Position Creation

Chairperson, Ladies and Gentlemen:
The Human Resources Committee, having reviewed the above referenced resolution on
June 4, 2014, reports with the recommendation that the resolution be adopted.
Chairperson, on behalf of the Human Resources Committee, I move the acceptance of
the foregoing report.

IN RE: DEPARTMENT OF PUBLIC SERVICES - ANIMAL CONTROL DIVISION — POSITION
DELETION AND POSITION CREATION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS as the State's largest publicly operated open admission shelter, the Oakland County
Animal Control and Pet Adoption Center continues to experience an increase in the number of animals
received; and
WHEREAS the Animal Control Division evaluates every animal received at the shelter and
provides medical treatment, vaccination and neutering services for animals every year; and
WHEREAS the Animal Control Division is responsible to ensure full compliance with numerous
state health regulations which require the attention of qualified Veterinary staff; and
WHEREAS to maintain the quality of care, the Animal Control Division has determined the need
for additional Veterinary support staff due to the increase in animals received; and
WHEREAS having an additional Veterinarian Technician to support the Veterinarian staff would
address the need for timely compliance of Public Health Laws; and
WHEREAS the additional Veterinarian Technician will allow Veterinarians to focus on services
only Veterinarians can provide; and
WHEREAS it is proposed to delete one (1) vacant GF/GP Full-Time Eligible, Animal Control
Officer position to support the creation of one (1) GF/GP Full Time Eligible Veterinarian Technician; and
WHEREAS it is proposed to utilize the additional cost savings by creating one (1) GF/GP Part
Time Non-Eligible, 445 hours per year Animal Shelter Attendant to aid in the day-to-day care of the
increased shelter population.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve the following position deletion and new position creations.
BE IT FURTHER RESOLVED to delete one (1) GF/GP Full-Time Eligible Animal Control Officer
(#1070801-11055).
BE IT FURTHER RESOLVED to create one (1) GF/GP Full-Time Eligible Veterinarian Technician
in the Administration unit (#1070801).
BE IT FURTHER RESOLVED to create one (1) GF/GP Part-Time Non-Eligible, 445 hours per
year Animal Shelter Attendant in the Administration unit (#1070801).

IN RE: DEPARTMENT OF PUBLIC SERVICES - ANIMAL CONTROL DIVISION — POSITION DELETION AND POSITION
CREATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule Xll-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds:
1. As the State's largest publicly operated open admission shelter, the Oakland County Animal Control and Pet Adoption
Center continues to experience an increase in the number of animals received,
2. To maintain the quality of care, the Animal Control Division has determined the need for additional Veterinary support
staff due to the increase in animals received.
3. Having an additional Veterinarian Technician to support the Veterinarian staff would address the need for timely
compliance of Public Health Laws and allow Veterinarians to focus on services only Veterinarians can provide.
4. It is proposed to delete one (1) vacant GF/GP Full-Time Eligible, Animal Control Officer position to support the creation
of one (1) GF/GP Full Time Eligible Veterinarian Technician and one (1) GF/GP Part Time Non-Eligible, 445 hours per
year Animal Shelter Attendant to aide in the day to day care of the increased shelter population.
5. The position(s) deletion and creation will be effective June 14, 2014.
6. The FY 2014-2017 Budget is amended as follows:
