HomeMy WebLinkAboutResolutions - 2013.10.02 - 21048MISCELLANEOUS RESOLUTION: #13242 September 19, 2013 BY: Human Resources Committee, John Scott, Chairperson IN RE: HUMAN RESOURCES DEPARTMENT - SALARY ADMINISTRATION PLAN 4 th QUARTERLY REPORT FOR FY2013 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 - 21 provides a process for departments and employees to request a review of the salary grade placement of classifications; and WHEREAS the 4 th Quarterly Report for FY 2013 identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department after completion of this review process; and WHEREAS funding is available in the Classification and Rate Change fund to implement GF/GP salary grade changes resulting from this Salary Administration Plan Quarterly Report recommendation. NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes implementation of the Salary Administration Plan 4th Quarterly Report for FY 2013, which includes the following classification changes: 1. Job Descriptions for New Classifications OAKLAND COUNTY SALARY ADMINISTRATION FOURTH QUARTERLY REPORT FOR FY2013 09/11/13 PART II - BACKGROUND BACKGROUND Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. It requires presentation of a quarterly report to the Human Resources Committee of reviews conducted during the quarter by the Human Resources Department, and of appeals heard by the Job Evaluation Review Panel if applicable. The Human Resources and Finance Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY13 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Human Resources Committee. The Human Resources Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel. DRAFT 09/03/13 OAKLAND COUNTY MICHIGAN Class Title: SUPERVISOR-SHERIFF CONTRACTS & ACCOUNTS Department/Division: Sheriff's Office Reports To: Supervisor Sheriff Administrative Services FLSA Status: Non-Exempt JOB SUMMARY Under direction, administers contracts for the Sheriff's Office. Manages contracts for inmate food service and inmate health services. Develops, plans and coordinates the implementation of contracts for service delivery. Communicates with contractors regarding service needs and service delivery. Monitors and conducts research on service data. Prioritizes service needs and formulates solutions to problems. Assists contract service providers in the implementation of programs or system changes and as needed, works with corrections staff and other County Departments in the implementation of these changes. Assists the Sheriff Business Manager with budget preparation and monitoring expenses. Prepare grant program applications and process and monitor grant awards. Supervises staff over accounts payable, inmate accounting and the Jail Law Library. Utilizes current county-wide and/or department specific software to complete assignments. SUPERVISION EXERCISED Functions a.s,a supervisor over para-professionals and support staff. Instructs, assigns work, schedules and assists with performance appraisals and recommendations for employee increase or promotion. Participates in decisions to hire, discipline and discharge employees. ESSENTIAL JOB FUNCTIONS Supervise staff that performs accounts payable duties for the Sheriff's Office, inmate accounting and staff for the Jail Law Library. Prepare and administer the contracts for the inmate food service program and inmate health services. Monitor the daily operations and expenditures of the contracts. Ensure compliance with State of Michigan corrections laws and Sheriff's Office operations policies. Assists the Sheriff Business Manager with the preparation, administration and monitoring of the Corrections Division Budget. Approves expenditures and ensures accounts are correctly budgeted. Act as a liaison between the Sheriff's Office and the vendors supplying contracted services to resolve problems and coordinates contract negotiations. Develop a system of controls for contracted inmate food service program and inmate health services authorizing payments and conducting audits of accounts. Evaluate needs and requests for proposals and make recommendations regarding the contracted jail food service program and inmate health services. ESSENTIAL PHYSICAL & MENTAL REQUIREMENTS Ability to prepare reports, analyze data, compute numerical data, focus for long periods of time, use communication skills to transfer information or to negotiate information. WORKING CONDITIONS Work is performed in a normal office environment. REQUIRED MINIMUM QUALIFICATIONS 1. Possess a Bachelor's Degree from an accredited college or university with a major in Public Administration, Business Administration, Accounting, Finance, or a closely related area. 2. Have had three (3) years of full-time experience in grant administration, accounting, financial analysis or contract management. 3. Have not been convicted of a violation of criminal law. (Criminal law generally includes all offenses except traffic law, conservation law and liquor law. Generally, conviction for a violation of criminal law is automatically disqualifying.) Pass the complete examination, including the employment medical, established for this classification. 5. Successfully complete the six-month probationary period. B. The Human Resources Department, with approval from the Board of Commissioners, provides a process for departments and employees requesting a review of the salary grade placement classifications for Grades 1 — 21. 2. The 4th Quarterly Report for FY 2013 identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department after completion of the review process. 3. One (1) position Court Business Administrator (3010201-07503) in the Circuit Ct/Farnily Court Division will remain the same; no fiscal implications. 4. One (1) position Supervisor-Equalization Administrative Services (1020501-02246) in M&B/Equalization Division will remain the same; no fiscal implications. 5. The classification Administrator Forensic DNA/Biology Lab Services will be retitled to Administrator Forensic Lab Services with no fiscal implications. 6. The classification Construction Inspector IV (Grade 10) (6010151-00928) will be changed to the new classification of Supervisor-Soil Erosion (Grade 12) at an annual cost of $4,141 and the cost will be funded by the Drain Equipment Fund —Water Resources Admin (#63900) and will be rebilled back to the General Fund — Soil Erosion Program. 7. The classification of Contract Coordinator (Grade 12) (4030201-09629) will be changed to the new classification of Supervisor-Sheriff Contracts & Accounts (Grade 14). 8. The classification of Contract Coordinator will be deleted. 9.
