The Royal Oak Board of Canvassers having ascertained and canvassed the votes at the
November 6, 2007 Election held in the City of Royal Oak
Do Hereby Certify and Determine
That the whole number of votes given for the office of Mayor was 7,999
and they were given for the following named persons:
James B. Ellison received Five Thousand One Hundred and Four (5,104) votes
C. Brian James received Two Thousand Eight Hundred Eighty-one (2,881)votes
That the whole number of votes given for the office of City Commission 4-year term was 21,295
and they were given the following named persons:
Andrew Androff received Two Thousand Nine Hundred and one (2,901) votes
Michael Andrzejak received Four Thousand Six Hundred Twenty-nine (4,629) votes
Terry H. Drinkwine received Three Thousand Two Hundred Fifty-four (3,254) votes
August Esbri received One Thousand Nine Hundred Eleven (1,911) votes
Mitzi Hoffman received Two Thousand Five Hundred Sixty-nine (2,569) votes
Arthur J. Makarewicz received Two Thousand Three Hundred Ninety (2,390) votes
Charles Semchena received Three Thousand Six Hundred Fifteen (3,615) votes
That the whole number of votes given for the Charter Amendment Proposal 07-01 was 7,827 of
which 2,906 votes were marked YES and 4,921 votes were marked NO.
That the whole number of votes given for the Charter Amendment Proposal 07-02 was 7,840 of
which 4,889 votes were marked YES and 2,951 votes were marked NO.
That the whole number of votes given for the Charter Amendment Proposal 07-03 was 7,623 of
which 4,095 votes were marked YES and 3,528 votes were marked NO.
That the whole number of votes given for the Charter Amendment Proposal 07-04 was 7,562 of
which 4,259 votes were marked YES and 3,303 votes were marked NO.
That the whole number of votes given for the Charter Amendment Proposal 07-05 was 7419 of
which 6,310 votes were marked YES and 1,109 votes were marked NO.
That the whole number of votes given for the Ordinance 2007-07 was 7,466 of which 6,676
votes were marked YES and 790 votes were marked NO.
IN WITNESS WHEREOF, we have hereunto set our hands and affixed the City Seal this twelfth day of

The Royal Oak Board of Canvassers, having ascertained and canvassed the votes at the General Election held
in the City of Royal Oak on Tuesday, November 6, 2007,
Do Hereby Certify and Determine
That James B. Ellison having received the largest number of votes, 5104, is elected Mayor.
That Mike Andrzejak having received the largest number of votes, 4,629,is elected City Commission 4-year term
That Charles Semchena, Jr. having received the second largest number of votes, 3,615, is elected City
Commission 4-year term
That Terry H. Drinkwine having received the third largest number of votes, 3254, is elected City Commission 4-
year term
Do Further Hereby Determine:
That the proposal, worded on the ballot as follows:
CHARTER AMENDMENT PROPOSAL 07-01
Shall the Royal Oak City Charter at Chapter Three, Section 15 be amended to have the City Treasurer
and City Assessor appointed by the City Manager?
FAILED, not having received the required majority of votes, id est:
YEA: 2,906
NAY: 4,921
That the proposal, worded on the ballot as follows:
CHARTER AMENDMENT PROPOSAL 07-02
Shall the Royal Oak City Charter at Chapter Three, Section 33 be amended to have the purchasing
agent appointed by the Finance Director and connected to the Finance Department?
WAS PASSED, having received the required majority of votes, id est:
YEA: 4,889
NAY: 2,951
That the proposal, worded on the ballot as follows:
CHARTER AMENDMENT PROPOSAL 07-03
Shall the Royal Oak City Charter at Chapter Three, Section 34 be amended to allow the City
Commission to set the maximum dollar amount for city purchases for which City Commission approval
is not required?
WAS PASSED, having received the required majority of votes, id est:
YEA: 4,095
NAY: 3,528
That the proposal, worded on the ballot as follows:
CHARTER AMENDMENT PROPOSAL 07-04
Shall the Royal Oak City Charter at Chapter Fourteen, Section 2 be amended to allow the City
Commission to set the amount requiring competitive bidding in public works or improvements by a
resolution adopted at the same time the annual budget is approved?

has the current authority, pursuant to Michigan Compiled Law Section 168.30a(2) to retain the services
of the Oakland County Board of Canvassers to canvass the city's ballots and to certify elections?
WAS PASSED, having received the required majority of votes, id est:
YEA: 6,310
NAY: 1,109
That the ordinance, worded on the ballot as follows:
Ordinance 2007-07
AN ORDINANCE TO DESIGNATE A PORTION OF THE BARBARA A. HALLMAN MEMORIAL
PLAZA FOR CONTINUED USE AS A MEMORIAL HONORING MEMBERS OF THE AMERICAN
AND CANADIAN ARMED FORCES WHO HAVE LOST THEIR LIVES IN SERVICE TO THEIR
COUNTRY"
WAS PASSED, having received the required majority of votes, id est:
YEA: 6,676
NAY: 790
WE DO HEREBY CERTIFY, that the foregoing is a correct statement of votes as submitted at the November 6,
2007 Election as it appears from the statement on file in the City Clerk's Office of the City of Royal Oak.
