HomeMy WebLinkAboutResolutions - 2015.07.29 - 21941MISCELLANEOUS RELOLUTION #15187 July 16, 2015 BY: Public Services Committee, William Dwyer, Chairperson IN RE: ANIMAL CONTROL AND PET ADOPTION CENTER — PURCHASE AND INSTALLATION OF MOBILE DATA COMPUTERS IN ANIMAL CONTROL VEHICLES To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Animal Control and Pet Adoption Center is requesting approval to purchase and install Mobile Data Computers (MDCs) in the Animal Control vehicles; and WHEREAS these are the same MDCs used by police departments to track calls for service and criminal cases; and WHEREAS the MDCs would allow Animal Control Officers to track their calls for service and criminal cases; and WHEREAS acquiring the MDCs would create improved communication between the Animal Control Officers and Dispatch also cutting down on radio airtime; and WHEREAS the MDCs create a safer more productive working environment for Animal Control Officers, giving them a history of previous Animal Control and local law enforcement calls; and WHEREAS the information collected by the Animal Control Officers could also help police departments in their calls for service and criminal cases; and WHEREAS the cost for 14 MDCs totals $69,866.30; and WHEREAS there is sufficient funding to purchase and install the MDCs from the Animal Control restricted fund legacy account. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the purchase and installation of 14 Mobile Data Computers in the Animal Control Vehicles. CLEWS Mobnlle Data Computers (ltinC) PROBLEM: Police officers are unable to communicate privately with their Dispatch Center and other officers. SOLUTION: Mobile Data Computers that wirelessly transmit information that cannot be intercepted by the public. Our mission statement ... To provide innovative computer technology and related services to criminal justice and public safety agencies ... There are over 1,600 units on the CLEWS AMC System. CLEMIS 11,1Drc communicate on a wireless network, and have access to Stale, and Federal law offOrcement databases. Officers are able to communicate with Dispatch and one another while on the road via CLEWS MDC's. CLEMIIS Mobile Data Computers (IC 's) were known as Mobile Data Terminals (MDT's) in 1989 when the first private county-wide mobile data system was deployed for CLEMIS agencies. Although those devices were useful, they had limited capabilities. In late 1999, CLEMIS upgraded the mobile data system to take full advantage of the Cellular Digital Packet Data (CDPD) technology. New MDC's were purchased which provided a much wider range of functionality to the agencies. Currently there arc more than l ,600 devices on the mobile network, with Police and Fire agencies participating, across five counties. CLEIVIS MDC's communicate wirelessly with Dispatch, and, are able to receive and initiate dispatch incidents and update information in CLEMIS CAD. As part of the CAD initiative, Automated Vehicle Locator (AVL) was also added to public safety vehicles so that Dispatch can see where the vehicles are at all times. CLEMIS MDC's can communicate with State (LEIN, SOS, and ClVfIS) and Federal (NCIC and NLETS) law enforcement databases. The ability to access these databases helps keep our officers safe, because they are able to find out if the vehicle they are stopping is stolen, or if the individuals in the ear have outstanding warrants against them. CLEMIS MDC's can also communicate with any other mobile unit on the network.
