HomeMy WebLinkAboutResolutions - 2015.10.07 - 22028MISCELLANEOUS RESOLUTION #15249 October 7,2015 BY: Human Resources Committee, Michael Spisz, Chairperson IN RE: HUMAN RESOURCES DEPARTMENT - SALARY ADMINISTRATION PLAN 4 th QUARTERLY REPORT FOR FY2015 To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 -21 provides a process for departments and employees to request a review of the salary grade placement of classifications; and WHEREAS the 4' Quarterly Report for FY 2015 identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department after completion of this review process; and WHEREAS funding is available in the Classification and Rate Change fund to implement any GF/GP salary grade changes resulting from this Salary Administration Plan Quarterly Report recommendation; and NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes implementation of the Salary Administration Plan 4th Quarterly Report for FY 2015. Job Descriptions for New Classifications OAKLAND COUNTY SALARY ADMINISTRATION FOURTH QUARTERLY REPORT FOR FY2015 09/30/15 PART - BACKGROUND BACKGROUND Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. It requires presentation of a quarterly report to the Human Resources Committee of reviews conducted during the quarter by the Human Resources Department, and of appeals heard by the Job Evaluation Review Panel if applicable. The Human Resources and Finance Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY15 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Human Resources Committee. The Human Resources Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel. Performs technical health screening tasks and conducts minor laboratory tests at clinics/conference sites. Takes, interprets, and reports physical measurements and findings. Provides basic nutritional consultation and evaluation in management and maintenance of nontherapeutie diets for selected populations. Conducts physical and nutritional assessments, as well as referrals of individuals to determine eligibility for special nutrition programs. Assists Public Health Nutritionists in providing services to the general public through classes, food supplement programs and clinic services. Utilizes current county-wide and/or department specific software to complete assignments. Draft 09/18/15 OAKLAND COUNTY MICHIGAN Class Title: SUPERVISOR — JUVENILE COURT LEGAL PROCESSING OPERATIONS Department: Circuit Court / Family Division / Judicial Support Reports To: Chief— Juvenile/Adoptions Services FLSA Status: Non-Exempt GENERAL SUMMARY Under direction, plans, assigns, directs, reviews, and coordinates the work of employees assigned directly and through other unit supervisors or office leaders providing legal processing support services for judges and referees. Acts as a liaison between juvenile court legal processing and records units and other stakeholders which include Oakland County departments, State departments, Michigan Supreme Court, Court of Appeals, State Court Administrative Office, and the general public. Possesses and applies a broad knowledge of the Michigan Juvenile Code, the Michigan Court Rules, and Juvenile Court forms. Provides technical and administrative support to department-wide programs. Ensures employees adhere to SCAO state-wide standards utilizing Judicial Information Systems (HS) reports. Utilizes and trains employees on state-wide, county-wide, and interdepartmental specific software to complete assignments, publish schedules, maintain records, and generate reports. Coordinates with the Circuit Court Data Technology Unit to develop, implement, and identify Juvenile Court data project roles. SUPERVISION EXERCISED Functions as a supervisor over a group of professional and clerical employees in the Juvenile Adoptions Division of the Circuit Court. Instructs, assigns, schedules, checks, and appraises performance. Participates in decisions to hire, discipline, discharge, and award pay increases and/or promotions. ESSENTIAL JOB FUNCTIONS Directs, monitors, and provides oversight and expertise related to state-operated Trial Court System (TCS) and intra-county Juvenile Court software programs and data analysis. Provides technical overview and staff direction for on-going support and maintenance of TCS. Monitors progress of requested work and documents operational problems. Responsible for keeping up-to-date on program changes and updating employees on the procedures/policies concerning TCS and other computer programs utilized by the Juvenile Registers. Creates TCS training manuals for users. Manages employees, including coaching/counseling, providing regular feedback, drafting and administering employees' performance evaluation, and ensures that employees generate efficient, precise and high-quality work. Trains new employees on form identification and details concerning the processing of orders and requests for delinquent and neglect files. CLASS TITLE: SUPERVISOR — JUVENILE COURT LEGAL PROCESSING OPERATIONS Reviews and establishes training programs and approaches needed to best transition employees to new software applications. Trains new Judges and Judicial staff. Keeps all Judges informed of new technical and software policies/procedures and changes at the state and local levels. Develops and maintains the protocols for all judicial court appeals, including tracking and distributing new appeals to deputy registers and distributing transmittal notices. Serves as the liaison for the public, attorneys, and Court of Appeals employees regarding appeals. Facilitates and oversees any requests made by the Court of Appeals and/or Michigan Supreme Court on any appeals and records. Serves as the main point of contact for the public concerning the consent calendar program (a non-public record), and information on expungement or setting aside adjudications. Responsible for overseeing the timely preparation of court orders, electronic record updates concerning consent calendar and other necessary computer databases, the transmitting adjudication and disposition dates to the Michigan State Police (both electronically and manually), and the maintaining of the log of all eases that the Michigan State Police have removed from their system. Ensures that electronic case records and physical files are properly updated, safeguarded, retained, and maintained in accordance with Case File Management Standards and Schedule 16. Ensures that staff are knowledgeable and practice limiting access to all non-public records. Assists employees with the development and training for Title IV-E funding, which includes ensuring that all court orders are correctly filled out and all findings affecting funding are addressed. Serves as the contact point for the pending case age report. Ensures that all necessary equipment, forms, and supplies are available to employees. This includes: requesting maintenance and service for broken equipment and furniture, ordering supplies and keeping forms stocked, replacing outdated equipment, keeping updated on new SCAO forms mandated for court use, and making sure that employees have needed supplies to complete tasks. Works with the Permanency Coordinators to facilitate the efficiency and all updates of the permanency docket. Serves as the contact point for the Juvenile Court Referees with regard to all unit operations. Have had six (6) years of responsible, full-time legal or court operations experience, one (I) year of which included supervisory or lead duties; OR 2. a. Be a high school graduate or have a certificate of successful completion of the General Education Development (GED) test; AND b. Have had eight (8) years of responsible, full-time legal or court operations experience, one (1) years of which included supervisory or lead duties, 3. Pass the complete examination, including the employment medical established for this class, 4. Successfully complete the six-month probationary period. B. ADDITIONAL DESIRABLE QUALIFICATIONS 1. Considerable knowledge of the Michigan Juvenile Code and Juvenile Court Rules. 2. Considerable knowledge and understanding of the General Records Retention and Disposal Schedule 16. 3. Considerable knowledge of and experience in the operations, polices, and procedures of the Circuit Court Family Division and the ability to utilize that knowledge to recommend and implement procedural changes. 4. Considerable knowledge and proficiency of computer application systems, including TCS and EDMS. 5.
