I a • • e REGULAR MEETING OF THE BOARD OF CANVASSERS CITY OF SOUTH= COUNTY OF OAKLAND, MICIUGAN November 13, 2001 The Regular Meeting of the Board of Canvassers convened at 8:30 a.m. on November 13, 2001 in the Council Conference Room, 26000 Evergreen Road, Southfield, Michigan, to canvas the results of the General Election held November 6, 2001. PRESENT: Mary Kathryn DeCuir Sheridan Holzman Charles Kleinbrook ALEtaDM Sylvia S. Stern A motion was offered by .PeCuir and supported by neinbrook that Holzman be elected. Chairman of the Meeting of the Board of Canvassers. Motion was adopted. WHEREAS, at the General Election duly called and held in the City of Southfield, County of Oakland, Michigan, on Tuesday, November 6,1001 between the hours of 7:00 a.m. and 8:00 p.m., Eastern Standard Time, pursuant to the provisions of Act 239, Public Acts of 1970 as amended on September 15, 1981, the candidates whose names appear hereafter and the charter athendments were presented on the ballot at said General City Election; and; WHEREAS, the votes cast at said election have been filed in the office of the City Clerk and have been presented and examined by the Board of Canvassers; NOW, THEREFORE, BE IT RESOLVED that the Board of Canvassers hereby determines that the votes cast for the candidates and charter amendments at the said General Election held on November 6,2001 were as follows: MAYOR CITY CLERK Donald P. Samona Sidney Lantz Kenson Siver CHARTER AMENDMENT "A" Shall section 4.9 of the Charter of the City of Southfield be amended to provide that the amount at which purchases by the city shall be by sealed, competitive bid and authorized by council be increased from five thousand dollars ($5,000.00) or more to ten thousand dollars ($10,000.00) or more. 11/13/2001 11:27 FAX 248+354+7937 SFLD CITY CLERK 4 OAK COUNTY ELEC R1004 CHARTER AMENDMENT "B" Shall section 5.3(d) of the Charter of the City of Southfield which provides that any person, who holds or has held any elective office of the city, shall not be eligible for appointment to a city office or employment for which compensation is paid by the city until after one (1) year has elapsed following the term for which he or she was elected be amended to permit an appointment of such person to a city board or commission. • ( CHARTER AMENDMENT "C" Shall section 5.6 of the Charter of the City of Southfield. be amended to provide that, if a -special election is required to fill' a vacancy in the office mayor, it shall be held as soon as legally possible. CHARTER AMENDMENT "D" Shall section 6.5 (e) of the Charter of the City of Southfield which provides that a vacancy in a civil service employment position must be filled from the three (3) persons standing highest on the eligible list, and that a promotion within the service must be granted to the person standing highest on the eligible list be repealed. CHARTER AMENDMENT ‘`E" Shall the Charter ofthe City of Southfield be amended to provide that a member of council may only abstain from voting on a question in which he or she either has any financial interest other than the common public interest, or if voting on such question would raise an appearance of impropriety, and requiring that the basis for the abstention shall be stated on the record.
