IN RE: BUDGET FOR FISCAL YEAR BEGINNING JANUARY 1, 1964 TO DECEMBER 31, 1964
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
Your Ways and Means Committee herewith presents to the Board of Supervisors the
recommended budget for the operation of the County for the fiscal year beginning January 1,
1964 and ending December 31, 1964, in the amount of $16,035,026.00.
In the opinion of your Committee, the tentative budget as recommended last Spring
presented a highly justifiable program with receipts at realistically high levels. However,
the reduced allocation granted the County left your Committee with the task of making a
further overall adjustment of $1,641,872.00.
In addition your Committee, together with the Salaries Committee and the Board of
Auditors, was aware of the urgent need in 1964 for salary adjustments, especially in the areas
of key and professional personnel.
Your Committee, in its deliberations, was greatly aided by the fine cooperation on the
part of the Salaries Committee and the various County departments as well as by the various
analyses and projections on the part of the Auditors and their staff providing more exact
information on the many varied and complex factors affecting County receipts and expenditures.
Receipts from all possible sources have been estimated at new high levels and fully
anticipate the new fee schedules effective in September of this year. In addition, $50,000.00
of anticipated 1963 year-end operating balances have been used to finance the 1964 budget.
In light of the extremely tight financial picture, your Committee has likewise
recommended that the allocation of non-tax revenues tentatively earmarked for construction
of the South Oakland Health Building be reduced to $100,000.00. In view of restricted
revenues and the growing acute problems of the County in the area of building requirements,

your Committee cautions that the specific earmarking of both tax and non-tax revenues
for building purposes should be considered tentative only in order that projects can be
implemented on a basis of need and urgency.
The amount to be transferred to the Employees Retirement Fund is $357,427.00 as
recommended by the County Actuary. Of this sum, $332,000.00 is provided for in the
budget with the balance to come from reimbursements for County employees working on
the several drain projects of the County.
Your Committee recommends the continuance of all past policies as recommended
and adopted by this Board, including the following:
1. That the Board of Auditors submit quarterly reports to all members of the Board
of Supervisors and each County department head.
2. That salaries provided for be in lieu of all fees and that all fees belong to and
be credited to the County general fund.
3. That, subject to approval of the Ways and Means Committee, advances be made
to the Drain and Public Works Departments from the general fund on a loan basis for the
various projects for which working capital is needed.
To the best of our judgment within the limits of the funds available to us, we believe
that the recommendations herein present a properly balanced budget with the least possible
impairment to those County programs most vital to the people of Oakland County.
MR. CHAIRMAN, I move the adoption of the above report, including the Salaries
report as recommended by the Salaries Committee and Board of Auditors, and approval of
the 1964 Budget as submitted.
