Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed the above-referenced resolution on
September 27, 2012 hereby recommends that the resolution be amended in the NOW
THEREFORE BE IT RESOLVED paragraph to strike 130,000" and insert in its place
"$35,000".
Chairperson, on behalf of the Finance Committee, I move acceptance of the
foregoing report.

MISCELLANEOUS RESOLUTION #12237

IN RE: BOARD OF COMMISSIONERS - CONTRACT EXTENSION WITH HAVEN, INC. TO PROVIDE
SERVICES TO VICTIMS OF SEXUAL ASSAULT THROUGH THE SAFE THERAPEUTIC ASSAULT
RESPONSE TEAM (START) 2012-2015
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolutions #05169, #06166, and #09160 authorized the award and
extension of a Professional Services Contract to HAVEN, Inc. for the purpose of establishing an effective
law enforcement tool for the successful prosecution of those committing sexual attacks; and
WHEREAS HAVEN provides an investigative resource relating to criminal sexual attacks and
provides victims of sexual assault or rape with examinations, counseling services and courtroom support
through the Safe Therapeutic Assault Response Team (START) program, and
WHEREAS the START program provides Forensic Examiners who are specially trained
registered nurses and physicians assistants who perform medical forensic examinations of victims of
sexual assault and collect evidence from victims and suspects, counsel victims, and testify in court; and
WHEREAS evidence of sexuai assault collected by specially trained nurse examiners provide
more effective evidence compared to evidence collected by non-trained emergency room personnel; and
WHEREAS the contract with HAVEN expires September 30, 2012; and
WHEREAS the Oakland County Board of Commissioners wishes to continue the services
provided by HAVEN to victims of sexual assault and to Oakland County law enforcement agencies and
courts.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes a three-year extension of the Professional Services Contract with HAVEN. Inc. to provide
victims of sexual assault or rape that have occurred in Oakland County with examinations, counseling
services and courtroom support through the START program.
BE IT FURTHER RESOLVED that the contract amount shall be for an amount not to exceed
$30,000 per year and that the contract extension shall terminate on September 30, 2015, unless
otherwise agreed to by the parties.
BE IT FURTHER RESOLVED that the reporting requirements in the Professional Services
contract are continued through the life of the contract extension.
BE IT FURTHER RESOLVED that the Chairman of the Oakland County Board of Commissioners
is authorized to execute the three-year contract extension on behalf of the Board of Commissioners.
Chairperson, on behalf of the Public Services Committee, I move adoption of the foregoing resolution.

Dear Chairperson Gingell:
On behalf of the women and men, ages 12 and up, served by the HAVEN START Program
(Safe Therapeutic Assault Response Team), I would like to extend gratitude to the Board
of Commissioners for their financial commitment to START. From the initial seed funding
ten years ago to our past seven years of partnership, your commitment to sexual assault
survivors has been life changing.
Approximately seven years ago,- HAVEN reached out to the Board for support. Our
START Program was in danger of closing its doors due to 'unstablefunding. The Board saw
the significant valueeof this program and what, its closing woi ,ici mean to Caklaind County
'residents and determined that .supporting START was vital. 'is:ince that time and with the
financial support of-the county, I am proud to report that w have reached financial
stability with the program - and have beer able to keep our doors open24/7 ever since

In th--,i2 seven years,.ii,HAV^i-A has been able to serve (to date), nearly 900 Oakiiend.Ciounty
residents, by providing a high quality forensic medical exam, crisis intervention, advocacy
and support. Last weekend alone, in a 24 hour time period, our nurses conducted 8
examinations. Additionally we have provided law enforcement with nearly 12 suspect
examinations, all leading to key evidence and conviction, When our specially trained nurse
examiners are called as expert witnesses, the conviction rate of these cases is over 95%.
And as important, or in many cases even more important, the existence of the evidence
collected from a START exam often leads to a guilty plea and prevents an actual trial —
saving the County money and the survivor the trauma of a trial experience.
In the words of one such survivor__
"My life changed dramatically one night in July. I received the phone call that is every
mother's nightmare. My 13 year old daughter was calling to say that she was on her way
to the police station because my husband, her step-father, had sexually assaulted her while I was
working the night shift. I quickly went to the police station and /earned the terrible truth,
After the questioning of both my daughter and myself, my daughter was taken to the START house
for her rape exam. As would be expected, she was terrified but upon getting there and dealing
with such professional and caring people, she was much more at ease. We were toid of the
HAVEN advocate services that could accompany us to court dates or just be a listening
ear and about HAVEN's counseling program too. My daughter met an advocate that night
and she knew instantly that his was the person to help us.

We have been blessed to find such caring and helpful people that we will forever
remember. They have truly kept us going through the worst time of our lives. I really
don't know where we would be right now if these services were not available to us."
At this time, we would like to ask the Board to consider continuing to fund the START Program within
the budget of the Oakland County Sheriff Office. The $30,000 ($200 per exam) that is provided makes
a significant difference in our ability to keep the programming operating 24/7.
We are excited about the future of the START Program. This year, with some special funding by a local
community group, we have added the availability of our specially trained nurses to go out to local
nursing homes to 'conduct forensic examination onsite. This service allows us to serve highly vulnerable
people in a manner of which avoids the additional trauma and confusion of travel and removes physical
limitations.
Additionally, we have executed a new lease with the City of Royal Oak to continue utilizing their
donated space for another 5 years and we are working on a plan to add a second START location within
Pontiac.
In closing, your support has been lifesaving and greatly appreciated. I hope that we can count on its
continuation. If you need any additional information, please let me know. I also welcome you and your
colleagues to come and visit the START program, I'd be more than happy to arrange a tour.

Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. The resolution authorizes an extension of the agreement between Oakland County and HAVEN,
Inc. to provide County residents who are victims of sexual assault or rape with examinations,
counseling services and courtroom support through the START program.
2. The contract shall not exceed $35,000 per year.
3. The contract shall be effective from October 1,2012 through September 30, 2015.
4. The Adopted Budget for FY 2013, FY 2014 and FY 2015 includes $30,000 in funding for this
contract.
5. A Budget amendment is recommended as follows:
