IN RE: RESOLUTION IN SUPPORT OF KEEPING THE FAMILY MEDICINE RESIDENCY PROGRAM
IN THE CITY OF PONTIAC, MICHIGAN
To the Oakland County Board of Commissioners:
Chairperson, Ladies and Gentlemen:
WHEREAS the Family Medicine Residency Program and Family Medicine Center at Doctors Hospital of
Michigan (DHM) in Pontiac is itrettly Family Medicine Residency Program within Oakland County and
has been a staple in the Pontiac providing care in the community for over 25 years; and
WHEREAS the partnership between Oakland Integrated Healthcare Network (OIHN) and the Federally
Qualified Health Center model of care has been an extremely important relationship for the Family
Medicine Residency Program and for the Pontiac community; and
WHEREAS eighty percent of the patients at the Family Medicine Residency Program and Family
Medicine Center receive Medicaid or Medicare benefits, allowing more individuals to have access to care;
and
WHEREAS Pontiac is considered the only medically underserved area in Oakland County; and
WHEREAS DHM filed a Chapter 11 bankruptcy petition last week in U.S. Bankruptcy Court in Detroit; and
WHEREAS while Oakland County hopes for the best possible outcome for DHM, it is important to look at
the best options for the community moving forward; and
WHEREAS if DHM is unable to exit bankruptcy successfully, the Family Medicine Residency Program
and its 18 residency slots could go up for bid to other hospitals; and
WHEREAS if the Family Medicine Residency Program slots were to relocate outside of Pontiac, fewer
doctors would be available to see patients in the Pontiac area, especially those on Medicaid and
Medicare; and
WHEREAS without access to a quality and affordable primary care doctor like those in the Family
Medicine Residency Program, most of these individuals would be forced to either not seek care or to seek
care at a nearby emergency room which drives up the cost of healthcare; and
WHEREAS the removal of the Family Medicine Residency Program from Pontiac would negatively affect
the overall health and wellness of the community.
NOW THEREFORE BE IT RESOLVED that Oakland County wants to ensure that the Family Medicine
Residency Program remains intact and its residency slots remain in Pontiac no matter the outcome of
DHM's bankruptcy proceedings; and
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners urges r. ik Hemady,
Director of the Family Medicine Center & Family Medicine Residency Program at DHM,4e hould he be
faced with making recommendations to the accrediting body, the residency program stays intact and
continues its partnership with Oakland Integrated Healthcare Network (OIHN) in the Pontiac community.

#15211 - Resolution in Support of Keeping the Family Medicine Residency Program in the City of
Pontiac, Michigan.
Vote on motion to suspend the rules:
AYES: Gingell, Gosselin, Hoffman, Jackson, KowaII, Long, Matis, Middleton, Quarles, Scott,
Spisz, Taub, Weipert, Zack, Bowman, Crawford, Dwyer, Fleming. (18)
NAYS: None. (0)
A sufficient majority having voted in favor, the motion to suspend the rules and vote on Miscellaneous
Resolution #15211 - Resolution in Support of Keeping the Family Medicine Residency Program in the
City of Pontiac, Michigan carried.
Moved by Bowman supported by Weipert the resolution be adopted.
Discussion followed.
Moved by Zack supported by Gosselin the resolution be amended as follows:
In the 1 st WHEREAS paragraph, strike the words the only and add the word a.
A sufficient majority having voted in favor, the amendment carried.
