IN RE: APPROPRIATION FOR STUDY OF COMPARATIVE COSTS 'F COUNTY GOVERNMENT
TO: THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
At the request of the Ways and Means Committee, the Oakland County Planning
Commission made a preliminary analysis of the benefits to the County of a study of
comparative costs of county government. The purpose of such study would be to analyze
the total revenues and expenditures of selected counties in Michigan and the United States
which have size, growth and service characteristics similar to those of Oakland County.
County costs would be classified and analyzed on a comparable departmental, board or
commission basis with special emphasis given to the study of those county functions which
require the largest appropriations. Costs would then be studied in terms of operating,
capital outlay and debt retirement.
It is anticipated that the results of such a study would reveal whether Oakland
County's individual and total expenditures are higher or lower than those of other similar
counties. The following types of comparisons could be made:
(a) Capital outlay as a percentage of the total county budget.
(b) Operating costs per employee unit.
(c) Total expenditures per county resident.
(d) Debt retirement as a percentage of the total budget,
(e) Total expenditures GIS a percentage of equalized valuation.
After considering all of the aspects of such a study, your Ways and Means
Committee was of the opinion that it would be of value and prove useful to the Board of
Supervisors as well as to County officials and department heads in determining how the
various functions of the County, services and costs compare with similar departments in
other counties. Such a study sloula also supply a method for evaluating individual items
in the County budget and offer a means for comparing those costs and services with
various counties of similar size, financial resources and population.
It is estimated that such a study would cost about $10,200.00 and would be
completed in approximately 12 months. Your Ways and Means Committee adopted a
resolution on March 16, 1960, recommending the appropriation of this sum from the
1960 Contingent Fund.
MR. CHAIRMAN, I present the following resolution:
BE IT RESOLVED that the sum of $10,200.00 be appropriated from the 1960
Contingent Fund to a Special Research Proiect Fund to be established and earmarked for
a study of the comparative costs of county government as recommended by the Ways and
Means Committee, such study to be made by the County Planning Commission.
MR. CHAIRMAN, on behalf of the Ways and Means Committee, I move the
adoption of the foregoing resolution and request a roll call vote thereon.
