HomeMy WebLinkAboutResolutions - 2014.02.06 - 21186MISCELLANEOUS RESOLUTION #14025 BY: Commissioner David Woodward, District #19 IN RE: BOARD OF COMMISSIONERS — POLICY FOR THE REIMBURSEMENT OF EMPLOYEE EXPENSES TO COMPLY WITH DEPENDENT ELIGIBILITY AUDIT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS in preparation for the 2014 Natural Select Open Enrollment period, Oakland County Human Resources issued a notification that a Dependent Eligibility Audit was being conducted in concert with Benefit Outsourcing Solutions (BOS) of all spouses and children covered by county employees and retirees on their health plans (medical, dental, or vision); and WHEREAS county employees are required to provide verifying documentation for each member in order to continue healthcare coverage for that individual; and WHEREAS the documents required to comply with the verification may include marriage/birth certificates, front page of federal tax return, legal guardianship papers, etc.; and WHEREAS the Oakland County Clerk/Register of Deeds has implemented a provision that allows all Oakland County employees/retirees to have all fees waived that are associated with complying with Dependent Eligibility Audit; and WHEREAS the deadline for providing copies of the verifying documents is April 1, 2014. At that time, dependents and/or spouses that are not verified will be removed from coverage and cannot be added to the coverage again until the next open enrollment period in October 2014 (with proper documentation), effective January 1, 2015; and WHEREAS the ability of employees and retirees to comply with the audit requirement to produce copies of the requested documents may require officially requesting copies from the appropriate vital records office outside of Oakland County; and WHEREAS Oakland County has always fought against the imposition of "unfunded mandates" and sought to be fair in the treatment of its employees and retirees; and WHEREAS in an effort to avoid imposing any undue hardship, employees and retirees should be reimbursed for the costs associated with obtaining documents to comply with the Dependent Eligibility Audit. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners, hereby establishes a policy to provide employees and retirees reimbursement for the reasonable and documented costs associated with obtaining documents to comply with the Dependent Eligibility Audit. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners hereby requests the County Executive Administration and the Human Resources Department to establish a process to implement and inform employees and retirees of the ability to seek reimbursement for document retrieval expenses associated with complying with the Dependent Audit. Resolution #14025 February 6, 2014 The Chairperson referred the resolution to the Human Resources Committee. There were no objections.
