IN RE: AMENDMENT TO BY-LAWS RULE XVIII
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, Section XXI of the By-Laws provides for notice of amendments to
be given either orally at a preceding meeting or by written notice not less than 5 days
preceding the offering of the amendment; and
WHEREAS, on June 15, 1964, written notice of amendment to By-Laws Rule XVIII,
and changes in the "Schedule of Dates for Tax Procedures" necessitated thereby, was
mailed to all members of this Board by your By-Laws Committee; and
WHEREAS, your By-Laws Committee recommends approval of the amendment and
changes in tax procedure dates for the reasons set forth in the written notice of amendment,
a copy of which is attached hereto;
NOW THEREFORE BE IT RESOLVED that Rule XVIII be amended to delete present
Subsections (d), (e) and (f) and substitute therefor new Subsections (d) and (e) to read as
follows:
(d) PUBLIC HEARING AND MEETING TO APPROVE BUDGET AND PASS
APPROPRIATE RESOLUTIONS
The Chairman of the Board shall designate Board Meeting on first Monday
in October for the purpose of a Public Hearing on the budget. At the
close of this hearing the Board shall consider and act upon the budget and
pass appropriate resolutions. The Auditors and the Ways and Means
Committee shall, at least one week prior to this meeting, transmit to the
members of the Board their report and recommendations on said budget.
(e) HEARING ON REPORT OF COMMITTEE ON LOCAL TAXES - SPREADING TAXES
There shall be a regular meeting of this Board on the first Monday of
October of each year for the purpose of conducting a hearing on the report
of the Committee on Local Taxes and authorizing the spread of the taxes
covered by the report.

BE IT FURTHER RESOLVED that the "Schedule of Dates for Tax Procedures" be
amended to delete present items 20, 21 and 22 and substitute new items 20 and 21 to
read as follows:
20. THIRD MONDAY IN SEPTEMBER - First meeting of the October Session
of the Board of Supervisors. Final date for filing by Drain Commissioner
of certification of Drain Rolls and amounts to be spread at-large on the
County, Townships and Cities with the Board of Supervisors. (To be
fixed by resolution of the Board of Supervisors.)
21. FIRST MONDAY IN OCTOBER - Board of Supervisors to approve the
budget and pass the incident appropriation resolution. (MTL 37,
MSA 7.55 provides that this shall be done during the October Session
of the Board.)
BE IT FURTHER RESOLVED that items 23 through 29 in the "Schedule of Dates
for Tax Procedures" be renumbered as items 22 through 28.
MR. CHAIRMAN, on behalf of the By-Laws Committee, I move the adoption
of the foregoing resolution.
