HomeMy WebLinkAboutResolutions - 2015.01.29 - 21664PUBLIC SERVICES COMMITTEE MISCELLANEOUS RESOLUlION #1500.9 January 29, 2015 BY: Public Services Committee, Bill Dwyer, Chairperson IN RE: SHERIFF'S OFFICE — 2014 AAA TRAFFIC SAFETY EQUIPMENT GRANT ACCEPTANCE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Sheriff's Office has been awarded $10,493 from the AAA Michigan, Traffic Safety Equipment Contribution Initiative; and WHEREAS the funds will be used to purchase portable crash scene lights to be used by Oakland County Sheriff's Office (OCSO) Traffic Unit Crash Scene Investigators to enhance crash scene illumination and traffic safety, and to purchase Speed Lidar Units and accessories to improve police and fire crash scene safety; and WHEREAS no County match is required; and WHEREAS this grant agreement has completed the Grant Review Process according to the Board of Commissioners' Grant Acceptance Procedures. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the 2014 Traffic Safety Equipment Grant award from MA Michigan in the amount of $10,493 with no County match required. BE IT FURTHER RESOLVED that the funding will be used to purchase portable crash scene lights and speed Lidar units. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to execute the grant agreement and to approve any grant extensions or changes, within fifteen percent (15%) of the original award, which are consistent with the original agreement as approved. BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future commitment and continuation of the grant program is contingent upon future levels of grant funding. AAA respects the efforts of these agencies and values their partnerships in our collaborative efforts to save lives and make our roadways safer. Accordingly, AAA has established a special contribution program that allows for these departments to submit requests for grant assistance to aid in the purchase of traffic safety equipment. AAA receives many requests for contributions and this program will allow us to evaluate those requests on a number of criteria to assure the most effective distribution of funds. This is an equipment specific grant program, which means the grant money must be used for the purchase of the equipment outlined in the application. Examples of the types of traffic safety equipment that AAA will consider for this program (consideration will be given to other items also, if they are traffic safety related): Extrication equipment and/or accessories (cribbing & strut kits, etc.) Heavy lift bags GEM car and/or accessories (electric vehicle) - Radar speed trailers or radar speed signs - Roll-over simulators and/or accessories Presentation equipment such as projectors, screens, lamps, microphones, etc. (provided they are used for the presentation of traffic safety based programs) The effort to acquire funds for the purchase of specialized traffic safety equipment is an ongoing process for most agencies. Additionally, the demographics and traffic volumes may change in an area from year to year. As a result of these changing factors it is necessary for agencies to resubmit their application to AAA on a yearly basis_ AAA recognizes that collection of this information and submission of an application is a time- consuming process. We suggest that you maintain a copy of your request that can be easily updated in subsequent years if your application is not selected. Please complete the information in this request form. Providing relevant, detailed information will aid those evaluating these requests to determine the areas of greatest need. The Oakland County Sheriff's Office has over 800 full-time sworn deputies. The portable scene lights would be utilized by the Sheriff's seven Traffic Unit Crash Scene Investigators. The speed lidar units and accessories would be assigned to the Sheriff's Traffic Unit and utilized by the dedicated traffic enforcement Deputies, who are all either certified LTI Operators or Instructors. The Lidar units would be assigned to the Sheriff's Training Unit and utilized by the five Sergeants and Deputies, along with Sheriff's Office personnel. For extrication equipment requests: Indicate the number of extrication requests your agency typically handles per year. List the number of mutual aid requests for extrication your agency handles each year. The seven portable scene lights would be assigned to our seven Crash Scene Investigators to illuminate night time crash scenes for investigative purposes. The enhanced scene illumination would assist crash investigators looking for scene debris, scene evidence, skid marks, gouge marks and other evidence at the crash site. The five LTI Speed Lidar units would be assigned to our dedicated traffic enforcement Deputies. Their primary responsibility is , but are not limited to, countywide traffic enforcement. Strict traffic enforcement has proven to promote safe driving. The new LTI Speed Lidar units requested are more advanced and more reliable (target specific and speed specific) than the Sheriff's current radar units, which are ineffective when traffic is heavy and cars are driving in a pack. ITEM 4: Does your agency currently have, or have they ever had, equipment similar to what you are requesting? If so, is it still in use and how old is it? For extrication requests: If no equipment, how close in miles/time is the nearest equipment available to provide mutual aid? Deputies currently use flash lights, patrol car spot lights and patrol car head lights to illuminate crash scenes. The scene lights will also provide enhanced safety for investigators working at a crash site as well as for traffic traveling through or near a crash scene. The four current LTI Speed Lidar units are over ten years old and have been passed down from the Crash Reconstruction Unit. They were originally purchased for document crash scenes, not traffic safety enforcement. They deal with challenges that are constantly evolving especially through the use of technology. Criminals are becoming much more safisticated, causing an increase in need for technological equipment. There is a definite need for the portable scene lights and Lidar units, but with all the other challenges facing law enforcement, other equipment needs have taken precedence.
