To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 -21
provides a process for departments and employees to request a review of the salary grade placement of
classifications; and
WHEREAS the 1 st Quarterly Report for FY 2016 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department after completion of this review process; and
WHEREAS funding is available in the Classification and Rate Change fund to implement any GF/GP salary
grade changes resulting from this Salary Administration Plan Quarterly Report recommendation; and
WHEREAS funding is available in the Parks & Rec Fund, the FM&O Fund, and the Fringe Benefit Fund to
implement any PR salary grade changes resulting from this Salary Administration Plan Quarterly Report
recommendation.
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes implementation
of the Salary Administration Plan 1 st Quarterly Report for FY 2016.

OAKLAND COUNTY SALARY ADMINISTRATION FIRST QUARTERLY REPORT FOR FY2016 12/02/15 PART II- BACKGROUND BACKGROUND Per Merit Rule 2, the Salary Administration Plan provides for a review and appeal process of salary grade placements. It requires presentation of a quarterly report to the Human Resources Committee of reviews conducted during the quarter by the Human Resources Department, and of appeals heard by the Job Evaluation Review Panel if applicable. The Human Resources and Finance Committees and the Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY16 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Human Resources Department is not recommending a change in salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Human Resources Committee. The Human Resources Committee may receive and file the request, or advance the request to the Job Evaluation Review Panel.

Under general supervision, operates, maintains, troubleshoots, and repairs specialized and non-speciali

projectors (including annotation systems), DVD players, assistive listening equipment, public address
systems (including portable), touchscreen displays, speakers, document cameras, microphones, and lar

screen LED monitors, kiosks, and various presentation equipment used in the courtroom proceedings.
The Audio Video Equipment Specialist will be required to work in a judicial courtroom to ensure that all
equipment is functioning properly. Installs and configures various hardware and software relat

d
equipment and components including specialized codecs, video playback software, and vendor
applications, in addition to mapping network drives for video access. The Audio Video Equipment
Specialist needs to administer user account maintenance and file access. Oversee storage procedures fo

court video records used to prepare transcripts. Maintains inventory of all audio/video equipment. Trains
new users and lower level staff on the operation of courtroom equipment. Edits and prepares video

Troubleshoots and repairs independently and/or work with vendor to ensure courtroom recording systems

Oversees the installation of digital and analog audio/video equipment throughout the courthouse as well

Troubleshoot audio issues on recording devices and determine optimal playback method between
recording track types and available software versions when error occurs.
Downloads recorded information to server and produces digital and disc back-up copies.
Interacts with judges, court clerks, court employees, attorney, Information Technology staff, vendors,
general public, transcription agencies, and various state and local government entities agencies regarding
audio/video equipment.
Edits videos as dictated by confidentiality requirements and court room proceedings.
Install software as needed for video capture playback.
Test and troubleshoot system upgrades.
Schedules video conferences between parties both internal to the county and external.
Sets up and troubleshoot video conferencing equipment in courtroom and conference room locations.
Sets up user access to live courtroom events.
Works with network team, State of Michigan, and Oak Video to resolve latency issues in video
conferencing.
Support Judge OnLine specialty phones for Conference 6 feature.
Monitors equipment check-out processes for audio/video equipment and ensures that all items are

Maintains all courtroom audio/video equipment: sound systems, projectors, personal announcement
systems, LCD monitors, document cameras, distribution amplifiers, touch screens, and switching devices.
Analyzes and trouble shoots equipment and software problems, works with vendors and Information

EXPERIENCE, TRAINING, KNOWLEDGES, SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess an Associates degree or sixty (60) semester credit hours from an accredited
college or university with a major in audio/video, computer or electrical engineering, or
related field; AND
2. Have had five (5) years full time work experience completing audio/video and/or
computer equipment installations, trouble-shooting audio/video and/or computer
equipment, recording and editing of events, or deployment of systems in a court room or
similar setting.
NOTE: High school graduation or a certificate of successful completion of the General
Educational Development Test AND seven (7) years experience as described in 42 may
substitute for education and experience requirement above.
3. Possess a valid motor vehicle operator's or chauffeur's license.
4. Pass the complete examination including the employment medical established for this
class.
5. Successfully complete the six month probationary period.

GENERAL SUMMARY
Under general supervision, processes enrollments and coverage changes for group health, prescription,
dental, vision and life insurance for all county employees. Utilizes both on-line and paper based systems
to enter employee and coverage information to insurance company systems and the County's Human
Resource Information System. Provides information and assistance to employees, insurance carriers and
providers regarding employee benefits and investigates and resolves problems related to coverage.
Notifies employees of COBRA rights as required and maintains all records related to COBRA coverage
and payments. Coordinates information between employee, department and short and long term disability
providers. Utilizes and maintains the human resource system as well as a variety of other computer based
applications.
SUPERVISION EXERCISED
None.
ESSENTIAL JOB FUNCTIONS
Responsible for enrollments in medical, prescription, dental and vision coverage. Reviews employee
forms and reports, making additions, deletions, and changes to ensure requested coverage is in effect at
the appropriate time. Terminates coverage for separated employees. Reviews monthly bill from carrier to
ensure all enrollments, terminations and changes are accurately reflected. Forwards to Fiscal Services to
request payment.
Acts as a resource person by providing assistance and resolving problems related to health, prescription,
dental, vision, life insurance, and short and long-term disability coverage for county employees, family
members, and County departments. Provides information regarding procedures, types and the extent of
coverage, gathers data, assesses situations, and takes steps necessary to resolve problems.
Tracks employee payroll deductions for health, dental, vision and life insurance by reviewing reports to
determine if contributions have been deducted accurately from employee paychecks. Reconciles billings,
requests Fiscal Services Division to issue refund checks for deductions taken in excess of correct amounts
and bills employees for monies owed. Tracks employees on leave of absence and collects premiums due
as necessary.
Monitors life insurance enrollments for all employees. Tracks employees on long term disability,
worker's compensation, and active military leave for eligibility for premium waivers. Records beneficiary
and name changes and processes terminations and retirements.
CLASS TITLE: EMPLOYEE BENEFITS SPECIALIST I
Utilizing various computer software, produces monthly life insurance and disability coverage bills.
Reviews for accuracy, makes adjustments as required and forwards to Fiscal Services to request payment.
Processes employee medical, dental, prescription and vision actions including enrollments, coverage
changes, address changes and terminations by input of information into the various carrier systems..
Enters comments into Peoplesoft system for all coverage changes and HEPAA information. Identifies and
reports problems with related computer systems.
Processes death claims by verifying beneficiary information, obtaining copies of death certificates and
other appropriate documents, completing forms, and forwarding information to life insurance company.
Acts as a liaison between beneficiary, insurance company and funeral homes as necessary..
Notifies part-time employees of eligibility for dental and vision coverage, and changes in all benefit
coverage. Assists in communicating all changes to benefit coverage.
Utilizes and maintains the human resource system as well as a variety of other computer based
applications.
Notifies separated employees and applicable dependents or ineligible dependents of eligibility for
COBRA benefits. Receives and tracks all payments and ensures all federally required timeframes are met.
Administers the Short and Long-term Disability programs. Acts as liaison between employee and
insurance carrier to resolve a variety of claim and payment issues.
Responds to inquiries from employees, family members, and departments as it relates to all aspects of
employee benefits in accordance with Hi:MA.
Maintains records of each claimant including history, current status and disability checks issued.
Analyzes disability costs for each employee group and prepares reports on cost trends.

Assists in the organization and distribution of information to employees regarding the annual Open
Enrollment period under the flexible benefits program. Test enrollment system, answer employee
questions and updates insurance carriers with open enrollment results.

of health, disability, flexible benefits and flexible spending plans.

1. The Human Resources Department (HR), with approval from the Board of Commissioners,
provides a process for departments and employees requesting a review of the salary grade
placement classifications for Grades 1 — 21.
2. The 1 st Quarterly Report for FY 2016 identifies job studies conducted and salary grade changes
recommended by the Human Resources Department after completion of this review process.
3. The salary grade of five (5) classifications will be increased:
a. Public Health Sanitarian Technician from grade 8 to grade 9
b. Public Health Sanitarian from grade 10 to grade 11
c. Senior Public Health Sanitarian from grade 11 to grade 14
d. Forensic Toxicologist Chemist from grade 12 to grade 14

11. The HR Proprietary Fund (PR) positions will be funded by the Fringe Benefit Fund with a net
impact of $1,171 in FY2016, $1,724 for FY2017, and $1,742 for FY2018.
12. The Facilities Management position will be funded by the Proprietary (PR) FM&O Fund with a net
impact of $5,122 in FY2016, $7,547 in FY2017 and $6,622 in FY2018.
13. The Fiscal Services Division will prepare a FY2016 First Quarter amendment for approval by the
Parks and Recreation Commission to adjust the Parks and Recreation Salary and Fringe Benefit
budget allocation based on FY2015 activity which will provide position vacancy favorability of
$3,763 in FY2016 and $5,436 for both FY2017 and FY2018 to cover the HR recommendation.
14. The FY 2016-2018 Budget is amended as follows:
