IN RE: SHERIFF'S OFFICE — MICHIGAN HIGH INTENSITY DRUG TRAFFICKING AREA GRANT
ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS The Office of National Drug Control Policy has designated Southeastern Michigan as a High
Intensity Drug Trafficking Area (HIDTA); and
WHEREAS HIDTA has authorized payment of $18,839 to support the purchase of a gas
chromatograph/mass spectrometer (GC/MS) for analysis of prescription and other illicit drugs
encountered in laboratory casework; and
WHEREAS the total cost of the equipment is $90,118; and
WHEREAS the FY2014 Paul Coverdell Grant approved by Miscellaneous Resolution #15060 will fund
$58,322 of the GC/MS with a county match of $12,957; and
WHEREAS this grant has completed the grant review process according to the Board of Commissioners
Grant Acceptance Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
Michigan High Intensity Drug Trafficking Area Grant funding from the State of Michigan in the amount of
$18,839.
BE IT FURTHER RESOLVED that the funding will be used to support the purchase of a gas
chromatograph/mass spectrometer.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to
execute the grant agreement and to approve any grant extensions or changes, within fifteen percent
(15%) of the original award, which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future
commitment and continuation of the grant program is contingent upon future levels of grant funding.
Chairperson, on behalf of the Public Services Committee, I move adoption of the foregoing resolution.

Dear Mr. Azzam:
I am requesting consideration for receiving HIDTA funds to support the purchase of a gas
chromatograph/mass spectrometer (GC/MS) for analysis of prescription and other illicit drugs
encountered in laboratory casework. GC/MS instrumentation allows analysts to identify
substances at their molecular levels to determine what drug(s) submitted tablets contain in
cases of possession, intent to deliver, and delivery of controlled prescription drugs.
It is necessary to determine what drug(s) submitted tablets contain since pseudo-prescription
drugs exist in the illicit market. These "fake" tablets resemble their "real" counterparts in their
coloring, shape, and markings. However, the "fake" tablets may not contain the active drugs
that their "real" prescription counterparts are made of or the "fake" tablets may contain a
different mixture of controlled drugs. Instrumental analysis confirms what drug(s) the
submitted tablets contain.
The primary GC/MS instrument used in the laboratory is approximately 20 years old. While it
still is functional, it is past its expected lifetime of service and the loss of this instrument would
severely impact our ability to test prescription and other controlled drugs. Consequently, this
would result in delays in charging suspects, carrying out of search warrants, and the
disposition of court cases.
In order to maintain adequate customer service it is imperative that drug analysts have
access to reliable, accurate instrumentation for the analysis of prescription and other illicit
drugs. With the support of HIDTA funds we will be able to purchase a replacement GC/MS
instrument that will insure our continued ability to provide the level of support that our
customers require.

Dear Mr. Azzam:
The Sheriff's Office has recently purchased a GC/MS (gas chromatograph mass spectrometer). This
instrument will be routinely utilized for the analysis of prescriptions drugs by our laboratory chemists.
We are requesting reimbursement of eighteen-thousand ($18,000.00) dollars from 1-11DTA prescription
drug grant funds to be used to support the cost of the analyzer purchase price of ninety-thousand
one-hundred and eighteen dollars and forty-eight ($90,118,48) cents.
I have enclosed the purchase order and invoice for the instrument purchase. The reimbursement
check should be made out to County of Oakland and sent to the following address:

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution
and finds:
1. The Office of National Drug Control Policy has designated Southeastern Michigan as a High Intensity
Drug Trafficking Area (HIDTA) and has awarded the Sheriff's Office $18,839 towards the purchase of
a gas chromatograph/mass spectrometer (GC/MS) for analysis of prescription and other illicit drugs
encountered in laboratory casework,
2. The total cost of the equipment is $90,118 of which $58,322 was funded by the FY14 Paul Coverdell
Forensic Improvement Grant and the remaining balance of $31,796 was paid out of General Fund
Non-Departmental Grant Match (MR #15060).
3. The HIDTA funding will be used to reduce the original County matching funds from $31,796 to
$12,957.
