HomeMy WebLinkAboutResolutions - 2012.10.18 - 20560HUMAN RESOURCES COMMITTEE , Human Resources Committee Vote: Motion carried unanimously on a roll call vote with Hatc -nett absent October 3, 2012 MISCELLANEOUS RESOLUTION #12242 BY: Human Resources Committee, John Scott, Chairperson IN RE: HUMAN RESOURCES DEPARTMENT- FISCAL YEAR 2013 COLLECTIVE BARGAINING AGREEMENT WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) COUNCIL 25 LOCAL 2437 (CIRCUIT COURT/FAMILY COURT EMPLOYEES) To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the County of Oakland and AFSCME Council 25 Local 2437 have negotiated a Collective Bargaining Agreement Wage and Benefit Re-opener for Fiscal Year 2013 for approximately 85 Circuit Court/Family Court employees; and WHEREAS this agreement provides that wages remain unchanged for Fiscal Year 2013; and WHEREAS upon ratification of this agreement, employees represented by this bargaining unit shall receive a $500 ratification bonus; and WHEREAS the parties agree that effective January 1, 2013, the prescription co-pay will be $5/$20/$40 and a $100 co-pay for emergency room visit shall be implemented. (Services at authorized urgent care facilities as indicated by Blue Cross and Blue Shield and Health Alliance Plan are not subject to the emergency room co-pay.); and WHEREAS the agreement has been reduced to writing in the form of a Memorandum of Agreement; and WHEREAS this agreement has been reviewed by your Human Resources Committee, which recommends its approval. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the proposed Memorandum of Agreement between the County of Oakland and AFSCME Council 25 Local 2437 beginning the period of October 1, 2012, through September 30. 2013, and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. Chairperson, on behalf of the Human Resources Committee, I move the adoption of the foregoing resolution. MEMORANDUM OF AGREEMENT This agreement is entered into on this day of ,2012, between the County of Oakland and the American Federation of State, County and Municipal Employees (A.F.S.C.M.E.) Council 25 Local 2437. The parties agree to extend the provisions of the 2007 - 2009 collective bargaining agreement as well as the provisions of the 2010, 2011 and 2012 agreements through September 30, 2013, with the following exception: Upon the ratification of this agreement, employees represented by this bargaining unit shall receive a S500 ratification bonus. Effective January 1, 2013, the prescription co-pay shall be $5520/$40 and a S100 co-pay for emergency room shall be implemented. (Services at authorized urgent care facilities as indicated by Blue Cross and Blue Shield and Health Alliance Plan are not subject to the emergency room co-pay.) The collective bargaining agreement shall only be modified as indicated above. The following bi-weekly salary schedule shall remain in effect for Fiscal Year 2013. There were no objections. // FISCAL NOTE (MISC. #12242) October 18, 2012 BY: Finance Committee, Torn Middleton, Chairperson IN RE: HUMAN RESOURCES DEPARTMENT — FISCAL YEAR 2013 COLLECTIVE BARGAINING AGREEMENT WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) COUNCIL 25 LOCAL 2437 (CIRCUIT COURT/FAMILY COURT EMPLOYEES) To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. The County of Oakland and the American Federatibn of State, County and Municipal Employees (AFSCME) Council 25 local 2437, Bargaining Unit 021 with approximately 85 Circuit Court/Family Court employees have negotiated a Collective Bargaining Agreement Wage and Benefit Re- opener for the period of October 1,2012 through September 30, 2013. 2. This agreement allows for a $500 ratification bonus that totals approximately $42,500 ($26,775 Salaries and $15,725 Fringe Benefits). 3. This agreement also allows that effective January 1, 2013, the prescription co-pay will be $51$20/$40 and a $100 co-pay for emergency room visit shall be implemented. 4. The $500 ratification bonus is included in the FY 2013 Adopted Budget, and therefore, no budget amendment is recommended.
