MISCELLANEOUS RESOLUTION #14158 July 16, 2014 BY: Planning and Building Committee, Jim Runestad, Chairperson IN RE: ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS - RESOLUTION APPROVING THE PROVISIONS OF A BROWNFIELD PLAN FOR THE 6756 DIXIE HIGHWAY PROJECT IN INDEPENDENCE TOWNSHIP To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners, pursuant to and in accordance with the provisions of the Brownfield Redevelopment Financing Act, being Act 381 of the Public Acts of the State of Michigan of 1996, as amended (the "Act"), have established a redevelopment of Brownfields Redevelopment Authority and Board (OCBRA) to facilitate the cleanup and redevelopment of Brownfields within Oakland County's communities; and WHEREAS the 6756 Dixie Highway, Independence Township (the 'Property") is an environmental hazard, a "facility" under state statute and a non-producing parcel; and WHEREAS a Brownfield clean up and redevelopment plan (the "Plan") has been prepared to restore the environmental and economic viability to a portion of this parcel, which is split out from its parent parcel; and WHEREAS pursuant to OCBRA by-laws, a local committee has been appointed, participated in discussions regarding the proposed plan and project, reviewed the plan, and recommends its approval; and WHEREAS Independence Township has reviewed the Plan, and has been provided a reasonable opportunity to express views and recommendations regarding the Plan in accordance with Sections 13 (13) of the Act, and has concurred with the provisions of the Plan; and WHEREAS the OCBRA, pursuant to and in accordance with Section 13 of the Act, has approved a resolution (attached) adopting the Plan, and recommends the adoption of the Plan by the Oakland County Board of Commissioners to be carried out within Independence Township relating to the 6756 Dixie Highway redevelopment in Independence Township NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby adopt the Brownfield Redevelopment Plan to be carried out in Independence Township, relating to the 6756 Dixie Highway redevelopment. BE IT FURTHER RESOLVED that a public hearing on the adoption of the Brownfield Plan approved by the Oakland County Brownfield Redevelopment Authority for 6756 Dixie Highway redevelopment in Independence Township shall be held on July 16, 2014 at 7:15 AM in the Oakland County Board of Commissioners' Auditorium, 1200 North Telegraph Road, Pontiac, Michigan. INTRODUCTION AND PURPOSE In order to promote the revitalization of environmentally distressed and blighted areas within the boundaries of Oakland County (the County"), the County has established the Oakland County Brownfield Redevelopment Authority (OCBRA) the "Authority" pursuant to the Brownfield Redevelopment Financing Act, Michigan Public Act 381 of 1996, as amended ("Act 381"). The primary purpose of this Brownfield Plan ("Plan") is to promote the redevelopment of and private investment in certain Brownfield properties within the County. Inclusion of property within this Plan will facilitate financing of environmental response and other eligible activities at eligible properties, and will also provide tax incentives to eligible tax payers willing to invest in revitalization of eligible sites, commonly referred to as Brownfields. By facilitating redevelopment of Brownfield properties, this Plan is intended to promote economic growth for the benefit of the residents of the County. The Property is currently zoned MS: Motor Vehicle Service Station, is commercially developed, and located in an area of the Independence Township in Oakland County characterized by commercial properties. The identification or designation of a developer or proposed use for the eligible property that is subject to this Plan shall not be integral to the effectiveness or validity of this Plan. This Plan is intended to apply to the eligible property identified in this Plan and, to identify and authorize the eligible activities to be funded. Any change in the proposed developer or proposed use of the eligible property shall not necessitate an amendment to this Plan, affect the application of this Plan to the eligible property, or impair the rights available to the Authority under this Plan. This plan is intended to be a living document, which may be modified or amended as necessary to achieve the purposes of Act 381. The applicable sections of Public Act 381, as amended are noted throughout the plan for reference purposes. This Brownfield Plan contains information required by Section 13(1) of Act 381. This Brownfield Plan is a single phase associated with the redevelopment of the property. II. GENERAL DEFINITIONS AS USED IN THIS PLAN Terms used in this Brownfield Plan are defined as provided in the following statutes, as appropriate: The Brownfield Redevelopment Financing Act, 1996 Mich. Pub. Acts. 502 which amended Pub. Act 381, M.C.L. § 125.2651 et seq., as amended. PM Environmental, Inc. BROWNFIELD PROJECT SUBJECT PROPERTY The subject property consists of two (2) legal parcels totaling 1.29 acres with a street address of 6756 Dixie Highway, Independence Township, Michigan. The tax ID numbers of the subject property is 08-29-328-008 and 08-29-328-009. The parcel numbers and legal descriptions are also included in Appendix A. This parcels and all tangible personal property located thereon will comprise the eligible property and is referred to herein as the "Property". The Property is considered "eligible property" as defined by Act 381, Section 2 because (a) the Property was previously utilized or is currently utilized for a commercial purpose; and (b) the Property is determined to be a "facility" as defined by Act 381. 6756 Dixie Highway (08-29-328-008 and 08-29-328-009) The subject property consists of two adjoining parcels both associated with the current gasoline dispensing station. Original development of the subject property occurred prior to 1940 with a building consistent with a gasoline service station. The original gasoline service station building was demolished, when the current building was constructed in 1970. City directories indicate the operations included automotive service from at least 1957 to approximately 2009. The current building was remodeled in 1992 to the current configuration, which included a car wash and small convenience store area. The building has been vacant since approximately 2009. Identification of the Property as a "Facility" Real estate that is contaminated by a release from a UST system is a "property" pursuant to Part 213. "Contaminated" is defined in Part 213 as the presence of a regulated substance in soil, surface water, groundwater, or air that has been released from a UST system at a concentration exceeding the level set forth in the RBCA tier I screening levels established under section 20120a(1)(a) and (b) of NREPA. A location where a release has occurred or a threat of release exists from an underground storage tank system, excluding any location where corrective action was completed which satisfies the applicable RBSL or SSTL is a "Site" pursuant to Part 213. Contaminant concentrations identified on the subject property in soil and/or groundwater indicated exceedances the GCC/RBSLs established under section 20120a(1) of NREPA, as revised by the MDEQ on December 30, 2013. Specifically, the Part 213 DWP/DW, GSIP, and Residential SVII RBSLs were exceeded. The subject property is also an open LUST site. Therefore, the subject property is a "property" and a "site" in accordance with Part 213 of P.A. 451, as amended. PROJECT DESCRIPTION Clarkston Dix Properties, LLC intends to demolish the existing vacant gasoline dispensing station, remove the existing underground storage tank (UST) system and contaminated soil and construct approximate 6,000 — 7,000 square foot commercial building. It is anticipated that the building will be located facing towards the intersection where South Main Street and Dixie Highway meet, with parking constructed behind the building. Landscaped areas and groomed grass will fill in the remaining areas of the property. Clarkston Dix Properties, LLC intends to use brownfield redevelopment tax increment financing to reimburse the cost of eligible activities needed to prepare the property for proper redevelopment and reuse. This project will include baseline environmental assessments, due care activities, additional response activities, building and site demolition, a pre-demolition asbestos survey and subsequent abatement, and preparation of the brownfield plan. Preliminary concept site plans are included in Appendix C. IV. BROWNFIELD PLAN ELEMENTS A. Description of Costs to Be Paid for with Tax Increment Revenues and Summary of Eligible Activities (Sec. 13 (1)(a),(b)) Tax Increment Financing revenues will be used to reimburse the costs of "eligible activities" (as defined by Section 2 of Act 381, as amended) as permitted under the Brownfield Redevelopment Financing Act that include: Baseline Environmental Site Assessments, Due Care Activities, Additional Response Activities, Demolition, Asbestos Surveys and Abatement, and preparation of a Brownfield Plan as described in this Plan. A complete listing of these activities is included in Table 1 of Appendix E. The following eligible activities and budgeted costs are intended as part of the development of the property and are to be financed solely by the developer. The Authority is not responsible for the cost of eligible activities and will incur no debt. Baseline Environmental Site Assessment Activities; A BEA at a cost of $2,500. Due Care; includes characterization and verification sampling of soil and soil gas to assess and ensure direct contact a vapor intrusion concerns are eliminated at an estimated cost of $7,500. Additional Response Activities; includes contaminated soil disposal and verification sampling associated with development activities (i.e. footings, utility lines etc.) at an estimated cost of $19,500. Demolition; including building demolition (incl. backfill of footing voids, regrading, etc.) and site demolition (incl. removal of asphalt and concrete, guard rails, fencing, roof top unit, freon, light poles, dumpster enclosure, island canopies, etc.) at an estimated cost of $30,402. Asbestos Activities; Pre-renovation asbestos containing materials survey and abatement at an estimated cost of $16,600. Preparation of Brownfield Plan and associated activities (e.g. meetings with OCBRA, etc.) at a cost of approximately $7,600. A 15% contingency of $11,100 is established to address unanticipated environmental and/or other conditions that may be discovered through the implementation of site activities. PM Environmental, Inc. Page 4 Brownfield Plan for the Gasoline Dispensing Station Located at 6756 Dixie Highway, Independence Township, MI PM Project No. 02-818-6; May 16, 2014 All activities are intended to be "Eligible Activities" under the Brownfield Redevelopment Financing Act. The total estimated cost of Eligible Activities subject to repayment or reimbursement from tax increment revenues is approximately $84,102 with a potential $11,100 contingency, resulting in an approximate total, to not exceed cost of $95,202. In addition to the Eligible Activities described above, this Plan includes administrative fees for the ROBRA at $1,500/year totaling approximately $36,000 and capture of local available taxes for 5 years following developer reimbursement for the Local Site Remediation Revolving Fund (LSRRF) totaling $20,000. B. Estimate of Captured Taxable Value and Tax Increment Revenues (Sec. 13(11(c)) Incremental taxes on real property included in the redevelopment project will be captured under this Brownfield Plan to reimburse eligible activity expenses. Tax increment revenue capture is estimated to begin in 2015. The effective base taxable value of the land and real property is $206,110; no personal property is associated with the site. The estimated taxable value of the completed development is $525,000 beginning in 2015. Tax increment revenue assumes a one-year phase-in for completion of the redevelopment, which has been incorporated into the tax impact and cash flow assumptions for this plan. An annual increase in taxable value of 1% has been used for calculation of future tax increments in this plan. The OCBRA will continue capturing tax increment revenues for 5 years following payback, to build the Local Site Remediation Revolving Fund (LSRRF). The estimated captured taxable value and tax increment revenues for the Property and millages levied by the taxing jurisdictions for each year of the plan are presented in Table 2 in Appendix E. C. Method of Financing and Description of Advances by the Municipality (Sec. 13(1)(d)) Redevelopment activities at the property will be initially funded by Clarkston Dix Properties, LLC. Costs for eligible activities funded by Clarkston Dix Properties, LLC will be repaid under the Michigan brownfield redevelopment financing program with incremental taxes generated by future development of the property. No advances will be made by the OCBRA for this project. D. Maximum Amount of Note or Bonded Indebtedness (Sec. 13(1)(e)) Oakland County will not incur a financial note or bonded indebtedness for this project. Therefore, a reporting on indebtedness is not required. E. Beginning Date and Duration of Brownfield Plan (Sec. 13(1)(f)) The duration of this Plan should be not less than the period required to reimburse all eligible activities plus five years for additional capture to build the LSRRF. The approval date of the Brownfield Plan by the County Board of Commissioners will mark the beginning of the reimbursement period, unless modified at the discretion of the County as allowed under Act 381. In no event, however, shall this Plan extend beyond the maximum term allowed by Section 13(22) of Act 381 for the duration of this Plan, currently limited to 30 years. PM Environmental, Inc. Page ii Baseline Environmental Assessment of the Vacant Gasoline Dispensing Station Located at 6756 Dixie Highway, Clarkston, Michigan PM Project No. 02-818-5; March 18, 2014 1.0 INTRODUCTION AND DISCUSSION PM completed a Baseline Environmental Assessment (BEA) in accordance with Part 213 of the Natural Resources and Environmental Protection Act (NREPA), P.A. 451 of 1994, as amended (Part 213) for the vacant gasoline dispensing station and automotive service garage (Parcel ID: 08-29-328-008 and 08-29-328-009) located at 6756 Dixie Highway, Clarkston, Oakland County, Michigan 48346 (Figure 1). The subject property consists of two parcels containing approximately 1.29 acres, occupied by a 2,911 square foot building with a canopy and fuel dispensers to the south. The current underground storage tank (UST) basin is located to the south of the fuel dispensers (Figure 2). Original development of the subject property occurred prior to 1940 with a building consistent with a gasoline service station. The original gasoline service station building was demolished, when the current building was constructed in 1970. City directories indicate the operations included automotive service from at least 1957 to approximately 2009. The current building was remodeled in 1992 to the current configuration, which included a car wash and small convenience store area. The building has been vacant since approximately 2009. 1.1 Owner/Operator Information Clarkston Dix Properties, LLC, 40700 Woodward Avenue, Suite 250, Bloomfield Hills, Michigan 48304, intends to purchase the property on March 28, 2014. 1.2 Intended Use of the Subject Property Clarkston Dix Properties, LLC intends to demolish the current building is redevelop the property for commercial and retail use. 1.3 Summary of All Appropriate Inquiry Phase I Environmental Assessment PM completed a Phase I Environmental Site Assessment (ESA), dated March 18, 2014, in conformance with the scope and limitations of ASTM Practice E 1527-13 (i.e., the `ASTM Standard'). A copy of the March 2014 Phase I ESA, including photographs of the subject property, is included in Appendix A. The following recognized environmental conditions (RECs) were identified in PM's March 2014 Phase I ESA: • The subject property was occupied by gasoline service stations likely from prior to 1940 until 2009, and is also identified as an open LUST site associated with the 560-gallon used oil UST. Soil and groundwater contamination has been identified east of the subject building associated with a former fuel oil UST, as well as south of the building associated with the historical long term fuel dispensing operations and used oil UST. Based upon review of the previous subsurface investigations, soil and groundwater contamination was previously identified, which exceeds the current Part 201 and Part 213 Residential and Nonresidential Generic Cleanup Criteria (GCC) and/or Tier 1 RBSLs. Based on these analytical results, and the open LUST status, the subject property would be classified as a "site", as defined by Part 213 of P.A. 451, of the Michigan Natural Resources Environmental Protection Act (NREPA). Page 1 Baseline Environmental Assessment of the Vacant Gasoline Dispensing Station Located at 6756 Dixie Highway, Clarkston, Michigan PM Project No. 02-818-5; March 18, 2014 The following adjoining and/or nearby RECs have been identified: • The east adjoining property, identified as 6750 Dixie Highway was occupied by a gasoline service station located in the northwestern portion of the property, from at least 1949 until 1968. Based on the regional groundwater flow to the northwest (towards the subject property), the potential exists for contamination to be present from the historical gasoline service station and/or current dealership service and fueling operations, and for the contamination to have migrated onto the subject property. 1.3.1 Phase I ESA Exceptions or Deletions There were no exceptions or deletions from the Federal All Appropriate Inquiry Rule under 40 CFR 312, or the ASTM Standard during the completion of the March 2014 Phase I ESA. No special terms or conditions applied to the preparation of the Phase I ESA. t3.2 Phase I ESA Data Gaps PM did not identify any significant data gaps during the completion of the March 2014 Phase I ESA. 1.4 Summary of Previous Site Investigations PM reviewed the following previous environmental reports for the subject property. (CES) Phase II ESA and Documentation of Due Care Compliance (DDCC) 1-23-13 PM The subject property had two previous releases (January 29, 1991 and August 23, 1992), which received closure status on September 20, 1996. The January 29, 1991 release was based upon groundwater analytical results and the August 23, 1992, release was based upon a failed tank tightness test. EST and Delta conducted various site investigations to delineate the nature and extent of petroleum contamination associated with these two releases. In addition, the UST systems were replaced in 1992 shortly after the failed tank tightness test. Both soil and groundwater had been impacted; however, no soil or groundwater remediation was conducted. Contamination was defined to an area east of the building associated with a former fuel oil UST, and south of the building associated with the gasoline dispensing operations. Monitored Natural Attenuation was pursued with annual groundwater sampling in 1990, 1991, 1992, 1993, and 1994 and bi-annual groundwater sampling in 1995 and 1996. Delta submitted an Unrestricted Tier 1 Residential Closure for both releases on September 20, 1996. MDEQ granted closure for both releases without auditing the report. PM Environmental, Inc. PM reviewed a January 2013 LUST Closure Report (unavailable as part of the previous PM site investigations), which documents the release was reported from the UST spill protection system. Subsurface sampling was conducted by CES in August 2012, which included two soil borings at each of the used oil UST, as well as soil and groundwater sampling. Soil and groundwater samples were analyzed for volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PNAs), metals. Laboratory analytical results identified groundwater contamination above current MDEQ Part 213 Residential and Nonresidential Drinking Water (DW) Risk Based Screening Levels (RBSLs). A July 2013 letter from the MDEQ documents the LUST Closure was audited and was not approved based on additional sampling requirements to obtain closure. CES submitted a response to the MDEQ in October 2013, and based on MDEQ correspondence in November 2013, additional actions are still warranted to obtain regulatory closure. Therefore, the release remains open. A BEA was completed by PM in December 2012 based on the existing LUST data obtained between 1991 and 1996. PM also completed a Phase II ESA in January 2013 to assess deficiencies identified with the previous LUST investigations (between 1991 and 1996), and to assess the RECs identified in the 2012 Phase I ESA. The deficiencies/RECs identified in the Phase I ESA included: the known soil and groundwater contamination at the property; the lack of assessment of the gasoline dispensing operations from 1996 to 2009; the lack of assessment of the historical automotive service operations including the former use of in-ground hoists; the potential for orphan USTs to be present; staining observed along the exterior north facing building wall associated with a former air compressor discharge point; the potential historical use of a private septic system; and the lack of adequate sampling during LUST closure activities. Additionally, PM identified a nearby property (identified as 6700 Dixie Highway) as a REC due to the long term dry cleaning operations and the known migration of dry cleaning contaminants in the direction of the property, which was evidenced by the historical identification of chlorinated compounds in a former subject property water well. PM also identified the east adjoining property (6750 Dixie Highway) as a REC due to the long term automotive dealership service operations, and the historical presence of a gasoline service station in the northwestern portion of the site (approximately 100 feet away) with documented groundwater flow towards the subject property. On January 15, 2013, PM completed a scope of work consisting of a GPR survey to assess the potential for orphan USTs, the advancement of eight soil borings, and the collection of soil samples. No groundwater was encountered. The soil samples were submitted for laboratory analysis of volatile organic compounds (VOCs), polynuclear aromatic compounds (PNAs), polychlorinated biphenyis (PCBs), cadmium, chromium, and lead, or some combination thereof. No anomalies consistent with orphan USTs were identified. Laboratory analytical results also document that no additional soil contamination was identified above laboratory method detection limits (MDLs) and/or the most restrictive Part 201/Part 213 Generic Cleanup Criteria (GCC)/Tier 1 RBSLs. The results did not identify a new release. Additionally, PM reviewed additional historical records as part of this site assessment, which included water well sampling logs for the greater subject property area in attempt to delineate the potential for groundwater contamination from the nearby dry cleaner (4700 Dixie Highway). Analytical results of well sampling to the south and west of the subject property conducted between 1989 and 2001, documented no evidence of groundwater impact from the dry cleaner. Based on this information, the depth to groundwater in the region (25 foot bgs or greater), and PM Environmental, Inc. Due to the presence of the plywood subfloor in the former service garage area, PM was unable to visually inspect for potential in-ground hoists. As previously indicated, historical records identified two single-piston in-ground hoists were utilized with no documented removal date. No evidence of potential in-ground hoists were identified as part of the previous subsurface investigation and no evidence of a release was documented; however, if orphaned in-ground hoists are identified in the future, further evaluation may be necessary. Subsurface Investigations Techniques and QA/QC Procedures Refer to previous reports included as part of the Phase I ESA for additional information regarding the subsurface investigation techniques and QA/QC procedures. 1.6 Geology and Hydrogeology Geology generally consists of sand and gravel fill material with varying thicknesses from beneath the surface to approximately 5.0 feet below ground surface (bgs), followed by brown poorly sorted sand with varying amounts of silt and gravel to approximately 41 feet bgs, followed by gray silty clay to 44 feet bgs, the maximum depth explored. Groundwater was encountered at average depths of approximately 22 to 26 feet bgs within the sand unit. An estimated groundwater flow direction was determined to be toward the northwest. 2.0 LOCATION OF CONTAMINATED MEDIA ON THE SUBJECT PROPERTY The analytical results for the soil samples collected during site investigation activities conducted by PM were compared with the Michigan Department of Environmental Quality (MDEQ) GCC and Screening Levels as presented in Part 201 Rules 299.1 through 299.50, dated December 30, 2013 entitled "Cleanup Criteria Requirements fro Response Activity", in accordance with Section 20120a(1) using the Residential and Nonresidential cleanup criteria. The analytical results are summarized in the tables and figures included from previous site investigations. 2.1 Soil Analytical Results (1991-1995) Samples collected during closure activities were analyzed for benzene, toluene, ethylbenzene, and xylenes (BTEX) and methyl tert butyl ether (MTBE). Select samples were additionally analyzed for PNAs and PCBs. The table below summarizes the Part 213 GCC/RBSL exceedances. Analytical results from regular monitoring indicate groundwater impact was not identified above the most restrictive Part 201/213 GCC/RBSLs in the final March 1995 sampling event. Refer to the attached tables and figures for additional information regarding the sampling locations and results. 2.3 CES Analytical Results (2012) Analytical results from soil and groundwater sampling completed by CES identified residual impact in each of the soil samples collected that was below the most restrictive Part 213 RBSLs. Groundwater impact was identified in each of the samples collected with a concentration of n-propylbenzene in CES-2W exceeding the Part 213 DW RBSL. 2.4 PM Analytical Results (2013) Analytical results from soil sampling completed by PM in 2013 identified a concentration of 1,2,4-trimethylbenzene in SB-5 (3-4'). The identified concentration was below the most restrictive Part 213 RBSL and is consistent with residual impact related to the closed LUST status. No other concentrations of VOCs, PNAs, or PCBs were identified above the laboratory M DLs. The results of most recent sampling activities indicated a release had not occurred. PM Environmental, Inc. Page 5 Baseline Environmental Assessment of the Vacant Gasoline Dispensing Station Located at 6756 Dixie Highway, Clarkston, Michigan PM Project No. 02-818-5; March 18, 2014 2.5 Subject Property Facility/Site/Property Status Real estate that is contaminated by a release from a UST system is a "property" pursuant to Part 213, "Contaminated" is defined in Part 213 as the presence of a regulated substance in soil, surface water, groundwater, or air that has been released from a UST system at a concentration exceeding the level set forth in the RBCA tier I screening levels established under section 20120a(1)(a) and (b) of NREPA. A location where a release has occurred or a threat of release exists from an underground storage tank system, excluding any location where corrective action was completed which satisfies the applicable RBSL or SSTL is a "Site" pursuant to Part 213. Contaminant concentrations identified on the subject property in soil and/or groundwater indicated exceedances the GCC/RBSLs established under section 20120a(1) of NREPA, as revised by the MDEQ on December 30, 2013. Specifically, the Part 213 DWP/DW, GSIP, and Residential SVI1 RBSLs were exceeded. The subject property is also an open LUST site. Therefore, the subject property is a "property" and a "site" in accordance with Part 213 of P.A. 451, as amended. 3.0 PROPERTY INFORMATION 11 Legal Description of Subject Property Refer to Appendix C for assessing information which includes a legal description. 3.2 Survey Map of Subject Property A map of the subject property which depicts the property/parcel boundaries is included as Figure 2. 3.3 Scaled Site Map Figures included from the previous site investigations provide a scaled map of the site features and sampling locations with analytical results. 3.4 Scaled Area Map Figure 1 provides a scaled area map depicting the subject property location in relation to the surrounding area. 3.5 Subject Property Address As indicated in Section 1.0, the subject property (Parcel ID: 08-29-328-008 and 08-29-328-009) is located at 6756 Dixie Highway, Clarkston, Oakland County, Michigan 48346 (Figure 1). 3.6 Subject Property Spatial Data As depicted in Figure 1, the subject property is located in Township four North (T. 4N), Range nine East (R. 9E), Section 29, southwest quarter, southeast quarter-quarter, Clarkston, Oakland County, Michigan. According to the MDEQ Groundwater Mapping Project Website, the center of the subject property is located at latitude 42.7213 and a longitude of -83.4189. PM Environmental, Inc. The analytical results are summarized in the included Tables from previous investigations. CAS numbers associated with each target analyte identified above the laboratory MDLs and maximum contaminant concentrations are also presented in the included Tables, 4.2 Laboratory Reports and Chain of Custody Documentation Samples collected were submitted under chain of custody procedures and within applicable holding times.
