HomeMy WebLinkAboutResolutions - 2012.10.18 - 20561October 3, 2012 MISCELLANEOUS RESOLtmor4 rtt 12243 BY: Human Resources Committee, John Scott, Chairperson IN RE: HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2013 COLLECTIVE BARGAINING AGREEMENT WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY MICHIGAN NURSES ASSOCIATION (MNA) To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the County of Oakland and the Michigan Nurses Association, have negotiated a Collective Bargaining Agreement Wage and Benefit Re-opener for Fiscal Year 2013 for approximately 92 Public Health Nurses; and WHEREAS this agreement provides that wages will remain unchanged for Fiscal Year 2013; and WHEREAS upon ratification of this agreement, employees represented by this bargaining unit shall receive a $500 ratification bonus; and WHEREAS the parties agree that effective January 1, 2013, the prescription co-pay will be $51$201$40 and a $100 co-pay for emergency room shall be implemented. (Services at authorized urgent care facilities as indicated by Blue Cross and Blue Shield and Health Alliance Plan are not subject to the emergency room co-pay.); and WHEREAS the agreement has been reduced to writing in the form of a Memorandum of Agreement; and WHEREAS this agreement has been reviewed by your Human Resources Committee, which recommends its approval. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the proposed Memorandum of Agreement between the County of Oakland and the Michigan Nurses Association covering the period of October 1, 2012, through September 30, 2013, and that the Board Chairperson on behalf of the County of Oakland, is authorized to execute said agreement as attached. Chairperson, on behalf of the Human Resources Committee, I move the adoption of the foregoing resolution. HUMAN RESOURCES COMMITTEE Human Itesources Committee Vote: Motion carried unanimously on a roll call vote with Hatchett absent MEMORANDUM OF AGREEMENT This agreement is entered into on this day of ,2012, between the County of Oakland and the Michigan Nurses Association (MNA). The parties agree to extend the provisions of the 2007 — 2010 as well as the provisions of the 2011 and 2012 agreements collective bargaining agreement through September 30, 2013, with the following exception: Upon the ratification of this agreement, employees represented by this bargaining unit shall receive a $500 ratification bonus. Effective January 1, 2013, the prescription co — pay shall be $5/520540 and a $100 co-pay for emergency room visit shall be implemented. (Services at authorized urgent care facilities as indicated by Blue Cross and Blue Shield and Health Alliance Plan are not subject to the emergency room co-pay.) The collective bargaining agreement shall only be modified as indicated above. The following bi-weekly salary schedule shall remain in effect for Fiscal Year 2013. FISCAL NOTE M.R,# 12243 October 18, 2012 BY: FINANCE COMMITTEE, TOM MIDDLETON, CHAIRPERSON IN RE: HUMAN RESOURCES DEPARTMENT - FISCAL YEAR 2013 COLLECTIVE BARGAINING AGREEMENT WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY MICHIGAN NURSES ASSOCIATION (MNA) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above-referenced resolution and finds: 1. The County of Oakland and the Michigan Nurses Association (approximately 92 Public Health Nurses) have reached an agreement regarding wages and benefits for FY 2013. 2. The agreement provides that for all employees represented by this bargaining unit wages remain unchanged for the period October 1, 2012 through September 30, 2013 and they shall receive any general wage increase provided to the non-represented County employees in the same time and the same manner. 3. The agreement also provides that employees represented by this bargaining unit shall receive a $500 ratification bonus which equates to approximately $28,980 in salaries and $17,020 in related fringe benefits for a total of $46,000. 4. Additionally, the agreement provides that effective January 1, 2013, the prescription co- pay will be $5/$20/$40 and a $100 co-pay for emergency room visit shall be implemented. (Services at authorized urgent care facilities as indicated by Blue Cross and Blue Shield and Health Alliance Plan are not subject to the emergency room co-pay). 5. Funding at the agreed upon wages and benefits is included in the FY 2013 Adopted Budget. Therefore, no amendment is required.
