IN RE: TREASURER'S OFFICE — RECLASSIFY POSITION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
The Human Resources Committee, having reviewed the above referenced resolution on
April 23, 2014, reports with the recommendation that the resolution be adopted.
Chairperson, on behalf of the Human Resources Committee, I move the acceptance of
the foregoing report.

IN RE: TREASURER'S OFFICE — RECLASSIFY POSITION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Treasurer's Office implemented a program to sell County owned properties
obtained through delinquent taxes and foreclosures; and
WHEREAS these duties were originally assigned to an Accountant II classification with other
accounting related duties; and
WHEREAS the program has expanded and now has over 1,200 properties available for sale; and
WHEREAS the position has evolved to require different qualifications and duties making the
Accountant II classification no longer appropriate; and
WHEREAS the accounting duties within the position have been assigned to other positions; and
WHEREAS the Human Resources Department conducted a job study of the duties performed in
the position and proposes to upwardly reclassify the position to a new classification; and
WHEREAS it is proposed to create a new classification titled Treasurer Property Specialist at
salary grade 13, non-exempt, eligible for overtime; and
WHEREAS it is requested to upwardly reclassify an Accountant II position (#7010101-01462),
GF/GP funded, in the Treasurer Administration Unit to the new classification of Treasurer Property
Specialist, and
WHEREAS funding for this upward reclassification will come from the Classification and Rate
Change Fund, which is typically brought to the Board for approval on a quarterly basis; and
WHEREAS it is critical to move forward with this position prior to the Human Resources Quarterly
Report because new foreclosed properties are turned over April first of each year resulting in an
immediate need to begin the recruitment process; and
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves to create a new classification titled Treasurer Property Specialist at a salary grade 13, non-
exempt, eligible for overtime.
BE IT FURTHER RESOLVED to upwardly reclassify one (1) Accountant ll position (#7010101-
01462) in the Treasurer Administration Unit to the new classification of Treasurer Property Specialist.
BE IT FURTHER RESOLVED the FY 2014 — FY 2016 budget is amended as follows:

Class Title: TREASURER PROPERTY SPECIALIST
Department: Treasurer
Reports To: Chief— Tax Administration
ELSA Status: Non-Exempt
GENERAL SUMMARY
Under general supervision, compiles and maintains inventory of Oakland County Treasurer owned
properties. Recommends action for utilization of the properties, performs real estate transactions such as
negotiating the sale, purchase and deed preparation. Inspects properties for safety and liability issues.
Meets with taxpayers to provide information on and negotiating foreclosure prevention assistance.
Oversees the marketing of properties to be sold via realtors, County Treasurer web site and external
vendors. Utilizes current county-wide and/or department specific software to complete assignments.
SUPERVISION EXERCISED
None
ESSENTIAL JOB FUNCTIONS
Performs real estate transactions such as negotiating the sales, purchases and preparation of deeds for
County Treasurer owned properties.
Recommends action for best utilization of property, including sale to private party or transfer to another
governing body. Uses Geographic Information Systems (GIS) to review areas to determine usage plans.
Reviews and inspects existing properties to determine the safety and liability risks. Coordinates
appropriate services to be performed to correct deficiencies.
Prepares Requests for Proposal for contracting with property maintenance consultants and environmental
consultants. Evaluates proposals received from consultants and makes recommendations to
administration.
Manages all technical aspects of the annual land sale of tax foreclosed property. Responsible for
managing the data received from external vendors performing title search and personal servicing.
Compiles and maintains a complete inventory of County Treasurer owned property. Investigates files of
each parcel for completeness and accuracy of information.

CLASS TITLE: TREASURER PROPERTY SPECIALIST
Monitors tax records of County Treasurer owned property to ensure the correct taxation or special
assessments.
Meets with taxpayers to hold taxpayer assistance meetings to prevent foreclosure by approving a hardship
extension and ,placing on a payment plan. Maintains ACCESS database for tracking and scheduling
taxpayer assistance meetings.
Administrator for Treasurer's Office webpage. Handles updates including developing new pages,
updating current information and integration with external vendors regarding land sales.
Coordinates the marketing of commercial, industrial and high-end properties prior to the land sale.
Oversees public-private partnership with realtors to increase exposure and potential sales.
Utilizes current county-wide and/or depai tinent specific software to complete assignments.
ADDITIONAL DUTIES & RESPONSIBLITIES
May prepare and present budget materials for State and Federal Acquisition Grants.
Conducts file review to investigate for complete compliance and accuracy with state statutes.
Prepares and/reviews real estate appraisals utilized by various departments. Works closely with
Equalization relative to property values.
ESSENTIAL PHYSICAL & MENTAL REQUIREMENTS
Ability to operate a motor vehicle (or specify other vehicle type) and/or be a passenger.
Ability to communicate to accurately convey information.
WORKING CONDITIONS
Work is performed in a typical office environment.
Occasionally works in an outdoor environment with exposure to heat, cold and other weather elements.
Occasionally works in buildings in various stages of disrepair or under construction.

and/or labor market analysis have been included. Other duties and responsibilities will be assigned by the
supervisor.

EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess a Bachelor's degree from an accredited college or university with a major in Business
Administration, Public Administration, Planning, Construction Management, Facilities
Management, Purchasing, Communications or related area.
2. Have had at least five years of full-time experience in residential/commercial/industrial real
estate, property management, community planning, property appraisal, construction
management, or Accounting/Finance.
3. Possess a valid motor vehicle operator's or chauffeur's license.
4. Pass the complete examination, including the employment medical, established for this
classification,
5. Successfully complete the six month probationary period.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Considerable ability to establish and maintain effective working relationships with
administrators, other employees, and the general public.
2. Considerable knowledge of certificate of forfeiture, titles and foreclosure petitions.
3. Considerable ability to make routine decisions in accordance with departmental policies and
procedures.
4. Reasonable knowledge of the State of Michigan Property Tax Law as it applies to the role of
the County Treasurer's Office.
5. Reasonable knowledge of the principles and practices of appraising real estate and
ascertaining the values of buildings in Oakland County.
6. Ability to understand and follow complex written and oral instructions.
7. Familiar with current wird processing, spreadsheet, database, e-mail and Internet software.
C. SPECIAL REQUIREMENTS
1, Maintain a valid motor vehicle operator's or chauffeur's license.
