MISCELLANEOUS RESOLUTION #15204 July 29, 2015

IN RE: DEPARTMENT OF ECONOMIC DEVELOPMENT 8, COMMUNITY AFFAIRS — EXTENSION
OF NO HAZ PROGRAM
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Oakland County, through its Department of Economic Development and Community Affairs,
has facilitated the North Oakland Household Hazardous Waste Consortium (NO HAZ) since 2003; and
WHEREAS the cost of facilitating this program is reimbursed to the County by the member communities;
and
WHEREAS collection events for household hazardous waste are widely accepted as the best way to
provide citizens with a safe way to dispose of paints, cleaners, pesticides and other household hazardous
products and they also contribute to Phase II Stormwater Protection requirements, encourage pollution
prevention and enhance environmental health and safety in the home; and
WHEREAS more than 32,000 residents have used the program, resulting in more than 3.75 million
pounds of household hazardous waste being collected and recycled or properly disposed of; and
WHEREAS budget constraints restrict the communities' ability to facilitate the program individually; and
WHEREAS through the No HAZ program cost efficiencies are realized by the participating communities;
and
WHEREAS 7 current member communities have written letters encouraging the County to continue as
the facilitator of the program; and
WHEREAS the county administration strongly supports the continuation of the program.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
Department of Economic Development and Community Affairs to continue facilitating the NO HAZ as long
as the member communities fully reimburse the County for all costs and expenses connected with the
operation of the program.
BE IT FURTHER RESOLVED that the Department of Economic Development & Community Affairs will
continue to bring the annual Interlocal agreements to the Board of Commissioners for approval.
BE IT FURTHER RESOLVED that Oakland County and the member communities will continue to take
steps to increase the number of member communities.
Chairperson, on behalf of the Planning & Building Committee, I move the adoption of the foregoing
resolution.

systems and hazardous items along our roadways.

Without the county's assistance, we would not have the staffing resources necessary to
administer this important program and we save on costs by partnering with our neighboring
communities.
I encourage you to support the Economic Development & Community Affairs Department's

Dear County Commissioners:
The North Oakland Household Hazardous Waste (NO HAZ) program provides a very
valuable service to the residents of Independence Township. This is the first year
Independence has offered the NO HAZ program to our residents and we have received
positive feedback thus far. Our residents appreciate the opportunity to properly dispose
of household hazardous waste multiple times per year. The Township also benefits
because it alleviates the dumping of chemicals into our drainage systems, as well as
hazardous and unsightly items along our roadways.
The county facilitation of the NO HAZ program provides us the ability to offer this
service. Independence Township would not have the staffing resources necessary to
administer this important program and we save on costs by partnering with our
neighboring communities.
Independence Township encourages you to support the Economic Development &
Community Affairs Department's request to continue facilitating the NO HAZ program
beyond this year. As we reimburse the county for all expenses related to the NO HAZ

Dear County Commissioners,
The North Oakland Household Hazardous Waste (NOHAZ) program is very valuable
to our Oakland County community. It provides a service that our residents respect
and use to protect the waters of Lake Angelus and the lands adjacent from a wide
variety of potential contaminants.
Our relationship with Oakland County and the other members of this consortium,
provides our small community the only opportunity to provide this service. We
could not bear the cost alone or staff such a program. As an indication of our City's
commitment and encouragement, the opportunity to participate is provided at no
individual per-car cost to our residents.
We encourage the County Commissioners to support the Economic Development
and Community Affairs Department's request to continue to facilitate the NO HAZ
program beyond 2015. The participating Communities reimburse the County for all
expenses related to NO HAZ, and make Oakland County a cleaner, safer and
healthier place to live and work. It seems a model project.

NO HAZ PROGRAM
To The Oakland and County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced
resolution and finds:
1. Oakland County has facilitated the North Oakland Household Hazardous Waste Consortium
(NO HAZ) program since 2003 for the purpose of providing household hazardous waste
collection services to residents of northern Oakland County.
2. The resolution authorizes the Oakland County Waste Resource Management Unit to continue
facilitation of the NO HAZ Program, contingent upon full reimbursement of all program costs
from member communities.
3. During this period Oakland County and the member communities will take steps to increase
the number of member communities.
4. The Department of Economic Development & Community Affairs will continue to bring the
annual Interlocal agreements to the Board of Commissioners for approval.
5. The FY 2016 - FY 2018 recommended budget reflects the continuation of the NO HAZ
Program and therefore no budget amendment is required.
