HomeMy WebLinkAboutResolutions - 2014.01.22 - 21164MISCELLANEOUS RESOLUTION #14010 January 22, 2014 BY: Public Services Committee, Bill Dwyer, Chairperson IN RE: SHERIFF'S OFFICE — 2014 OFF-ROAD VEHICLE (ORV) SAFETY EDUCATION PROGRAM GRANT APPLICATION/ACCEPTANCE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the State of Michigan, Department of Natural Resources (DNR), has awarded the Sheriffs Office Marine Safety Unit $400 for the Off-Road Vehicle Safety Education Program; and WHEREAS the grant contract period is October 1,2013 through September 30, 2014; and WHEREAS no county match or additional positions are required; and WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and WHEREAS the continuation of the program is contingent upon future levels of reimbursement program funding. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the Department of Natural Resources 2013-2014 ORV Safety Education Program Grant Acceptance Agreement and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement, as attached. BE IT FURTHER RESOLVED that no grant match is required. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. Michigan Department of Natural Resources Parks and Recreation Division I Marketing and Outreach Divi s i o n OFF-ROAD VEHICLE SAFETY EDUCATION PROG R A M OVERVIEW AND INSTRUCTIONS Required under the authority of Part 8//, 1994 PA 451, as amended, to be eligible for grant funding. General Information 1. The Off-Road Vehicle (ORV) Safety Education Prog r a m i s a d m i n i s t e r e d b y t h e M i c h i g a n D e p a r t m e n t o f Natural Resources (Department). 2, Grant payment for safety instruction through the O R V S a f e t y E d u c a t i o n P r o g r a m i s b a s e d o n a f l a t r a t e o f $15 per student. The amount awarded to each grantee i s b a s e d o n t h e a m o u n t r e q u e s t e d , t h e f u n d i n g available, and may include consideration of past perfor m a n c e r e g a r d i n g n u m b e r o f s t u d e n t s a c t u a l l y t a u g h t each year. No additional grant funding will be made availa b l e for equipment purchases, overhead costs, travel, or other expenses. Grant Application 1. Complete the ORV Safety Education Program Grant Application (PR1831) , Provide name, address, and Federal Identification Number of the grant applicant ag e n c y o r o r g a n i z a t i o n . P r o v i d e t h e n a m e , p h o n e number and e-mail address of the contact person for the a g e n c y o r o r g a n i z a t i o n . Eligible grant applicants for the ORV Safety Education P r o g r a m a r e : • Colleges, universities, local education agencies, interm e d i a t e s c h o o l d i s t r i c t s a n d r e g i o n a l e d u c a t i o n a l service agencies in the State of Michigan; • Local government agencies in the State of Michigan. 2. List all instructors and assistants that will be teaching th e O R V c l a s s e s f o r t h i s o r g a n i z a t i o n o r a g e n c y . P r o v i d e the instructor certification number for each instructor a n d a n y a s s i s t a n t s h e l p i n g w i t h i n s t r u c t i o n . For questions regarding instructor certification, contact t h e D e p a r t m e n t ' s M a r k e t i n g a n d O u t r e a c h D i v i s i o n , Recreation Education Programs at 617-335-3417. 3, Indicate the estimated number of students to be taug h t b y e a c h i n s t r u c t o r , P r o v i d e t h e l o c a t i o n a n d d a t e s , if known. Attach additional sheets if necessary. 4. Obtain the appropriate signature for the grant appli c a n t a g e n c y , c e r t i f y i n g t h e a c c u r a c y o f t h e i n f o r m a t i o n provided on the ORV Safety Education Program Grant Application (PRI631). C5/24/2015) Requesting Grant Payment Request for payment can be submitted to the Department at any ti -ne during the grant year after classes have been conducted. Up to two (2) payments per grant year will be made based on a f l a t r a t e o f $15 per student taught. The final request for payment is due no later than October 15 following the end of the grant year. No advance payments will be made. Grant payment is subject to review and approval by the Department of the required documentat i o n submitted by the grantee. To accurately document the number of students taught, be sur e t h a t e a c h instructor submits completed scantron sheets to the Department's Marketing and Outreach D i v i s i o n following completion of each course. On the Grant Payment Request form (PR1831-1) indicate whether the request is for partial or final payment. Provide a list of locations and dates where ORV Safety classes were held, the number of s t u d e n t s a t e a c h location, and the name of instructors and assistants for each class. Indicate the total n u m b e r o f s t u d e n t s instructed and the dollar amount requested for payment. The GRANTEE has been approved by the DEPARTMENT to receive Off-Road Vehicle (ORV) Safety Education prog r a m funding for instruction of ORv Safety Education classes, following the Department-approved curriculum. An e s t i m a t e o f 27 students will be instructed in ORV safety by the GRANTEE, for potential grant payment of not more than: Four hundred Dollars $ 400 3, The DEPARTMENT agrees as follows: To grant to the GRANTEE a sum of $16.00 per student instructed in ORV safety up to the grant li m i t i n d i c a t e d i n paragraph 2, following curriculum approved by the DEPARTMENT, and upon approval of required docum e n t a t i o n specified in paragraph 5 of this Agreement, submitted by the GRANTEE. 4. The GRANTEE agrees as follows: To accept $15 per student in grant funds, and to charge each student (optional) no more than an additional $25, f o r a maximum of $40 received per student. No cash contributions will be accepted by the GRANTEE f r o m a n y o t h e r sources for the purpose of ORV safety education. 5.
