HomeMy WebLinkAboutResolutions - 2015.07.29 - 21926MISCELLANEOUS RESOLUTION #15193 July 29, 2015 BY: Finance Committee, Thomas Middleton, Chairperson IN RE: INFORMATION TECHNOLOGY— OAKLAND UNIVERSITY POLICE DEPARTMENT INTENT TO FUNCTION AS A SECONDARY PSAP To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners adopted the Final Amended 9-1-1 Service Plan for the County of Oakland under Miscellaneous Resolution 13-176; and WHEREAS the Oakland University Police Department has served as a dispatch center for emergency calls originating from the campus internal telephone system for many years but has not been listed as a 9-1-1 Public Safety Answering Point (PSAP) in the 9-1-1 Service Plan; and WHEREAS the Oakland University Police Department receives transfer wireless 9-1-1 calls from surrounding Primary PSAPs without the benefit of caller identifying data; and WHEREAS, in order to receive identifying caller data on transferred wireless 9-1-1 calls, a dispatch must have specialized 9-1-1 trunks; and WHEREAS the 9-1-1 service provider may not provide those trunks unless a dispatch center is identified in the 911 Service Plan as a Primary or Secondary PSAP; and WHEREAS a Secondary PSAP is defined in the Emergency Service Enabling Act, Michigan Public Act 32 of 1986, MCL §484.1101 et seq, as amended, as a PSAP that receives 9-1-1 calls from the public switched telephone network by the transfer method only; and WHEREAS the Final Amended 9-1-1 Service Plan for the County of Oakland states that Secondary PSAPs shall assume all costs associated with functioning as a Secondary PSAP, and WHEREAS the Emergency 9-1-1 Service Enabling Act, Michigan Public Act 32 of 1986, MCL §484.1101 et seq, as amended, provides a mechanism under which a PSAP may be added as a Secondary PSAP by providing written notice to the County Clerk of its intention to function as a Secondary PSAP; and WHEREAS the County Clerk has received written notice from the Oakland University Board of Trustees and the Oakland University Police Department of its intention to function as a Secondary PSAP under the Final Amended 9-1-1 Service Plan for the County of Oakland; and WHEREAS Michigan Public Act 32 of 1986, MCL §484.1101 et seq, as amended requires a Board of Commissioners resolution to make minor amendments to the Final Amended 9-1-1 Service Plan for the County of Oakland; NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes a minor amendment of the Final Amended 9-1-1 Service Plan for the County of Oakland adding the Oakland University Police Department as a Secondary PSAP to the list of Secondary PSAPs. BE IT FURTHER RESOLVED that there is no fiscal impact resulting from this minor amendment to the 9-1-1 Service Plan and no budget amendment is required. Chairperson, on behalf of the Finance Committee, I move the adoption of the foregoing resolution. Agendum Oakland University Board of Trustees Formal Session June 8, 2015 OAKLAND COUNTY 911 PUBLIC SAFETY ANSWERING POINT A Recommendation 1. Division and Department: Finance and Administration, Police Department 2. Introduction: The Oakland University Police Department (OUPD) currently receives on-campus 911 emergency calls through a multiline telephone system and 911 emergency calls transferred from local agencies that are applicable to Oakland University. In 2012, the Federal Communications Commission enacted the Multiline Telephone Services Act (Act), which mandates that all such 911 emergency calls be routed directly to a "Public Safety Answering Point" (PSAP). OUPD is not currently designated as a PSAP, and therefore, the University cannot continue to route 911 emergency calls to OUPD and be in compliance with the Act. Compliance with the Act must occur by December 31, 2016. To ensure that OUPD can continue to respond to 911 emergency calls timely, and because of the unique needs of a university campus wherein callers also use 911 for non-traditional emergency calls, the OUPD strongly recommends that the University pursue classification as a PSAP and participate in hardware and software system upgrades with Oakland County. Designation as a PSAP under the Act requires governing body approval, and therefore Board of Trustee (Board) approval. Upon Board approval, the OUPD will file written notice with the Oakland County Clerk's Office of the intent to function as a PSAP, and when complete, a resolution will be introduced to the Oakland County Board of Commissioners to approve the addition of the OUPD to the Oakland County 911 Services Plan. Oakland County supports the addition of the OUPD. 3. Previous Board Action: None. 4. Budget Implications: The cost of this project is projected to be $250,000 and will be funded from the Capital Projects Supplement Fund. The project will take 12-18 months to complete. 5. Educational Implications:. None. 6. Personnel Implications: None. 7. University Reviews/Approvals: This recommendation was prepared by the OUPD Chief of Police and reviewed by the Vice President of Finance and Administration, and President. 8. Recommendation: WHEREAS, Oakland University operates a muitiline telephone system that falls under the Multiline Telephone Services Act (Act) requiring the University to transmit 911 location information to a Public Safety Answering Point (PSAP); and 2 Oakland County 911 Public Safety Answering Point Oakland University Board of Trustees Formal Session June 8, 2015 Page 2 WHEREAS, the Oakland University Police Department (OUPD) currently answers campus 911 calls but is not classified as a PSAP in the Oakland County 911 Services Plan; and WHEREAS, the University wishes to continue having OUPD as the single answering point for 911 calls on campus; now, therefore, be it RESOLVED, that the Board of Trustees authorizes the OUPD Chief of Police to file a notice of intent to operate as a PSAP with the Oakland County Clerk and seek inclusion in the Oakland County 911 Services Plan; and, be it further RESOLVED, that the Board of Trustees authorizes the President, the Vice President for Finance and Administration, and their respective designees, to perform all acts and deeds and to execute and deliver all contracts, instruments and documents required by this resolution that are necessary, expedient and proper in connection with the PSAP Project and the ongoing administration of the PSAP Project; and, be it further RESOLVED, that said contracts, instruments.and documents shall be reviewed by and be in a form acceptable to the Vice President for Legal Affairs and General Counsel prior to execution, and be in compliance with the law and with University policies and regulations and conform to the legal standards of the Vice President for Legal Affairs and General Counsel. 9. ' „5 & 2015 to the Board of TruOt s for Approval by 3 OAKLAND UNIVERSITY BOARD OF TRUSTEES RESOLUTION Pursuant to Section 318 of Michigan Public Act 32 of 1986, MCL §484.1101 et seq, as amended, the Michigan Emergency Telephone Service Enabling Act, the Oakland University Board of Trustees designates the Oakland University Police Department as the public safety answering point (PSAP) for all 9-1-1 calls originating from within the campus to the degree technically possible. Furthermore, pursuant to Section 307(1) of Michigan Public Act 32 of 1986, MCL §484.1101 et seq, as amended, the Michigan Emergency Telephone Service Enabling Act, the Oakland University Police Department shall file a notice with the Oakland County Clerk of intent to function as a Secondary PSAP within the Oakland County 9-1-1 service district. The Oakland University Board of Trustees directs the Oakland County 9-1-1 Coordinator, the Oakland County Clerk, and all applicable communication services providers to implement this directive by (date) date. Oakland UniversfriBoard of Trustees Date 4 OAKLAND UNIVERSITY NOTICE OF INTENT TO FUNCTION AS A SECONDARY PSAP Pursuant to Section 318 of Michigan Public Act 32 of 1986, MCL §484.1101 et seq, as amended, the Michigan Emergency Telephone Service Enabling Act, the Oakland University Police Department shall function as a secondary PSAP within the 9-1 -1 services district of the Final 9-1-1 Service Plan adopted by Miscellaneous Resolution # 99-279 of the Board of Commissioners for the County of Oakland on November 18, 1999.
