Chairperson, Ladies and Gentlemen:
The Personnel Committee, having reviewed the above referenced
resolution on April 21, 1993, reports with the recommendation that
the resolution be adopted.
Chairperson, on behalf of the Personnel Committee, I move
acceptance of the foregoing report.

IN RE: DEPARTMENT OF INSTITUTIONAL AND HUMAN SERVICES/HEALTH
DIVISION - PROVISION OF JAIL HEALTH SERVICES
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolution #93037 authorized the
continuation of sixteen (16) positions in the Health Division -
Jail Health Unit until April 30, 1993 so that the County Executive
and Sheriff could explore the best way to provide services,
staffing and financial support to the jail health clinic; and
WHEREAS the County Executive and the Sheriff have agreed on
the staffing and service levels required to operate the jail health
clinic, as evidenced by the attached letter of agreement; and
WHEREAS the agreement includes the provision that the Health
Division continue to provide staffing to the jail health clinic;
and
WHEREAS in order to accomplish this task the sixteen (16)
positions budgeted in the Health Division - Jail Health Unit must
be continued; and
WHEREAS funding exists in the 1993 Health Division budget to
cover the cost of continuing these positions, no additional
appropriation is required.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the sixteen (16) positions assigned to the
Health Division's Jail Health Unit (#162-15), scheduled for
deletion on April 30, 1993 pursuant to Miscellaneous Resolution
#93037, be continued.

GENERAL GOVERNMENT COMMITTEE
MEMORANDUM OF AGREEMENT
BETWEEN THE
OAKLAND COUNTY EXECUTIVE
AND THE
OAKLAND COUNTY SHERIFF'S DEPARTMENT
FOR THE PROVISION OF INMATE HEALTH SERVICES
PURPOSES
The purpose of this agreement is to identify the separate and mutual
responsibilities of the Oakland County Executive through the Oakland County Health
Division and the Oakland County Sheriff's Department in providing jail inmate
health services. Therefore, it is mutually agreed and understood that:
RESPONSIBILITIES - OAKLAND COUNTY HEALTH DIVISION
Under the terms of this agreement, the Health Division will:
- Staff 24 hours/7 days per week at Main Jail and Annex (Main Facility).
- Conduct health appraisals within 14-day parameter.
- Order, store, control and pass medications at Main Jail and Annex (Main
Facility) as needed. Monitor the Oakland County Sheriff's Department
staff's administration and dispensing of medication at Satellite
facilities during weekly visits to deteLmine compliance with appropriate
procedures and protocols, and notify designated Oakland County Sheriff's
Department Supervisory/admiistrative staff of any concerns.
- Conduct sick call 5 days per week (Monday-Friday) at Main Jail and Annex
(Main Facility).
- Triage sick-call slips 7 days per week at Main Jail and Annex (Main
Facility).
- ALLange for outside medical/dental consultations and coordinate
appointments and transportation (except abortion services).
- Provide court ordered HIV testing and provide an infection control
program.
- Work with the Sheriff's Department to maintain NCCHC accreditation. .
- Provide appropriate Quality Assurance reviews.
- Provide TB and Sexually Transmitted Disease Screening.

- Provide boot camp physicals.* The additional charge for boot camp
physicals may be waived if, upon mutual agreement of the Oakland County
Health Division and the Oakland County Sheriff's Department, boot camp
physical requirements can be properly performed by other than a Physician
or Clinical Health Specialist.
- Provide courier service for specimens, if needed.*
- Other activities of mutual agreement between the Oakland County Health
Division and the Oakland County Sheriff's Department.
Additional charge for service.
RESPONSIBILITIES - OAKLAND COUNTY SHERIFF'S DEPARTMENT
Under the teLms of this agreement, the Sheriff's Department will: •
- Contract jointly with the Oakland County Health Division and a local
hospital for inmate inpatient and emergency room services.
- Establish and implement a plan to handle hazardous waste.
- Increase security to three deputies on days and two deputies on afternoons
in the clinic area to allow for more efficient provision of health
services (e.g., sick call, special clinics, etc.). Increased security
staff will be billed to the Health Division.
- Move inmates out of Jail Health holding cells by 8:00 a.m. each morning to
facilitate daily sick call.
- Return over-the-counter medications (e.g., Tylenol, aspirin, stool
softeners, etc.) to the commissary list for direct purchase by inmates.
- Order supplies and materials in a timely manner.
- Other activities of mutual agreement between the Oakland County Sheriff's
Department and the Oakland County Health Division.

It is further mutually agreed and understood that:
- The Oakland County Health Division/Jail Health Program staff are not
responsible for screening or provisions for health services for Work
Release Inmates. However, Work Release inmates may be seen at the Jail
Health Program for nonroutine, immediate care health concerns.
- Personnel costs and responsibilities are placed in the Health Division.
- Operational supplies and materials costs and responsibilities are
in the Sheriff's Department.

- Each agency will work cooperatively with the other to address the needs of
specialized care inmates.
AGREEMENT PERIOD
This agreement is in full force and effect commencing April 2, 1993, through
April 2, 1997. This agreement can be extended or modified by mutual agreement of
the parties. Additionally, this agreement can be terminated, for just cause, by
either party by providing ninety (90) days written notice to the other.

RESOLUTION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #93xxx and finds:
1. The resolution continues funding for sixteen (16)
governmental funded positions in the Health Division's
Jail Health Unit (#162-15), scheduled for deletion on
April 30, 1993.
2. Position cost for the balance of 1993 equals $593,534, of
which $394,283 is salary cost, $180,951 is fringe benefit
cost, $17,500 is overtime cost and $800 is operating.
3. Funding is available in the Health Division budget to
cover the extension, the following amendment to the 1993
budget is recommended:
