September 21, 1964 BY: Mr. SoIley IN RE: SUPERVISORS CITATION CERTIFICATE - HAROLD BIRD TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Mr. Harold C. Bird, 114 Hickory Lane, Pontiac, Michigan, a resident of the area for some 39 years, has been engaged in Civil Defense communications activities for 23 years. He started as Communications Officer for the City of Pontiac in 1941 when the City established its Civil Defense Center, and functioned in that capacity during World War II and for a period after. He joined the Oakland County Civil Defense Department and has continually served as Communications Officer for the Department since its inception in 1951. In this capacity it is his responsibility to handle communications involving Civil Defense activities pertaining to disaster and nuclear information. Eighty-three schools in the County are equipped with radio monitors which Harold Bird oversees to make sure that these units are functioning properly at all times, and assists in holding drills at regular intervals. He also polices the five units connected to the County Road Commission, Sheriff's Department and City of Pontiac Police Department. He has given countless voluntary hours of his time and resources day and night in instructing Civil Defense communications classes in various cities and municipalities throughout Oakland County. He is a member of the National Committee of the Associated Public Safety Communications Officers Association and as such is engaged in the Planning and Supervision of radio monitors and communications procedures in Civil Defense and other public safety work. E-arl B. Rhinevault THEREFORE BE IT RESOLVED that the Civil Defense Committee of the Oakland County Board of Supervisors hereby expresses its appreciation to Harold C. Bird for his voluntary services as Communications Officer for the County Civil Defense Department in the interests of better communications in time of emergency or disaster. BE IT FURTHER RESOLVED that, in grateful recognition of his service to the County and his endeavors in the public interest, and in order that he might receive the honors due him, we, the members of the Oakland County Board of Supervisors, have this 21st day of September A.D. 1964, unanimously adopted this resolution and have authorized the County Clerk to affix the Seal of the County of Oakland thereto and to present a certified copy of this resolution to Harold C.
