IN RE: PERSONNEL DEPARTMENT - SALARY ADMINISTRATION THIRD
QUARTERLY REPORT FOR 1993
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Study Group Reports approved by the Board of
Commissioners for Grades 1 - 21 provide for a review and appeal process for departments and employees
wishing to challenge the salary grade placement of classifications; and
WHEREAS the Third Quarterly Report for 1993 was submitted to the Personnel Committee
identifying the reviews requested and the salary grade changes recommended by the Personnel
Department after completion of this review process; and
WHEREAS funds have been established in the Classification and Rate Change fund to implement
salary grade changes resulting from salary administration quarterly report recommendations; and
WHEREAS the Personnel Committee has reviewed and approved this report;
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners authorizes
implementation of changtrs in salary grade placement as shown:

BACKGROUND
The salary administration plan provides for a review and appeal process. It requires presentation of a quarterly report to the Personnel Committee of reviews conducted during
the quarter by the Personnel Department and of appeals heard by the Job Evaluation Review Panel. Any recommended changes in grade level must be approved by the Personnel
Committee and Board of Commissioners prior to becoming effective. Funds are contained in the 1993 Budget specifically for classification and rate changes resulting from these
reviews.
In cases where the Personnel Department is not recommending the requested change in evaluation and salary grade, an additional appeal step has been provided. Departments
wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employee wishing to appeal their re-evaluations must submit a request in writing
to the Personnel Committee. The Personnel Committee may deny the request or advance the request to the Job Evaluation Review Panel. During this quarter, there were no

'PART III - REASONS FOR RECOMMENDED
CHANGES
Description
Factor 2, Experience is recommended to be increased to level 3/40 to
represent the experience of 3 months to 1 year required (in addition
to formal education) to perform the job responsibilities of Victim
Advocate. Factor 4 0 Problem Solving, is recommended to be increased
to level 3/55 to represent the research and verification of
information required as a Victim Advocate.
Factor 2, Experience, is recommended to be increased to level 4/55
to represent the 1-2 years experience required to function as the
supervisor/coordinator of the Victim/Witness unit. Factor 3,
Supervisory Responsibility, is recommended to be increased to level
5A/23 to reflect the working supervisor responsibility of the
position. (The Paralegal classification has no points credited for
supervisory responsibility) Factor 4, Problem Solving, is
recommended to be increased to level 3/55 to reflect the research
and verification of information required as a Victim Advocate
Supervisor. Factor 6, Accountability, is recommended to be
increased to level 3/35 to recognize that the position often plans
and carries out own work. Factor 7, Mental Demands, is recommended
to be decreased to level 3/40 because the position spends less time
processing paperwork and reviewing detail and more time in direct
contact with victims and others related to the cases and also more
time in activities coordinating the program.
Factor 3, Supervisory Responsibility, is recommended to be increased
from level 3A (lead worker) to level 5A/23 to reflect the working
supervisory responsibilities of the position. Factor 10, Working
Conditions, is recommended to be increased from level 28 to level 2C
to more accurately represent the percentage of time spent in the
field, working outside.

To the Oakland County Board of Commissioners
Chairperson, Ladies, and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #93266 and finds:
1) The Personnel Committee has approved the attached Salary
Administration Third Quarter report for 1993 upwardly
reclassifying four (4) positions in two (2) different
classifications.
2) Governmental annual cost is $4,988 in salaries and $1,596
in fringe benefits.
3) For the remainder of 1993, governmental cost is $384 in
salaries and $123 in fringe benefits.
4) Funds are available in the Reserve for Classification and
Rate Changes account, and the 1993 Budget should be
amended as follows:
