HomeMy WebLinkAboutResolutions - 1963.09.16 - 20188Miscellaneous Resolution September 16, 1963 BY: Mr. Levinson IN RE: COMMUNITY MENTAL HEALTH PROGRAM TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Michigan Legislature has enacted a Community Mental Health Program Act, designated as Act 54 of the Public Acts of 1963; and WHEREAS, Section 2 of said Act provides that a county may elect to establish a Community Mental Health Program by majority vote of its Board of Supervisors; and WHEREAS, Section 6 of said Act provides that the state shall grant or match any program in an amount not to exceed 60 per cent, nor less than 40 per cent of the total expenditures for salaries, contract facilities and services; operation, maintenance, and service costs; per diem and travel expenses of the Community Mental Health Board, and other expenses specifically approved and authorized by the Department of Mental Health; and WHEREAS, Section 14 provides that the Department of Mental Health shall promulgate rules and regulations governing eligibility of Community Mental Health Programs and other standards and qualifications; and WHEREAS, Section 10 of said Act provides when any county singly establishes a program the Community Mental Health Services Board, composed of twelve members, shall be appointed by the Chairman of the Board of Supervisors; and WHEREAS, Section 10 further provides that the membership of the Community Mental Health Board shall be representative, whenever possible, of local health departments, medical societies, county welfare boards, general adoption boards, the clergy, educators, the legal profession, lay associations concerned with mental health, labor, business, civic groups and the general public; and 'John L. Vol,/ - WHEREAS, Section 10 further provides that no more than four members of the Board be elected or appointed public officials; and WHEREAS, your Committee recommends that the County of Oakland adopt this resolution for the establishment of a Community Mental Health Program pursuant to said Act, and the Chairman of the Board be authorized to appoint a Community Mental Health Services Board to evaluate the problems and recommend treatment of mental illness in Oakland County; and WHEREAS, your Ways and Means Committee recommends that the Community Mental Health Board assist and suggest to the Department of Mental Health the necessary rules and regulations to implement this Act and, after they are promulgated, to report to the Board of Supervisors on the survey of mental health problems and suggested treatments in Oakland County. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Supervisors, by the adoption of said resolution, does hereby establish a Community Mental Health Services Program, pursuant to Act 54 of the Public Acts of 1963, and the Chairman of the Board is directed to appoint, pursuant to the provisions of said Act, a twelve member Community Mental Health Services Board, BE IT FURTHER RESOLVED that the twelve members be requested to report to the Board of Supervisors on the rules and regulations and the survey of mental health problems and suggested treatment in Oakland County.
