Chairperson, Ladies and Gentlemen:
The Human Resources Committee, having reviewed the above referenced resolution on March
21, 2013, reports with the recommendation the resolution be adopted.
Chairperson, on behalf of the Human Resources Committee, I move the acceptance of the

IN RE: Sheriffs Office-Contract Amendment #1 for Law Enforcement Services in the City of
Pontiac-2013-2015
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the City of Pontiac has contracted with the Oakland County Sheriff's Office to provide
law enforcement services for the City (MR. #12314); and
WHEREAS paragraph 24 of this Contract provided that an amendment to this Contract must be
approved by a resolution of the Oakland County Board of Commissioners and the Emergency Manager
for the City of Pontiac; and
WHEREAS the City of Pontiac through its Emergency Manager has approved a proposed
amendment to the contract (Schedule A Deputies Contracted) which would add one (1) Patrol
Investigator for Notre Dame Preparatory School from August 1, 2013 to December 31, 2015 bringing the
number of Patrol Investigators from ten (10) to eleven (11) and the total number of FTE contracts to
seventy-five (75); and
WHEREAS the City of Pontiac Emergency Manager has also requested an additional 3,000
hours annually of PINE Court Deputy II's for building security at Notre Dame Preparatory School to be
effective on March 1,2013 to December 31, 2015; and
WHEREAS the Sheriff has agreed to add one (1) Patrol Investigator and 3,000 additional hours of
PINE Court Deputy II's for the City of Pontiac under the terms of this contract.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves an amendment to the original Schedule A (Sheriff Deputies Contracted) of the Oakland County
Sheriff's Office 2013-2015 Law Enforcement Services Agreement with the City of Pontiac to add one (1)
Patrol Investigator for the period August 1, 2013 to December 31, 2015 and 3,000 hours of PINE Court
Deputy ll's annually for the period March 1, 2013 to December 31, 2015.
BE IT FURTHER RESOLVED that one (1) GF/GP Deputy II position be created in the Patrol
Services Division/Pontiac Unit (4030629) of the Sheriff's Office for the period August 1, 2013 to
December 31, 2015.
BE IT FURTHER RESOLVED that one (1) marked vehicle with mobile and prep radio be added
to the county fleet.
BE IT FURTHER RESOLVED that three (3) GF/GP 1,000 hour PINE Court Deputy II positions
be created in the Patrol Services Division/Pontiac Unit (4030629) of the Sheriff's Office for the period
March 1,2013 to December 31, 2015.
BE IT FURTHER RESOLVED that this amendment will take effect March 1, 2013.
Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing
resolution.

NOTE: For each PATROL DEPUTY II (WITH FILL-IN) identified above, ONLY the 0.C.S.0, shall, at no additional cost to the
MUNICIPALITY, provide a substitute (i.e., FILL-IN) SHERIFF'S DEPUTY to provide LAW ENFORCEMENT SERVICES to the
MUNICIPALITY whenever a PATROL DEPUTY II (WITH FILL-IN) is absent from the MUNICIPALITY during any 80 hour bi-weekly
period for any reason except those reasons enumerated in Paragraph 5(a)(1) through Paragraph 5(a)(5) above.
NOTE: No Trainees shall be assigned by the 0.C.S.O. to perform the duties of any SHERIFF'S DEPUTY contracted for and
assigned to perform LAW ENFORCEMENT SERVICES under the terms of this Agreement.
*One patrol investigator shall act as a dedicated Police School Officer within the Pontiac School District.
*One patrol investigator shall act as a dedicated Police School Officer within the Notre Dame Preparatory School District.
OAKLAND COUNTY SHERIFF'S OFFICE
2013-2015 LAW ENFORCEMENT SERVICES AGREEMENT WITH
CITY OF PONTIAC
Amendment 1
Pursuant to paragraph 24 of the 2012 Law Enforcement Services Agreement between
the COUNTY and the CITY OF PONTIAC, the parties hereby agree to amend said contract in
accordance with the attached Schedule A.
All other contractual provisions, of the 2013 Law Enforcement Services Agreement not
otherwise affected by the attached Schedules A, remain in full force and effect.
FOR AND IN CONSIDERATION of the mutual assurances, promises, acknowledgments, set
forth in this Amendment 1 to the 2013-2015 Law Enforcement Services Agreement, ("Amendment") and
for other good and valuable consideration, the receipt and adequacy of which is hereby acknowledged,
the undersigned hereby execute this Amendment on behalf of the Parties. and by doing so legally
obligate and bind the Parties to the terms and conditions of this Contract.
IN WITNESS WHEREOF, Louis Schimmel, Emergency Financial Manager of the City of
Pontiac, hereby acknowledges that he hereby executes this Amendment on behalf of the
Municipality and hereby accepts and binds the Municipality to the terms and conditions of this
Amendment.

IN RE: SHERIFF'S OFFICE - CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT IN THE CITY
OF PONTIAC - 2013-2015
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. The City of Pontiac is contracted with the Oakland County Sheriff to provide law
enforcement services to this community for calendar years 2013-2015 per M.R. #12314.
2. Paragraph 24 of the contract allows for contract amendments as approved by both the
Oakland County Board of Commissioners and the City of Pontiac Emergency Manager.
3. This amendment would be effective from March 1, 2013 through December 31, 2015; the
budgets for FY 2014, 2015, and 2016 will be amended during the FY 2014, 2015, and
2016 budget process.
4. The City of Pontiac is requesting the addition of one (1) Patrol Investigator position to the
2013 contract; requiring the creation and addition of one (1) Patrol Investigator (Deputy II)
(no fill) position in the Contract Patrol Pontiac Unit, Patrol Services Division of the
Sheriff's Office, to be placed at the Notre Dame Preparatory School from August 1, 2013
to December 31, 2015.
5. All other GF/GP City of Pontiac positions are continued in the Contracted Patrol
Unit/Patrol Services Division of the Sheriff's Office; the total number of contracted
positions for this community is increased from 74 to 75 positions.
6. The City of Pontiac is also requesting an additional 3,000 hours annually of PTNE Court
Deputy ll service time for building security at Notre Dame Preparatory School for the
period of March 1, 2013 to December 31, 2015; to be filled by the creation of three (3)
GF/GP 1,000 hour PTNE Court Deputy II positions in the Contract Patrol Pontiac Unit,
Patrol Services Division of the Sheriff's Office.
7 The amendment adds one (1) new unmarked vehicle with prep at a total cost of $18,500
to the county fleet; also adds one (1) mobile/prep radio at a total cost of $4,500; for a total
capital cost transfer from GFGP Contingency of $23,000.
8. The Sheriff's Fiscal Year 2013 budget will be amended accordingly, and will be reviewed
yearly pending renewal of this contract including this amendment.
9. The Fiscal Year 2013 budget is amended as follows:
