IN RE: SHERIFF'S OFFICE — FISCAL YEAR 2014 AUTOMOBILE THEFT PREVENTION AUTHORITY
(ATPA) GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the State of Michigan, Automobile Theft Prevention Authority (ATPA), awarded the Auto Theft
Unit of the Sheriff's Office funding in the amount of $1,330,865 for the fiscal year period of October 1,
2013 through September 30, 2014 and represents continuation funding; and
WHEREAS for FY 2014 the Oakland County Sheriff's Department will administer the total grant award of
$1,330,865 which includes a 41% required match of $545,655 and is met by each participating
municipalities local matching funds; and
WHEREAS the Farmington Hills, Hazel Park, Waterford, Pontiac, and Detroit Police Departments are
included in the FY 2014 grant awarded to Oakland County; and
WHEREAS Oakland County has been awarded $761,322 which includes a required cash match
obligation of $312,142; also included in this grant award are proportionate awards to the City of Pontiac of
$128,217 with a required $52,569 local match; Farmington Hills Police Department of $116,888 with a
required $47,924 local match; Hazel Park Police Department of $100,205 with a required $41,084 local
match; the Waterford Township Police Department of $126,298 with a required $51,782 local match; and
the Detroit Police Department of $97,935 with a required $40,153 local match; and
WHEREAS the Oakland County cash matching funds requirement of $312,142 is available in the General
Fund non-departmental grant match account and has been included in the Fiscal Year 2014 Adopted
Budget; and
WHEREAS the award provides funding for the following current positions with the Sheriff's Office: one (1)
Special Revenue (SR) Sergeant (# 4030915-10333) and five (5) SR Deputy 11 positions (# 4030915 -
06108, 06109, 06147, 06148, and 10898); and
WHEREAS funding for one (1) General Fund/General Purpose (GF/GP) position #11149 is contracted
with the City of Pontiac and reimbursed by the ATPA; and
WHEREAS the grant award also funds Investigative Supplies of $1,912 and Phones/Pagers of $3,500;
vehicle lease and mileage of $98,000 and Overtime of $34,792; and
WHEREAS the City of Detroit's FY 2012 grant award from ATPA authorized the creation of one (1) SR
Deputy H position (4030915-11067) in the Sheriff's Office assigned to the Detroit Police Department Auto
Theft Program; and
WHEREAS funding for SR #11067 position is continued for FY 2014 through a separate ATPA grant
awarded to the City of Detroit in the amount of $117,613 and is confirmed by a letter of agreement
received from the ATPA's Office dated September 16, 2013 naming Oakland County Sheriff's Office as a
participant in the Detroit ATPA grant award; and
WHEREAS the City of Detroit's ATPA grant has a 47% cash match requirement in the amount of $55,278
which is available in the General Fund non-departmental grant match account and has been included in
the Fiscal Year 2014 Adopted Budget; and
WHEREAS one (1) unmarked vehicle with radio, also Phone/Pager cost is continued in support of the
Detroit ATPA effort; with funding of $10,060; and overtime cost in the amount of $4,739 is included in the
letter award; and
WHEREAS position #11067 is a Sheriff's Office Special Revenue (SR) ATPA grant funded position but is
funded as part of the City of Detroit's ATPA grant award to Oakland County; and
WHEREAS Oakland County Sheriff's Office receives funding for SR position #11067 directly from the
ATPA's Office, and is subject to Gosling Amendment Rules governing grant position funding; and
WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and
WHEREAS the continuation of the program is contingent upon future levels of grant funding; and
WHEREAS this grant award has been processed through the County Executive's Contract Review
process and the Board of Commissioners' Grant Acceptance Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
Fiscal Year 2014 Automobile Theft Prevention Authority Grant award in the amount of $1,330,865
(Contract $785,210 and required matching funds of $545,655).
BE IT FURTHER RESOLVED that one (1) SR Sergeant (#4030915-10333) and five (5) SR Deputy II
positions (#'s 4030915-06108, 06109, 06147, 06148, and 10898) be continued in the Sheriff's Office/
Investigative & Forensic Services/Special Teams Unit.
BE IT FURTHER RESOLVED that one (1) GF/GP Deputy II position (#4030629-11149) contracted by the
City of Pontiac in the Sheriffs Office/ Patrol Services/Pontiac will be reimbursed 59% by the FY14 ATPA
grant.
BE IT FURTHER RESOLVED that the funding of one (1) Special Revenue Deputy II position (4030915-
11067) continues to be funded in the Sheriff's Office/Investigative & Forensic Services/Special Teams
Unit; and is continued by letter of agreement authorizing the Sheriff's Office to participate in the separate
ATPA grant award with the City of Detroit; the Oakland County Sheriff's Office allocation of the award is
$117,613 with a required $55,278 local match.
BE IT FURTHER RESOLVED that the Board Chairperson on behalf of the County of Oakland, is
authorized to execute the grant acceptance.
BE IT FURTHER RESOLVED that continuation of this program, including positions, is contingent upon
continued grant funding of this program.

A. The project number written above must be included on all correspondence addressed to the ATPA regarding this grant.
B. A change in project director, financial officer, project contact, perUcipating agency, or personnel assigned to the ATPA program requires
written notification to the ATPA by means of a Project Modification Request (EX-034) which can be downloaded from the ATPA Web site at
www.michigan.goviatpa.
C. All grantees Must Comply with Uniform Crime Reporting (1.1CR) requirements. Any grantee not in compliance will be ineligible for any portion
of the grant award.
D. The Progress Report (EX-37), Financial Reports for Nonprofit Neighborhood Organizations (EX-35 series), and Financial Reports for Lew
Enforcement Agencies (EX-36 series) can be downloaded from the ATPA Web site at www,rnichigan.goviatpa. The grantee agrees to submit
reports in accordance with the schedule on page four of this Agreement.
E. Grantees will not be allowed to move grant award amounts from one participating agency to another, except when filling vacancies. Any
unused portion of the grant award must be returned to the ATPA_
F. ATPA grant award: This award is to be utilized solely for the benefit of auto theft prevention programs.
G. Alt projects must maintain adequate supporting documentation for financial and performance activity reports to the ATPA. Failure to provide
adequate supporting documentation for financial and performance activity reports may adversely effect current-year reimbursements and/or
future ATPA grant requests. ATPA staff will make appointments with grantees personnel in order to conduct on-site project and financial
reviews.
H. Membership in an ATPA Task Force: Men an agency withdraws its employee from an ATPA Task Force, the ATPA approved budget for that
position will remain with the Task Force. The PrOject Director must inform the ATPA when the withdrawal occurs and the vacant position must
be replaced within the required no day time period.
Alf employees who are funded by an ATPA Task Force must have their activities approved by the Task Force commander.
III Financial Review and Summary
A. Grantees must maintain separate accounting records to document grant revenues and expenditures.
B. All payments far salaries and wages must be supported by payroll records and daily activity logs. Retain documentation for your files. Each
person's overtime hours may not exceed five percent 5c'if,.) of the person's actual regular hours worked.
C. All payments for expenditures (e.g., unties, office rental, copier use, vehicle tease/rental, furniture/equipment purchases) must be supported
by an actual invoice or the method of determining cost. Supporting documentation roust be included with the financial report,
D. All overnight out-of-state travel requires prior notification to ATPA staff. The ATPA will only reimburse salary expenses.
E. Public communications materials or news releases that result from this grant must cite the "Automobile Theft Prevention Authority as the
source of funding. Copies of the materials or news releases must be sent to the ATPA. The ATPA lies the royalty-free right to copy, publish,
and distribute any data or material associated with this grant.
F. Any amount of the grant award received or forfeiture funds generated as a result of auto theft prevention activities shall be used to enhance
auto theft prevention programs. Forfeiture funds include, but are not limited to, forfeiture of cash and receipts from sale of property. if auto
theft prevention activities are terminated, the unexpended revenues shall be promptly returned to the Automobile Theft Prevention Authority,

G. Participating agencies that receive funds from the ATFA grant award are expected to participate ort the ATPA Task Force that received the
grant award for the entire grant period. Participating agencies that withdraw personnel from the ATPA Task Force before the end of the grant
period will be reimbursed based upon the percentage ol the grant period they participated. The ATPA Board of Directors reserve the right to
deny future grant awards based on lack of participation tor the entire grant period.

IV. Law Enforce able Objectives
1. Reduce the number of thefts in your grant area by investigating cases that have the highest potential for reducing the demand for stolen
vehicles, an-eating individuals Lvirio are involved and by reducing false theft reports.
2. Reduce the economic gain associated with auto theft by recovering stolen vehicies/parts/eguipment and by constantly idenillying
fraudulent insurance activity.
3. Recover more in stolen vehicles/pans/equipment value than the ATPAS total approved award.
4_ Comply with ATPA guidefines/pollolesicanditions and FOR requirements.
5. Maintain clear and reliable documentaben for the projects performance activity and financial expenditures.
6. Report to the ATPA dollar amount deposited into forfeiture account fallowing auction on Progress Reports (EX-37).
7. Attend regular meetings for area detectives and insurance investigators including participation in the monthly Anti-Car Theft (ACT)
meetings, and Help Eliminate Auto Theft (HEAT) programs.

I. ATPA grant award: This award is to be utilized safety far the benefit of auto the prevention programs.
2. Approved Budget Amount' See the budget sheet Please note the ATPA Board of Directors disallows the following expenditures: retirement medical,
clothing/cleaning/gun allowance, lump sum holiday pay, lump sum vacation pay, lump sum longevity, sick time buyback, sick leave incentive,
emergency response compensation, show-up pay, educational incentive, professional insurance and indirect cost
3. Authorized Grant Award/Actual Expenditures: The ATPA wilt reimburse only expenditures incurred during the grant period (October 1, 2011, to
September 30, 2014).
4. Time and Attendance: Payroll expenditures must be supported by employee's earring history, attendance sheet, lime sheet, payroll register,
earning history and duty log. These records must be retained In your file and made available to the AT PA auditor during field monitonng, Law
enforcement and prosecutors only.. attach the monthly duty logs to the Financial Report (EX-36 series) for your grant award.
5. Fringe Benefits and Overtime: Retain a copy of vendor invoiSe or cost allocation for fringe benefits charged to the ATPA program in your file.
Law enforcement and prosecutors only — each person's overtime hours must not exceed five percent (5%) of the person's actual regular hours
worked.
6. Personnel and/or budget modifications will be permitted only if the ATPA deems the request is justified. Filling positions for short periods of time in an
effort to use ups portion of the grant award will not be approved. Prior to any change in personnel or the ATPA approved budget. the ATPA requires
prior written notification using the Project Modification Form (EX-34) with original signatures and approval from the ATPA an this form.
7. Equipment Procurement Priacedures/Consultant/Contractual Service: The grantee must attach a copy of an invoice lathe financial report as
supporting documentation.

12. Matching Grant Award Amounts for Law Enforcement arid Prosecutors: Fifty percent (50%). The ATPA reimbursement will be the lesser of
the total reimbursable expenditures or the total ATPA approved budget amount,
13. Mileage Expense for Nonprofit Neighborhood Organizations: Must be limited to the grantee's established mileage reimbursement allowance for
non-federally funded activities riot to exceed the ATPA approved budget amount. Grantees must provide supporting documentation for these

14. Vehicle Usage/Rental Expenses for Law Enforcement and Prosecutors: Must be limited la the grantee's established reimbursement policy for
non- federally funded activities not to exceed the ATPA approved budget amount. Grantees must provide supporting documentation for these
expenses_
15, Law Enforcement and Prosecutors: Men an agency withdravvs its employee from an ATPA Task Force, the ATPA approved budget for that position
will remain with the Task Force. The Project Director must inform the ATPA when the withdrawal occurs and the vacant position must be replaced
within the required 30 day time period
16. Vacancy: If a position is vacant for more than 30 days, the total ATPA approved budget for the position will be reduced accordingly.
17, Program Income: Seized property, fees, royalties, registrations, and etcetera, generated ass result of auto theft prevention activities must be used for
auto theft prevention activities.

GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and
finds:
1. The Automobile Theft Prevention Authority (ATPA) awarded the Oakland County Sheriff's Office
(OCSO), Auto Theft Unit, funding in the amount of $1,330,865.
2. Of the total award of $1,330,865 Oakland County administers $889,539 which excludes the Waterford
Township Police Department ($126,298), the Farmington Hills Police Department ($116,888), the
Detroit Police Department ($97,935) and Hazel Park Police Department ($100,205) who each receive
their funding directly from the State. Included in the Oakland County Sheriff's Office grant award is
funding of $128,217 for the City of Pontiac who contracts for patrol services with the Sheriff's Office.
3. in addition to the FY 2014 grant award, the Sheriff's Office is receiving funding from the City of Detroit's
ATPA grant award in the amount of $117,613 which includes a required 47% match obligation of
$55,278; and is confirmed by letter of agreement received from the ATPA dated September 16, 2013
which allows for the Sheriff's Office to continue funding one additional Special Revenue (SR), Deputy II
position #4030915-11067 in the Investigative and Forensic Services Division/Special Teams Unit in
support of the Detroit Police Department Auto Theft Program.
4. The Oakland County Sheriff's Office award is $889,539 ($761,322 Oakland County, $128,217 Pontiac)
with a 41% required cash match obligation of $364,711 ($312,142 Oakland County, $52,569 Pontiac).
The Farmington Hills Police Department $68,964 with a required $47,924 local match; the City of
Detroit Police Department $57,782 with a required $40,153 local match; the Hazel Park Police
Department $59,120 with a required $41,084 local match; and the Waterford Township Police
Department $74,516 with a required $51,782 local match.
5. The County's total match amount of $364,711 is partly available in the Sheriffs Investigative and
Forensic Services Departmental GFGP Transfer Out account in the amount of ($334,086); with the
balance of $30,625 available in the Non-Departmental Grant Match line item of the General Fund
budget.
6. Also funding of $55,278 is available in the Non-Departmental GFGP Grant Match account to meet the
47% grant match obligation for the City of Detroit ATPA award to the OCSO.
7. This award continues funding for five (5) SR FTE Deputy II positions (#'s 4030901-116270-06108,
06109, 06147, 06148, and 10898) and one (1) SR FTE Sergeant position (#4030901-116270-10333).
8. In addition funding for one (1) GFGP position #4030601-11149 is contracted with the City of Pontiac
and is reimbursed to the City of Pontiac by the ATPA.
9. Also provided in the OCSO grant awards is funding for overtime, ; vehicles, ; Investigative Supplies,
and Phones/Pagers; in addition one used vehicle will continue in service to the Investigative and
Forensic Services Division/Special Teams Unit in support of the Detroit ATPA funded position.
10. In addition to the County match requirements, the County is expected to incur administrative and
support costs of $78,800 for FY 2014, which has been included in the FY 2014 Budget. This grant
does not allow for reimbursement of indirect costs.
