IN RE: BUILDINGS AND GROUNDS COMMITTEE ANNUAL REPORT
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
Section 4 of Rule XII of the By-Laws requires the Buildings and Grounds Committee
to annually inspect all County owned buildings and grounds and file a report with the Board.
Pursuant thereto your Committee, in conjunction with members of the Board of Auditors,
began its annual inspection tour April 25 and completed it June 11.
In the course of the tour your Committee visited all of the various facilities,
institutions and grounds owned by the County.
Your Committee noted instances where buildings were inadequate for the function
operating therein, or poorly located in reference to their function. In other instances the
age of the building or its obsolescence tends to inefficient operations. The scattered
children's activities, the crowded and inadequate office and storage facilities at the
Service Building at 550 S. Telegraph Road are instances of these conditions. The temporary
transfer of the Planning Department from the Service Building to No. 1 Lafayette Street
will somewhat alleviate this latter problem. In the near future offices housed in the
Court Tower will need additional space.
In order to relieve these crowded situations, two studies are presently in process.
Specifically these are the health and medical care study (authorized by Miscellaneous
Resolution 3982) and the study of space needs for the next 10 years (authorized by
Miscellaneous Resolution 4052). Further, an application for federal matching funds is
pending for the construction of the first stage of the Oakland County Children's Village.
Your Committee wishes to reaffirm its recommendation of the need for a long range
capital expenditure program and an adequate financial plan to support it.
Due to the increasing age of many buildings and the inadequacy of maintenance
funds due to budgetary restrictions imposed upon the County, your Committee found a
number of buildings in need of major repairs. If not corrected soon, some of these build-
ings will present serious problems. Of special note were the parapet walls and stone
capping of several County buildings. Your Committee considers this work of sufficient
importance that it should be accomplished as soon as funds can be made available.
The Maintenance Department and the grounds crews are to be commended for the
excellent job they are accomplishing within budgetary limitations. In general, most
structures were found to be clean, well maintained and the grounds well kept.
The following improvements or changes have been made since our last report:
Construction of the Court House Auditorium, completion of
which is planned for the September Session.
Completion of the Court Tower West Wing.
Renovation of the Social 'Ne!fare Building.
The Court Tower Northwest Parking Lot (blacktopping to be
completed this year).
Demolition of the old Court House (downtown Pontiac)
Sanitary sewers, steam and water lines at the Service Center
(Federal Project AM-Mich.-18G) in final stages of
completion.
Authorized additional parking at the Child Guidance Clinic.
Construction started on Auditorium parking lot and Court Tower Blvd.
The Royal Oak Market, roof strengthened and general lighting
improved.
In addition to the report on inspection of properties, your Committee wishes to
note that efforts are continuing to find a suitable location for the South Oakland County
Health Center and that the use of the Davisburg Park area is in accordance with the terms
of the lease and within the terms of the deed of grant.

During the past year several residential properties and two acreage pieces of no
foreseeable use to the County have been sold. Your Committee is continuing its efforts
to dispose of other properties excess to the County's needs, including 52 Franklin Blvd.,
No. 1 Lafayette Street and the old Court House lot. This latter piece has been leased
as a parking lot for the time being in order to bring some revenue to the County and k
presently bringing in $1150.00 per month.

the foregoing report be received as the Annual Report of the Committee.
