HomeMy WebLinkAboutResolutions - 2012.06.07 - 20266MISCELLANEOUS RESOLUTION #12166 BY: Commissioner Mike Gingell, District #3 IN RE: BOARD OF COMMISSIONERS— Oakland County Art Institute Authority — Amendment to Article V To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Michigan Legislature enacted 2010 PA 296 (Act 296) to provide for the establishment of an art institute authority by a county board of commissioners; and WHEREAS on May 17, 2012, the Oakland County Board of Commissioners adopted MR #12083 to establish Articles of Incorporation for the Oakland County Art Institute Authority; and WHEREAS appointments to the Oakland County Art Institute Authority Board were made in the manner outlined in the Articles of Incorporation; and WHEREAS the Oakland County Art Institute Authority Board met on May 24, 2012 and adopted ballot language for the August 7. 2012 primary ballot to place before the voters of Oakland County the question of whether they wished to authorize 0,2 mills for a period of 10 years on all taxable property within the county for the purpose of providing revenue to an art institute services provider that will be used exclusively for the benefit of the art institute — the Detroit Institute of Arts (DIA) - with respect to which the art institute services provider renders services; and WHEREAS on May 18, 2012 the Oakland County Board of Commissioners was provided with the attached Memorandum of Understanding from Mr. Graham Beal, Director of the Detroit Institute of Arts, which states, among other things, that the DIA would provide free admission to all Oakland County residents, including self-guided student field trips, and WHEREAS two amendments are proposed to the Articles of Incorporation, 1) to require both Wayne County and Macomb County to authorize the levy and collection of a 0.2 mill tax for a period of not more than 10 years pursuant to 2010 PA 296 before the Oakland County Arts Authority levies and collects the same tax for the same period of time, and 2) to provide for free admission to the DIA for Oakland County residents. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby amends the Oakland County Art Institute Authority Articles of Incorporation, adopted per MR #12083, as follows: ARTICLE V — Powers and Duties 3.A. The Authority may levy a tax of not more than 0.2 mill for a period of not more than 10 years on all of the taxable property within Oakland County for the purpose of providing revenue to an art institute services provider that will be used exclusively for the benefit of the art institute to which the art institute services provider renders services in accordance with MCL 123.1201, et seq. B. NOTWITHSTANDING SUBSECTION A ABOVE, THE AUTHORITY SHALL NOT LEVY AND/OR SHALL NOT COLLECT A TAX FOR ANY PERIOD UNLESS THE VOTERS OF BOTH WAYNE COUNTY AND MACOMB COUNTY HAVE ALSO AUTHORIZED THE LEVY AND COLLECTION OF A .2 MILL TAX FOR A PERIOD OF NOT MORE THAN 10 YEARS PURSUANT TO 2010 PA 296. 6. The Authority's contract with the art institute services provider shall include preferences or benefits for the residents of Oakland County who voted on and approved the tax levied by the Authority. Preferences or benefits include, but are not limited to, FREE ADMISSION FOR OAKLAND COUNTY RESIDENTS, discounted admission fces discounted membership fees, discounts for school children and access to educational programs BE IT FURTHER RESOLVED that the Oakland County Clerk is hereby directed to endorse upon the articles the fact of their adoption by the Oakland County Board of Commissioners and shall forthwith file a printed copy of the articles with the Secretary of State. COO RE: Proposed Post-millage Program Options DATE: Thursday, May 18, 2012 The following serves as a memorandum of understanding between members of the Oakland County Board of Commissioners and management of the Detroit Institute of Arts, regarding museum services provided to county residents pending a successful millage vote in August, 2012. In return for millage receipts, the DIA will increase its already strong engagement in Oakland County to expand its position as a leading arts-education provider to county residents. The DIA is proposing the following benefits: Free Admission The DIA, will provide unlimited, free museum admission for all residents of Oakland County, including self-guided student field trips. Based on last year's attendance figures from the county — not including Oakland County museum members, who receive free admission as a membership benefit — this provision is worth approximately $300,000.00. A successful millage would provide the museum with the opportunity to promote its programs more widely and, hopefully, further increase Oakland County's already strong visitation. Student Curriculum Development Based on years of experience, the DIA Learning and Interpretation staff has found that the most successful school programs are those crafted with the active participation of the school districts. DIA educators work with the schools to develop programs that support Michigan curriculum guidelines and promote success. We have also recorded the most significant increase in student progress with consistent, multiple visit programs (either in-museum or in-school) and in-school follow-up. DIA educators will offer to work with Oakland Schools to develop a curriculum-based tour that could be offered to an entire grade (usually fourth or fifth graders) county-wide. The program would involve a number of learning methods utilizing in-museum and on-line techniques. To further develop the student/museum relationship. the DIA will work with the schools to develop an in-school program of multiple visits for an entire grade level. A two-year program — supplemented with suggestions for parents to expand the museum experience — will fully engage students with the art museum, stimulate critical thinking skills, promote verbal and written skills, and solidify a relationship between the students and the DIA that will create many life-long museum visitors. Since high school requirements vary, the DIA would work with the schools to develop a more individualized project designed to sharpen specific skills. For example, students would be introduced to Visual Thinking Strategies — a DIA teaching method that is used across the country in museums and schools — to engage in a facilitated conversation around art objects that could culminate in a writing project. The DIA has several examples of successful writing projects that can be shared with Oakland Schools to form the basis of a program tailored to Oakland's needs. Because of the timing of the millage, it will be difficult to develop and implement this program in the 2012-13 academic year. To address concerns that any barriers to student attendance be removed as quickly as possible, the DIA will provide immediate transportation subsidies to Oakland schools, and extend the subsidies to the curriculum-based grade as that program commences. Based on past attendance levels and DIA capacity (assuming additional open hniirc to better aernrntrindate schools) the DIA. is proposing an annual transportation set-aside of $150,000.00. This will ensure free admission and transportation to more than 16,000 students and teachers, approximately 535 classrooms. The museum will work with school districts to advise them of the availability of these funds, and encourage attendance. The museum will focus initially on under-served school districts, but all Oakland students are eligible for this subsidy. Professional Development for Teachers When the museum reduced its operating budget in 2009, most professional development programs for teachers were eliminated. Since then, teachers have had limited access to professional development programs, and the museum would use some millage proceeds to re-vitalize this program. For example, the DIA uses a teaching method - Visual Thinking Strategies - to engage students in a facilitated discussion about art. Studies have found that student performance improves with the introduction of VTS as a teaching method. Last summer, the DIA offered a three-day VTS training for teachers that was warmly received. This type of training and others could be offered on an annual basis to Oakland County teachers. Other teacher enrichment programming could include: How to Engage your Students with the DIA Museum Support for the Social Studies Curriculum Museum Support for the World Languages Curriculum Narrative and art — How to Use Visual Art to Expand Critical Thinking and Writing Science and art — How the Visual Arts Integrate with Science The DIA has worked with Marygrove College to provide teachers with CEU credits for sonic programming and would continue to offer those options. The museum would also work with Oakland Schools to create customized programs for teachers upon request. Finally, the DIA will expand its popular program of teacher open houses, which bring teachers into the museum to meet DIA educators and curators, sample tours and discuss issues with their peers. These events always include an informal reception and would be available to Oakland teachers without charge. Senior Programs The D1A's Group Sales Department has relationships with senior citizen organizations and communities throughout the area, and is experienced at providing museum trips that meet seniors' requirements for a meaningful learning experience and superior hospitality. Building on past experience the museum is prepared to initiate a subsidized tour program for Oakland County seniors. Based on past attendance, the museum will initially set aside $100,000.00 annually for a subsidized senior program. This will fund 60 senior tours (approximately 35 individuals per tour) including transportation, a 30-minute lecture by a museum volunteer or staff member and access to the galleries. The DIA will market this program initially to all publicly supported senior programs in the county and, based on response and capacity will extend the program to private programs, expanding the subsidy if needed. The DIA will also use the tour program to expand its contacts with senior organizations, offering talks and art-making projects in the communities. The DIA will track those contacts and include them in its annual report to the Oakland County Board of Commissioners. Community Collaborations with Local Arts Organizations and Oakland County Cities, Townships and Villages The DIA is committed to strengthening relationships with Oakland County's cities, villages and townships. To this end, the museum will initially set aside $300,000 annually to support community partnership projects that assist in bringing DIA programming to communities where there is a demonstrated commitment to increasing local arts programs. These collaborations will be developed cooperatively between the DIA and local organizations to respect and sustain the mission of the local organization and preserve the local character of each program. Conclusion The DIA is committed to providing an increased number of high quality museum programs to Oakland County residents. This document should be viewed as an initial proposal, which will be refined as collaborative relationships are developed with Oakland Schools. senior organizations, arts organizations and governmental bodies. Program specifics and budget targets are subject to a successful miliage vote, the timing of millage remittance and necessary adjustments to DIA staff allocations and capacity. Those details can be articulated in the agreement between the Oakland County Arts Authority and the DIA. The DIA anticipates a successful program, with targets adjusted as the relationship between Oakland County and the DIA matures and grows. A successful millage would place Oakland County among the museum's major financial supporters, and the DIA is committed to ensuring the Oakland County residents and their elected representatives experience exceptional value for that support.
