IN RE: PUBLIC WORKS/FACILITIES ENGINEERING DIVISION - AWARD OF
CONTRACT FOR 1993 REROOFING PROGRAM
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, by Miscellaneous Resolution #93044 the Board of
Commissioners authorized the County Executive's Facilities
Engineering Division to receive bids for the reroofing of several
County facilities; and
WHEREAS, in accordance with bidding procedures, bids for the
above mentioned project were received and opened on July 29, 1993;
and
WHEREAS, the County Executive's Department of Public Works has
reviewed all bids submitted and recommends that the lowest
responsible bidder, J.K.M. Enterprises of Detroit, Michigan, be
awarded a contract in the amount of $116,914; and
WHEREAS, the total project cost is estimated to be $134,000;
and
WHEREAS, funding of $134,000 is available in the 1993 Capital
Improvement Program - Building Section for this project.
NOW THEREFORE BE IT RESOLVED as follows:
1) The Board of Commissioners authorizes the transfer of
$134,000 from the 1993 Capital Improvement Program -
Building Fund #40100 to the Project Work Order Fund
#40400 to establish the 1993 Reroofing Program.
2) The contract proposal of J.K.M. Enterprises of Detroit,
Michigan in the amount of $116,914 be accepted and the
contract awarded in concurrence with Planning and
Building Committee recommendations.
3) Funds be provided in the amount of $17,086 to cover the
remaining project costs including Contingency.
4) The Chairperson of the Board of Commissioners is hereby
authorized and directed to execute a contract with J.K.M.
Enterprises of Detroit, Michigan on behalf of the County
of Oakland.
5) The County Executive's Department of Public Works,
Facilities Engineering Division, shall notify the
selected vendor of this award, in writing, no later than
10 days after adoption of this resolution. The award
will not be effective until the selected vendor has been
notified.
Chairperson, on behalf of the Finance Committee, I move the
adoption of the foregoing resolution.

FOR
1993 REROOFING PROGRAM
Project 93-3 August 10, 1993
In accordance with authorization received on March 18, 1993, in the
form of Miscellaneous Resolution 93044, drawings and specifications for
the 1993 Reroofing Program were prepared. The project was advertised and
bids were received at 2:00 p.m. on Thursday, July 29, 1993. These bids
are summarized on the attached Bid Tabulation Sheet.
The base bid was for the complete reroofing of the two main roof
areas at Central Garage and the Maintenance Storage Building roof.
Alternate R.-1 was for substituting a higher quality metal fascia.
Alternate Re2 was for upgrading the roof manufacturer's warranty from a
10-year to a 15-year package. The alternates were requested to provide
for adjustments to the base bid in the event that the proposals were
considerably higher or lower than expected. ,
Bid prices were favorable and we, therefore, recommend that
Alternates R-1 and R-2 be accepted.
Based on these recommendations, the low responsible bidder was J.K.M.
Enterprises of Detroit, Michigal, with a bid of (including Alternates R-1
and R-2) $116,914.00. This contractor has not performed for us before,
however, we have checked his references and it is our judgement that the
company can satisfactorily perform on this project. The project is
expected to be completed within sixty (60) calendar days.
The total cost is estimated to be:

Funding in the amount of $134,000 is available from the Reroofing line item
of the Building Section of the 1993 Capital Improvement Program. We are,
therefore, recommending that a contract in the amount of $116,914 be awarded to
J.K.M. Enterprises, Inc. Further, we are recommending that total project
funding in the amount of $134,000 be appropriated.

Chairperson, Ladies and Gentlemen:
The Planning and Building Committee, having reviewed the bids
for the above referenced project on August 9, 1993, reports with
the recommendation that the contract be awarded to JKM Enterprises,
Inc., in the amount of $116,914.00, for a total project cost of
$134,000.00.
Chairperson, on behalf of the Planning and Building Committee,
I submit the foregoing report.
