NOW THEREFORE BE IT RESOLVED that Oakland County Board of Commissioners approves the creation of the "BuyOakland" initiative and appropriates the funds in the amount of $50,000 for the creation, development, and marketing of the "BuyOakland" campaign. Chairperson, on behalf of the Planning & Building Committee, I move the adoption of the foregoing resolution. PLANNING & BUILDING COWIMITTEE VOTE: Motion carried unanimously on a roll call vote with Gosselin absent OaklandBusinessConnect.com Who: Oakland County's Economic Development & Community Affairs (EDCA) What: EDCA will create a "BuyOakiand" program to encourage both residents and businesses, regardless of the item/service sought, to look at Oakland County businesses first. This will be an online portal, OaklandBusinessConnect.com that people can search to find everything from nearby residential roofers to automotive suppliers for industrial purposes. In looking at other nationwide BUYLOCAL campaigns and the results that they produced, it's wise for Oakland County to launch something similar • For every $1 spent at a locally owned business, $0.68 stays in the local economy and $0.32 leaves ® For every $1 spent at a non-locally owned business, $0.43 stays in the local economy and $0.57 leaves (Civil Economics, 2008} Where: Oakland County, Michigan When: Once approved from the Board of Commissioners, we plan to finalize the portal, create the marketing plan and promotional pieces and begin the execution of that marketing plan. By iVlay 2014, the initiative will be up and running and functional. How: Once the database is technically working, we will launch two side-by-side campaigns: 1) One campaign will be geared towards businesses to encourage them to register their business and "keywords" into the database. There is no charge for anyone to use this database. It is free to register your business and it is free to use. 2) One campaign for the usage of this portal - to both residents and businesses Initially we envision three deliverables: 1) A logo for this initiative and the colors identified for branding this initiative 2) The database/portai built and working properly 3) Marketing Materials for our various distribution channels Posters and Postcards can be delivered to • All of our Commissioners (to be passed to their constituents) • All 17 of our Main Street Communities (to be distributed to the businesses on those communities) •, All of the other traditional downtowns that are not yet in our Main Street Program • Cities, Villages and Townships in Oakland County • Our Small Business Center (over 2,000 clients a year use our Small business Center) • The Cierk's office • Our Purchasing dept. • Ail Oakland County Chambers of Commerce Directors • EDCA's Business Development staff to include on their retention calls • EDCA's Finance Department [since they process the SBA 504 Loans and see a variety of small businesses from various industries) • All of Oakland County's MlchiganWorks offices-since they touch employers for their w/orkforce needs Additional Marketing Exposure: « We'll feature this program in a Spring issue of OaklandCountvProsper.com • We'll send out Public Service Announcements (PSAs) to local radio stations and TV stations e We'll launch social media content on the OakGov.com Platform and the AdvantageOakland.com platform being created • We'll promote the page on the Oakgov.com v^/ebsite Resolution #13324 December 12, 2013 The Vice-Chairperson referred the resolution to the Finance Committee, There were no objections.
