OPDYKE ROAD, PONTIAC, MI. To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS, the Water Resources Commissioner's (WRC) office plans to renovate and occupy the building located at 522 S. Opdyke Road, Pontiac, Michigan with operations and maintenance units; and WHEREAS, the operations and maintenance units are identified as System Controls, Water Metering and Water Maintenance serving the northern portion of Oakland County; and WHEREAS, the building located at 522 S. Opdyke Road, Pontiac, Michigan was constructed in 1962 and is in need of repair and renovations; and WHEREAS, on October 1, 2014, the WRC will be taking full responsibility of the maintenance for the City of Pontiac water system; and WHEREAS, additional staff, equipment and facilities are necessary for the efficient operation of the units and to enable them to respond to emergency situations throughout the region in a more timely manner; and WHEREAS, the Act 342 Agreement established in FY 2012 between the City of Pontiac and Oakland County transferred the operations of the entire Pontiac water and sewer systems and associated assets including the building located at 522 S. Opdyke Road, Pontiac, Michigan; and WHEREAS, the estimated costs of the renovation is $1,918,379 and will be funded from the various Water and Sewer Systems that are operated and maintained by the Water Resources Commissioner. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the renovation of the building located at 522 S. Opdyke Road in Pontiac, Michigan in the amount of $1,918,379. Form DC-001 OAKLAND COUNTY WATER RESOURCES COMMISSIONER MEMORANDUM TO: Budget Task Force FROM: Navid H. Mehrann, P.E., Operations Engineer SUBJECT: 522 South Opdyke Road, Pontiac, Michigan Building Renovations DATE: September 4, 2014 The Water Resources Commissioner's Office (WRC) is requesting Budget Task Force approval and the establishment of proper accounting requirements to fund the 522 S Opdyke, Pontiac building renovations. Upon budget task force approval, we would like Fiscal Services to establish a Project ID for allocation of the project costs in accordance with the attached allocation table. The WRC plans to occupy the building located at 522 S Opdyke, Pontiac with two operations and maintenance units. The units are System Controls, Water Metering and Water Maintenance for the northern portion of Oakland County. The System Control Unit is currently operating out of the Pump Maintenance building located at 4860 Pontiac Lake Road, Waterford. The existing building has limited space which makes it very difficult for both the Pump Maintenance Unit (PMU) and the System Controls Unit (SCU) to operate within. Starting October 1, 2014, the WRC will be taking responsibility of the maintenance for the City of Pontiac water system. This new system will require additional staff and facilities. In order to optimize the location of WRC maintenance personnel, to have sufficient facilities for materials, equipment and offices and to be able to respond to emergencies within the region more efficiently, the WRC is requesting approval to transfer funds from the enterprise funds identified in the attached allocation to the Pontiac Sewer Fund for the capital improvements necessary at 522 Opdyke. Project Background The 522 S Opdyke building was originally constructed 1962. The building functioned as the City of Pontiac Water and Sewer building, all of water and sewer maintenance staff and billing services operated out of this building. When the Act 342 agreement between City of Pontiac and Oakland County was established in 2012, the entire water and sewer systems and associated assets were transferred to Oakland County. The Oakland County Water Resources Commissioner plans to occupy the building for use of the SCU and WMU personnel who operate and maintain water and sewer systems in the northern portion of the county. This reorganization of units will allow the O&M division to be more efficient by making it more centralized to the service area and allow better customer service to those comminutes. The building at 522 Opdyke Road in Pontiac was constructed and designed to operate for a water and sewer utility provider. The building was found to be sound condition. No major renovations or improvements have been made to the building since the time of construction. The majority of the equipment and building features within the shell of the building have outlived their useful life making the cost of maintenance equal to, or greater than, the cost of replacement. The OAKLAND COUNTY WATER RESOURCES COMMISSIONER Page 1 of 4 Rev.: 11/05/08 Form DC-001 WRC, working with Hartman Architects, developed a list of improvements that are required to allow the occupancy of the WRC staff. Existing building condition and assessment: • Roof o The existing building roof is more than 20 years old and experiences leaks during rain events. The WRC contracted Butcher and Butcher Construction Company to evaluate the existing roof condition. The condition assessment indicated the roof has less than one year of service life remaining. The Butcher and Butcher report is available upon request • Architectural 0 The existing building layout related to the office area is very inefficient. o The carpet, ceiling tiles and floor tiles are original to the building. The carpet is worn beyond its useful life. The ceiling tiles are damaged due to roof leaks and age. The floor tiles are anticipated to have asbestos and could be damaging to human health. • Electrical o The building light fixtures are original to the building and are very inefficient. O The revised layout of the building will impact the existing electrical layout. o Electrical outlets currently are not sufficient to service the new occupancy of the building and more outlet sources are required. o The electrical distribution system in the basement has inadequate space for additional loads and has outlived its useful life. • HVAC o The building heat source is the original boiler system. The building currently has minimal ventilation. Air conditioning is managed by several window units throughout the facility. • Network o The only computer network service within the building is a wireless network supplied by a commercial supplier (AT&T). This system is not sufficient for the proposed number of users and does not meet Oakland County IT requirements. • Security o No security for the building currently exists. • Site Work o Minor modifications are required to allow for better security and personnel safety. The proposed building and site renovations: • Roof o Remove and replace the entire membrane roof system. • Architectural o Revise office room layout to allow for more space and efficient operation. o Remove and replace carpet and ceiling tiles. O Remove or cover existing tile floor with new vinyl tile. o Add a new women's locker room and shower. o Revise the existing single men's and women's bathroom to be handicap accessible. o Partition the existing storage area to allow for a SCU cabinet construction area. o Partition the garage area to create caged storage space for WMU meters and miscellaneous inventory. O install new duct work for conveyance of the forced air. O Install new exhaust fans for the restroom areas. O Install new unit heaters for the garage area. • Electrical O install new lighting fixtures based on new layout. O Install new outlets and power source location based on revision to building occupancy. O Install a new distribution panel in the basement to capture the additional HVAC loads and allow for future expansion. • Network O Install new voice/data and telecommunication equipment. O Utilize existing AT&T fiber and implementing Opti-Man to access the county network. • Security O Install new cameras along the perimeter of the building. O Install a new key card access point for the main entrances into the building. O Revise the automatic gate operator to operate with Oakland County Maintenance Units vehicles. • Site Work O Install site fencing to better secure the staff from public access. o Provide striping for parking. o Install a new manual gate. Project Funding Because this building will be occupied by the Operation and Maintenance units servicing several communities under the WRC's responsibility, the funding for this project will come from the Water 2% Operating Reserve, Sewer 2% Operating Reserve, Pontiac Water, Pontiac SDS, Pontiac VVVVTP, Clinton-Oakland SDS, Evergreen-Farmington SDS, GWK Twelve Towns and Huron- Rouge SDS. An allocation has been established based upon the number of labor hours for each system by the units occupying the 522 building. This will be used to allocate all costs, as well as ongoing annual maintenance costs. The overall project cost is estimated to be $1,918,379. The project has not yet been bid. An attached table shows the proposed allocation based on this estimate. FM&O has brought on board an approved general contractor Frank Rewold and Son, Inc. which will assist in the bidding process, managing trades, schedule and executing the work. OPDYKE ROAD, PONTIAC, MI. TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. This Resolution approves the Water Resources Commissioner's request for the renovation of the building located at 522 S. Opdyke Road in Pontiac, Michigan. 2. The building and associated assets of the Pontiac water and sewer systems were transferred to Oakland County as part of the Act 342 Agreement established in FY 2012 between the City of Pontiac and Oakland County. 3. The renovation of the building will allow the System Controls, Water Metering and Water Maintenance units to be located in one location for enhanced operational efficiencies. 4. Effective October 1, 2014, the Water Resources Commissioner is responsible for the maintenance of the City of Pontiac's water system and the City of Pontiac's Sewer System. 5. The estimated renovation cost of the building is $1,918,379, which $98,519 will be funded directly from the Pontiac Sewer Fund (#57434) and $1,819,860 will be funded from the benefiting Water Resources Commissioner Special Revenue and Enterprise funds. 6. The Water Recourses Commissioner with assistance from Facilities Management will competitively bid for the project in accordance with Oakland County Compliance Office policies and procedures. Facilities Management construction manager Frank Reword and Son, Inc. was selected to manage the project and will sub-contract all trades. 7. The renovation cost will be capitalized as building improvements in the Pontiac Sewer Fund and depreciated over the useful life of 40 years and the on-going annual maintenance costs for the building will also be funded by the benefiting Enterprise funds. 8.
