HomeMy WebLinkAboutResolutions - 2014.08.20 - 21446MISCELLANEOUS RESOLUTION#14192 August 20, 2014 BY: HUMAN RESOURCES COMMITTEE—JOHN SCOTT, CHAIRPERSON IN RE: HUMAN RESOURCES DEPARTMENT EXCEPTION TO MERIT RULE 2.10.1.2 — INFORMATION TECHNOLOGY DEPARTMENT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Merit Rule 2.10.1.2 provides that "Exceptions may be made in departments or divisions which have received approval from the Board of Commissioners and the County Executive to adopt work schedules other than eight hours per day, such as 4/40, flex time, etc."; and WHEREAS the Information Technology Department is requesting an exception to Merit Rule 2.10.1.2 with regards to payment of overtime for non-exempt classifications as identified; and WHEREAS overtime shall be paid after 40 hours in a work week in accordance with the Fair Labor Standards Act; and WHEREAS Information Technology Department's professional employees are working in a 24X7 high availability environment and staff are called upon to work outside of their regular work schedule when dealing with maintenance, incident, and project related work; and WHEREAS the option for non-exempt employees to use flextime versus overtime to meet the needs of the departments cultivates a more productive, open work environment that provides both the employees and their Supervisors another approach to accomplish the required work. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the exception to Merit Rule 2.10.1.2 for employees to receive overtime only after working in excess of 40 hours per week in accordance with the employee's regular work schedule. BE IT FURTHER RESOLVED this exception will apply to the following non-exempt classifications in the Information Technology Department: Job Classification Customer Services Technician III Customer Services Technician II Customer Services Technician I Data Processing Equipment Operator ill Data Processing Equipment Operator II Data Processing Equipment Operator I Project Support Specialist Senior Radio Communication Technician Telephone Communications Technician Radio Communications Technician Technical Operations Supervisor GIS Enterprise Data Technician II GIS Enterprise Data Technician I Computer Operations Supervisor IT Business Analyst IT User Support Specialist I IT User Support Specialist II Production Control Analyst Job Code 000184 000183 000182 000192 000191 000190 000392 000416 000510 000741 001129 001139 000921 001398 001399 001400 001401 001408 Chairperson, on behalf of the Human Resources Committee, I move the adoption of the foregoing resolution.
