Attached hereto is a copy of our Canvass of Votes of
the Special Municipal Election held February 26, 1980,
at which Proposal #1, a Charter Amendment for a City
Millage Increase and Proposal #2, a Bond Issue for
Street Improvements were both defeated.

The Board of Canvassers of the City of Royal Oak, having Ascertained and Can-
•assed the Votes of said City of Royal Oak, at the Special Election held on
February 26, 1980 (the twenty-sixth day of February, one thousand nine hundred
and eighty).
DO HEREBY CERTIFY AND DETERMINE
That the Local Proposition #1, worded on the Ballot as follows:
"Shall the Charter limitation imposed by Section 11 of Chapter IX
of the City Charter be amended to increase the total amount of
general ad valorem taxes that may be imposed upon real and tangible
personal property in the City in any one year for the purpose of
defraying the general expenses and liabilities of the City from
eleven (11) mills to seventeen (17) mills in 1980, eighteen (18)
mills in 1982, nineteen (19) mills in 1984, and twenty (20) mills
in 1986 and thereafter, on each dollar of the assessed valuation
of such property?"
WAS NOT ADOPTED, having failed to receive the required majority vote, id est:
YEA: 2,051
NAY: 11,380
That Local Proposition #2, worded on. the Ballot as follows:
"Shall Ordinance No. 80-1 finally adopted by the Commission of
the City of Royal Oak on January 7, 1980, entitled 'AN ORDI-
NANCE DECLARING IT NECESSARY TO IMPROVE STREETS IN THE CITY OF
ROYAL OAK, ESTIMATING COSTS THEREOF,, PROVIDING FOR THE ISSUANCE
OF BONDS TO PAY SUCH COSTS, AND PROVIDING FOR THE PAYMENT OF
SUCH BONDS' be approved, and shall the Commission be authorized
to issue the amount of general obligation unlimited tax bonds of
the City therein authorized (namely, $15,925,000), to bear in-
terest at the maximum rate of ten percent (10%) per annum, and
to mature serially on November 1 from 1981 to 1998, inclusive,
as therein provided, for the purpose of paying the City's share
of the cost of paving, widening and improving streets and high-
ways within the City, including necessary rights-of-way, rail-
road grade separations, sidewalks, curb and gutter and proper
drainage facilities therefor?"
WAS NOT ADOPTED, having failed to receive the required majority vote, id est:
