HomeMy WebLinkAboutResolutions - 2015.01.29 - 21663MISCELLANEOUS RESOLUTION # 15008 January 29, 2015 BY: Public Services Committee, Bill Dwyer, Chairperson IN RE: SHERIFF'S OFFICE — APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN PONTIAC SCHOOLS, OAKLAND SCHOOLS AND THE OAKLAND COUNTY SHERIFF'S OFFICE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Pontiac School District wants to apply for a grant with the State of Michigan, Michigan State Police School Safety Program; and WHEREAS the Pontiac School District resides mainly in the City of Pontiac; and WHEREAS the grant requires joint decision making and/or collaboration between Law Enforcement and the Schools; and WHEREAS the Sheriff's Office provides Law Enforcement Services to the City of Pontiac under contract; and WHEREAS the attached Memorandum of Understanding Between Pontiac Schools, Oakland Schools and the Oakland County Sheriffs Office will assist Pontiac Schools to apply and implement the Michigan State Police School Safety Program Grant; and WHEREAS the approval of this Memorandum of Understanding does not obligate the County to any future commitment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the attached Memorandum of Understanding between Pontiac Schools, Oakland Schools and the Oakland County Sheriff's Office, and does ratify, confirm, approve, and authorize the Board Chairperson's signing of the attached agreement on behalf of the County of Oakland. Chairperson, on behalf of the Public Services Committee, I move adoption of the forgoing resolution. PUBLIC SERVICES COMMITTEE PUBLIC SERVICES COMMITTEE VOTE: Motion carried unanimously on a roll call vote. COUNTY OF OAKLAND OFFICE OF THE SHERIFF MICHAEL J. BOUCHARD MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PONTIAC SCHOOLS, OAKLAND SCHOOLS, AND THE OAKLAND COUNTY SHERIFF'S OFFICE DECEMBER 2014 This memorandum of understanding between The City of Pontiac Schools, Oakland Schools, and the Oakland County Sheriff's Office requires joint decision making and/or collaboration for many responsibilities to successfully implement the Michigan State Police School Safety Program Grant. City of Pontiac School's Responsibilities: 1. Pontiac Schools will convene a planning meeting with the Board of Education, administrators, partners, and key staff to discuss the grant expectations and determine the district timeline for implementation. 2. Pontiac Schools will order and install the identified safety equipment, including new lighting and cameras, by September 15, 2015. 3. Pontiac Schools will work collaboratively with Oakland Schools to monitor the purchase orders and delivery of products to ensure that all items ordered match the designated safety equipment specifications. 4. Pontiac Schools Director of Maintenance and Operations will provide oversight of equipment installation. 5. Pontiac Schools Superintendent and key staff will organize and conduct a district level "Back - to - School" Training for all school staff in partnership with Patriot Services, a contracted company hired to conduct training by September 15, 2015. 6. Pontiac Schools will continue to cooperate with all investigations conducted by the Oakland County Sheriff's Office involving allegations of criminal activity that occur on school property. Pontiac Schools will immediately notify the Oakland County Sheriff's Office of any incident requiring law enforcement services that Pontiac Schools' private security contractor cannot provide. 1200 N TELEGRAPH RD BLDG 38 EAST * PONTIAC MI 48341-1044 * (248)858-5000 Oakland Schools Responsibilities: I. Oakland Schools will monitor the financial expenditures and ensure that purchase orders and equipment specifications developed in October match the equipment ordered and installed. 2. Oakland Schools will maintain a master grant file with required documents, including the application, purchase orders, training agenda, and contract with patriot Services for 7 years. Oakland County Sheriff's Office Responsibilities: 1. To the extent permitted by the Oakland County Sheriff's Office current resources, the Oakland County Sheriff's Office will continue to investigate allegations of serious criminal activity that occur on school property and will continue to respond to calls from Pontiac Schools for law enforcement services.
