter IX of the Charter of said City, as amended, by a vote of the electors of said City, at the Special City Election held in said City of Pontiac on the 2nd day of October, 1972. I do hereby certify that at said election the vote upon said Charter amendment was 750 votes cast in favor of and 477 votes cast against said Charter Amendment. D. 1972, Olga(Barkeley, City clerk Of the City of Pontiac, Michigan ( AMENDMENTS - CITY OF PONTIAC CHARTER CHAPTER IX Section I, Section 7, and Section 8 Section 1. The fiscal year of the City of Pontiac shall commence on the first day of July in each year. Section 7. Not later than one (I) month before the end of each fiscal year, the Manager shall prepare and submit to the Commission an Annual Budget and proposed Annual Appropriation Ordinance for the ensuing fiscal year, based upon detailed estimates furnished by the several departments and other divisions of the City government, according to a classification as nearly uniform as possible. The budget shall pre-7 sent the following information: (a) An itemized statement of the appropriation recommended by the Manager for current expenses and for permanent improvements for each department and each - division thereof, for the ensuing fiscal year, with comparative statement, in parallel columns, of the appropriation and expenditures for the current and next preceding fiscal year and the increases and decreases in the appropriation re- commended. (b) An itemized statement of the taxes required and of the estimated revenue of the City, from all other sources, for the ensuing fiscal year, with comparative statements in parallel columns of the taxes and other revenues for the current and next preceding fiscal year, and of the increases and decreases estimated or proposed. (c) A statement of the financial condition of the City and an inventory of all pro- perty owned by the City; and (d) Such other information as may be required by the Commission. Copies of such budget shall be printed and available for distribution not later than two weeks after its submission to the Commission, and a public hearing shall be given by the Commission before action thereon. Not later than one (1) week prior to the beginning of the fiscal year, the Commission shall pass an Annual Appropria- tion Ordinance, which shall be based on the budget submitted by the Manager, .as approved or amended by the Commission. Notice is further given that Section 8, Chapter IX, be4amended by deleting the first sentence, said sentence to be deleted reading as follows: "Not later than one month after the beginning of the fiscal year, the Commission shall pass an annual appropriation ordinance, which shall be based on the budget . submitted by the Manager, as approved or amended by the Commission." , AMENDMENTS - CITY OF PONTIAC CHARTER CHAPTER IX Section 1, Section 7, and Section 8 Section 1.
