DISBURSE FROM THE LARRY PERNICK HEALTH EDUCATION FUND FOR OAKLAND COUNTY
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Larry Pernick Health Education Fund for Oakland County was established in 1997 in
memory of Commissioner Lawrence Pernick; and
WHEREAS the donated funds are intended to be used for health education programs targeted toward
populations at risk for health problems due to socio-economics, race/ethnicity, age, or disability; and
WHEREAS the Pearls of Service Foundation, Inc. is a non-profit organization that provides financial
support for organizations in the areas of education, economic development, health, family stability, the
arts, and leadership development; and
WHEREAS Pi Tau Omega, the Southfield Chapter of the 107-year old Alpha Kappa Alpha Sorority,
Incorporated, has requested funding from the Pearls of Service Foundation to adopt the Mack-Rowe Park
in Royal Oak Charter Township under the 1908 Playground Mobilization Day program; and
WHEREAS the 1908 Playground Mobilization Day program includes activities to teach healthy living
tools, revitalize the park, and provide children with a safe, clean, and vibrant area to play, with the
ultimate goal of increasing use of the park and reducing childhood obesity rates in the surrounding area;
and
WHEREAS the residents of Royal Oak Charter Township are especially at risk for health problems due to
socio-economics, and race. The township racial composition is 95.3% African-American and 31.2% of the
population lives under the federal poverty level; and
WHEREAS expenditures in the amount of $1,550 are being requested from the Larry Pernick Health
Education Fund For Oakland County by the Health Division in fiscal year 2015 to be used to implement
the 1908 Playground Mobilization Day program at Mack-Rowe Park.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby
approves expenditures by the Health Division in the amount of $1,550 from the Larry Pernick Health
Education Fund For Oakland County to be used to implement the 1908 Playground Mobilization Day
program at Mack-Rowe Park in in Royal Oakland Charter Township in fiscal year 2015.
Chairperson, on behalf of the General Government Committee, I move the adoption of the foregoing
resolution.

The Pearls of Service Foundation humbly request approval to obtain a $1,500 grant from the Larry Pernick fund.
The awarded dollars will be used to beautify the Mack-Rowe Park located in Royal Oak Charter Township, MI.
Pearls of Service Foundation, Inc., established in 1999, is a non-profit organization created for the purpose of
providing financial support to organizations in the Southern Oakland County area of Michigan. Our focus is to
foster programs for women and minorities in the areas of education, economic development, health, family
stability, the arts and leadership development.
The foundation provides financial support to Pi Tau Omega, the Southfield Chapter of the 107-year old,
international service organization, Alpha Kappa Alpha Sorority, Incorporated ®. Pi Tau Omega carries out Alpha
Kappa Alpha's national program initiatives in Southfield and surrounding communities.
Alpha Kappa Alpha Sorority, Inc. has embarked on a national initiative to adopt 1,908 playgrounds under the 1908
Playground Mobilization Day platform. Through the 1908 Playground Mobilization Day program local chapters will
adopt public parks with the emphasis to revitalize the playground to provide a clean, safe and vibrant area for
children to play. The 1908 Playground Mobilization initiative will commence with a "kick-off' on Saturday, May 16,
2015 with planned park improvements through May 16, 2018,
Our goal is to attract more residents to the park by providing an atmosphere of beauty and serenity by planting
trees and flowers to enhance the natural beauty of the park. The park has several flowerbeds and each will be
repaired and annual foliage planted for the summer. In the fail annual flowers will be replaced with perennial
bulbs and plants which will bloom in the following spring. Repairs are needed on the playground equipment and
will begin with restoring the swing set and replacing mulch in the play area. Park benches will be cleaned, painted
and replaced when needed. The tennis court requires attention as well and as such; our plan is to have debris
cleared from the area, remove deeply imbedded weeds and finally resurface the court. Shrubs will be planted in
the vicinity to create a welcoming environment for young tennis enthusiasts.
On May 16, 2015, we will begin our two year mission to improve the Mack-Rowe Park and present an overview of
our initiative to the residents including our goal to beautify the park. Following the introduction, we have planned
a day of activities to include exercise, sporting games, food, recycling information and tips on healthy dietary
habits,
The benefits of revitalizing the park are two-fold. It is our hope beautification of the park will increase use of the
playground by residents but especially by local youth. Second, obesity rates in children increase when there is no
park in their neighborhood. Childhood obesity may impact the quality of life for young people and is thought to be
a major factor for increased adult type illnesses such as hypertension and diabetes.

Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above-referenced resolution
and finds:
1. The Larry Pernick Health Education Fund for Oakland County was established in 1997 in memory of
Commissioner Lawrence Pernick.
2. Donated funds are intended to be used for health education programs targeted toward populations at
risk for health problems due to socio-economics, race/ethnicity, age, or disability.
3. Funding in the amount of $1,550 is being requested from the Larry Pernick Health Education Fund for
Oakland County to implement the 1908 Playground Mobilization Day program at the Mack-Rowe Park
in Royal Oak Charter Township.
4. This program includes activities to teach healthy living tools, revitalize the park, and provide children
with a safe, clean, and vibrant area to play, with the ultimate goal of increasing use of the park and

5. There is currently $6,347.87 in the L. Pernick Memorial Restricted fund.
6. A budget amendment in the amount of $1,550 is recommended to transfer funding from the L.
Pernick Memorial Restricted fund to the Health General Fund General Purpose (GF/GP) budget to
increase the Education Programs appropriation.
