IN RE: SHERIFF'S OFFICE - AVIATION UNIT ENGINE OVERHAUL FOR AIR 1
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolution #00211 authorized the Sheriff's Office to purchase a helicopter (Air
1); and
WHEREAS the maintenance schedule for a helicopter requires a complete engine overhaul after 3,600
hours of flight time; and
WHEREAS Air 1 is nearing mandated timeframe for the engine overhaul and will require this aircraft to be
out of service for 45 to 60 days; and
WHEREAS the estimated cost for mandated engine overhaul is between $275,000 and $350,000; and
WHEREAS the funding for this mandated repair is available from the General Fund Sheriff Aviation
assigned fund balance; and
WHEREAS if the cost of the repairs are less than the $350,000 the remaining balance will be returned to
the General Fund Sheriff Aviation assigned fund balance; and
WHEREAS this has been through the County Executive review process.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
engine overhaul for Air 1 at the estimated cost of $350,000.
Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution.

Re: Engine Overhaul Air 1
Sir,
At your request I offer the following information concerning the engine overhaul in Air 1 (N632SD)
As of this writing there are approximately 120 flight hours remaining on Air 1 before the mandated
engine overhaul is due.
In previous communications I indicated that the cost, start to finish, will be somewhere in the 175K to
325K range. This is based on an industry standard and a first run (first overhaul) evolution. Realizing
this is a large range, the more accurate estimate in all probability, will be somewhere in the 300K range
+/- 25K-30K.
This maintenance evolution is similar to the 12 year inspects whereby we won't know until the engine is
taken apart and various items are checked. Bearings and turbine wheels have to meet certain criteria and
there is no way to know what, if anything, needs to be repaired, replaced etc. There are other
considerations that are mandated by the FAA; some parts have to be replaced regardless of what shape
they are in,
Bijan Aviation will remove the engine and ship it to Turbo-Meca Inc, Once the necessary maintenance is
performed and any repairs made the engine will be shipped back to Bijan and reinstalled, The County
will then be billed by Bijan in its entirety, subject to Bijan's billing practice(s).

It is anticipated that this event will take between 45 and 60 days to complete. This estimate is also influx
as we will simply be placed in line with all the other engines at Turbo-Me,ca.
I would plan for the worse of 325K+ and hope for the best.
