MISCELLANEOUS RESOLUTION #13185 July 17, 2013 BY: Public Services Committee, Jim Runestad, Vice Chairperson IN RE: SHERIFF'S OFFICE — 2013 MARINE SAFETY PROGRAM GRANT ACCEPTANCE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Sheriff's Office applied to the Michigan Department of Natural Resources & Environment for $257,565 in grant funding from Public Act 451 to conduct Marine Safety activities for the period January 1, 2013 through December 31, 2013: and WHEREAS Oakland County has been awarded the amount of $129,551, of which $74,875 is State funding and $54,676 is Federal funding WHEREAS this award is $67,982 less than the Calendar Year 2012 award of $197,533, and WHEREAS the total program of $154,509 approved by the Michigan Department of Natural Resources consists of $129,551 in grant funding and a 25% ($24,958) County match required on the State portion. No match is required on the Federal portion. The county match is included in the Sheriff's Office Patrol Services Division budget and is represented as in-kind matching funds; and WHEREAS funding covers reimbursement of salaries and other operating expenses: and WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and WHEREAS the continuation of this program is contingent upon future levels of grant funding. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the Calendar Year 2013 Marine Safety Grant Award from the Michigan Department of Natural Resources in the amount of $129,551 and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. Funds may be used for boating safety education, marine safety patrols and related law enforcement activities, livery inspections, and program administration. Attendance at the Department's Annual Administrative Workshop and the Michigan Sheriffs Association's New Officer Training are pre-authorized. All other training must be pre-approved by the Department of Natural Resources (Department). No more than 40% of the funds may be used for CSS&M expenditures. Please read the agreement carefully. If the county agrees with the terms of the grant, fill in the contact person information, have both copies signed and dated, and return both documents to us at the address below no later than May 31, 2013. A fully-executed grant agreement, with original signatures, will be returned to you once it has been signed by the Department and the State Administrative Board has approved the release of the funds. Eighty-two of Michigan's 83 counties applied to the Department for participation in the Marine Safety program in 2013. This year, due to the reduction in available funding we were unable to issue equipment grants. Therefore, we calculated the average actual grant amounts awarded to each county for the most recent three years that information was available (2010, 2011 and 2012). We then targeted approximately 75 percent of the three-year average grant amount awarded for each county with a minimum of $3,000 and maximum of $165,750. STEVENS T. The State of Michigan has received a federal funding apportionment for fiscal year 2012 through the United States Coast Guard, Department of Homeland Security. From this federal funding the amount shown below is provided to the GRANTEE by the DEPARTMENT for the purpose of supporting the GRANTEE'S Marine Safety program. There is no local match required for this reimbursement. The Agreement period for the federal funding is January 1, 2013 through September 30, 2013. 4. Part 801 Marine Safety, of the Michigan Natural Resources and Environmental Protection Act (1994 PA 451, as amended), authorizes the distribution of revenues to counties from the Marine Safety Fund, for the purpose of supporting county Marine Safety programs. State funding, in the amount shown below is provided to the GRANTEE by the DEPARMENT for the purpose of supporting the GRANTEE'S Marine Safety program. The DEPARTMENT agrees to reimburse the GRANTEE a sum of money equal to 75% of the total eligible costs toward completing the scope of work listed above, but not to exceed SEVENTY-FOUR THOUSAND EIGHT HUNDRED SEVENTY-FIVE ($74,875.00) dollars. Standard Form 424B (Rev. 7-97) Back fler''1 3185 FISCAL NOTE July 17, 2013 BY: Finance Committee, Tom Middleton, Chairperson IN RE: SHERIFF'S OFFICE -2013 MARINE SAFETY PROGRAM GRANT ACCEPTANCE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1 The Sheriff's Office applied for $257,565 in total funding for the FY 2013 Marine Safety program. 2. The Michigan Department of Natural Resources (MDNR) awarded the Sheriffs Office $129,551 for Marine Safety activities, consisting of $54,676 in Federal funding and $74,875 in State funding. 3. No county match is required with the Federal funding. However, the State requires a twenty- five percent (25%) county match, which totals $24,958 based on the State's formula for meeting the County's match (State funding divided by 75% then multiplied by 25%). 4. The State recognizes the use of the Sheriff's Marine Safety program expenses in the General Fund as grant match. 5. Sufficient funds for the grant match portion are available in the Sheriff's Office FY 2013 budget. 6. The total program cost for FY 2013 is $154,509 (Federal Funds - $54,676; State Funds $74,875; County Match - $24,958). 7. The change in total grant program funding from the previous year represents a reduction of $43,024; the current award of $129,551 is $70,449 less than the FY 2013 Budget of $200,000. 8. The State grant period is January 1, 2013 through December 30, 2013 and the Federal grant period is January 1,2013 through September 30, 2013. 9.
