The Royal Oak Board of Canvassers having ascertained and canvassed the votes at the City General
Election held in the City of Royal Oak on Tuesday, November 4, 2003 Do Hereby Certify and
Determine
That Jim Ellison, having received the largest number of votes (5,509), in the two-year term of office,
12/1/03-12/5/05, is elected MAYOR;
That Mike Andrzejak, having received the largest number of votes (5,735) in the four-year term of
office, 12/1/03-12/3/07, is elected CITY COMMISSIONER;
That Terry H. Drinkwine, having received the second largest number of votes (5,020) in the four-year
term of office, 12/1/03-12/3/07, is elected CITY COMMISSIONER;
That Patricia Capello, having received the third largest number of votes (4,852) in the four-year term
of office, 12/1/03-12/3/07, is elected CITY COMMISSIONER;
That the City Proposal 1, PROPOSAL TO LEVY AN EXTRA MILLAGE TO OPERATE,
RECONSTRUCT, FURNISH AND EQUIP THE ROYAL OAK CITY LIBRARY.
Shall the limitation on the amount of taxes which may be imposed each year for all purposes on real and
tangible personal property in the City of Royal Oak be increased and the City Commission of the City be
authorized to levy a new tax not to exceed one mill ($1.00 per $1,000 of taxable valuation) on the taxable
value of such property for a period of twenty (20) years beginning with the levy made on December 1,
2003 (which will generate estimated revenues of $1,775,000 in the first year) for the purpose of operating,
reconstructing, furnishing and equipping the City's existing Library? Shall this proposal be adopted?
