IN RE: HUMAN RESOURCES DEPARTMENT/HEALTH & HUMAN SERVICES DEPARTMENT — NEW
CLASSIFICATION AND POSITION OF LACTATION SPECIALIST
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Comprehensive Planning Budgeting and Contracting (CPBC) grant, MR# 13270,
amendment #4, was received with approval from the Oakland County Health & Human Services Department;
and
WHEREAS the amendment is intended to allow the Health & Human Services Department to provide
lactation support services to pregnant and breastfeeding clients of the Woman, Infant and Children (WIC)
program; and
WHEREAS this would be accomplished by staff providing support, encouragement, and knowledge on
common breastfeeding practices and concerns to approximately 930-950 pregnant and breastfeeding WIC
clients, including traveling approximately 8 hours per month to hospitals, human service agencies or providers
locations; and
WHEREAS to aid in providing this service, the Human Resource Department proposes to create a
new classification and position of Lactation Specialist, Full Time Eligible at a flat rate of $13.00 per hour within
in the Health & Human Services Department; and
WHEREAS the position of Lactation Specialist would be 100% grant funded through the CBPC grant
including the salary, wages, travel, and all incidentals to complete the job; and
WHEREAS this funding is available from Amendment #4 and will be reflected in the 3'1 Quarter
Forecast from Fiscal Services.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves
to create a new classification of Lactation Specialist, excluded from the Salary Administration Plan, with a flat
rate of $13.00 per hour.
BE IT FURTHER RESOLVED to create one (1) SR funded, Full Time Eligible Lactation Specialist
position in Health and Human Services Department, Health Division, Unit number 1060284.
BE IT FURTHER RESOLVED that continuation of this position would be contingent upon future grant
funding.
Chairperson, on behalf of the Human Resources Committee, I move the adoption of the foregoing
resolution.
